God-Given “Extremists”

I met Jehovah’s Witnesses in the mid 1990s in the former Soviet Central Asian republics. I was researching the region’s religious life. When I arrived at each regional capital, I would survey all the prominent communities in turn. The Witnesses were different in one respect from other western-inspired Christian communities. There were lots of them and they were everywhere.

Like now, many were certain back then the Witnesses were a product of the perestroika era’s freedoms. This, however, was not the case. The Witnesses were a legacy of the Soviet Union.

An American Salesman’s Religion

The Witnesses are a typical American eschatological religious group. Put crudely, they believe the world will end soon, during their lifetimes. They believe in one God, Jehovah, a name used during Christianity’s first century. On Judgment Day, Jehovah will destroy sinners and save the elect. The Witnesses reject the Christian doctrine of the Trinity (God the Father, God the Son, and the Holy Spirit). They do not consider Christ God, but they revere him. The day of his death is the only holiday they celebrate.

A completely and regularly revised theology has produced a set of permissions and prohibitions aimed at maintaining the way of life and behavior of a decent traveling salesman from the lower middle classes.

The Witnesses are allowed the moderate use of alcohol (immoderate use is cause for expulsion) and the use of contraceptives. Premarital sex and smoking are forbidden. The Witnesses must not “rend to Caesar what is Caesar’s”: they are forbidden from being involved in elections, engaging in politics, honoring state symbols, and serving in the army. They are most roundly criticized by outsiders for forbidding blood transfusions and organ transplants. The Witnesses suddenly had something to say when the AIDS epidemic kicked off. They support blood substitutes.

Something like family monasteries—”administrative centers”—have been organized for the most ardent followers. The schedule in the centers is strict, but the conditions are relatively comfortable. The Witnesses can live and work in them, practically for free, for as little as a year or as along as their entire lives.

Waiting for the world’s imminent end is an occupation common to many religious groups, from Russian Old Believers to the Mayan Indians. Such groups isolate themselves from a sinful world, some by retreating into the wilderness, others, by restricting their contact with outsiders.

The Witnesses differ from similar movements in terms of how they disseminate and maintain their doctrine. The method is based on the commercial practice of distributing magazines in the nineteenth century. Essentially, the entire organization meets twice weekly to read its main journal, The Watchtower, which is produced by church elders in Brooklyn and then translated and disseminated in dozens of languages. Members pay a nominal fee for subscribing to and reading the journal, fees that are scrupulously collected and sent along the chain: from local groups to the regional office, then to the national headquarter and, finally, to the head office in Brooklyn. Free distribution of the magazine and going door to door asking people whether they want to talk about God are aimed at the same thing: increasing the audience who subscribes to and collectively reads the magazine.

Ninety-five percent of today’s public find these religious activities strange and ridiculous, although from a sociological viewpoint they barely differ from going to political party meetings, networked sales of cosmetics, visiting sports clubs, getting a tattoo, the Russian Healthy Lifestyle Movement (ZOZh) or stamp collecting.

If you believe the Jehovah’s Witnesses’ own figures, they operate in 240 countries, which is more than belong to the UN.  At the same time, the organization is numerically quite compact, albeit growing rapidly. It has a total of 8.3 million members.

A Religion for Soviet Individuals

The story of how the Witnesses took root in the Soviet Union has been well told in a book published three years ago by Emily Baran, Dissent on the Margins: How Soviet Jehovah’s Witnesses Defied Communism and Lived to Preach About It. Polish and Romanian peasants and market traders adopted the doctrine of the Witnesses at the turn of the 1920s and 1930s, and before the war they unexpectedly were made Soviet citizens when the Soviet Union occupied parts of Poland and Romania.

The Soviet authorities did not tolerate large groups who maintained constant links with foreign countries, so it decided to send the core group of Witnesses, five thousand people, to Siberia. A considerable number were sent to the camps, while the rest were exiled. The crackdown was a misfortune for the victims, but it was a godsend for the exotic doctrine.

As early as the 1950s, the largest communities of Witnesses had emerged in the main place of exile, Irkutsk Region. In the 2000s, the official websites of Irkutsk Region and the neighboring Republic of Buryatia claimed the Jehovah’s Witnesses were a traditional religious community in the region. Irkipedia provides the following figures for 2011: “Around 5,500 people in Irkutsk Region are members of the Jehovah’s Witnesses religious organization. Around 50 of their assemblies operate in Irkutsk Region, each of them featuring 80 to 150 members. The assemblies are united into three districts: Usolye-Sibirskoye, Irkutsk, and Bratsk.”

The camps proved a suitable place for proselytizing, the radically minded youth, especially Ukrainian speakers, eager listeners, and the half-baked amnesty of political prisoners, an excellent means of disseminating the doctrine nationwide. As early as the late 1950s, all over northern Kazakhstan, former members of the Ukrainian Insurgent Army (UPA), who were banned from returning home, and former Russian criminals, who had taken jobs as farm machinery operators and welders, were digging dugouts in the steppes to hide DIY printing presses for printing The Watchtower.

Why did peasants, traders, brawny lads from the working classes, graduates of provincial technical schools, mothers of large families, and pensioners need to become Jehovah’s Witnesses? I have the same explanation as the preachers do: to radically change their selves and their lifestyles. The everyday frustrations of ordinary people, their perpetually predetermined lives, and their uselessness to anyone outside their narrow family circle (in which there is so often so little happiness) are things that torment many people. Prescriptions for effectively transfiguring oneself are always popular. However, they usually don’t work, because it is hard to stick to the program.

Like other religious groups, the Witnesses offer their members a disciplinary model for joint action. You can sit at home, chewing through your miserly pension, and watching TV, or you can feel like a “pioneer” again (the title given to missionaries who proselytize on the streets and door to door), do the right thing, hang out with other enthusiastic people like yourself, and make friends with young people. You are a young bricklayer. You are facing a lifetime of laying bricks, but your soul yearns for change and career growth. After spending six months in the Jehovah’s Witnesses, our bricklayer might be leading a grassroots group, and two years later he might have made a decent career in the organization. His wife is satisfied. Her husband doesn’t drink, their circle of friends has expanded, and during holidays the whole family can go visit other Witnesses in other parts of Russia. The children grown up in a circle of fellow believers with a sense of their own uniqueness. Free evenings are spent on the work of the organization, but that is better than drunken quarrels, and better than what most “ordinary” Soviet and post-Soviet folks are up to in the evenings.

Wholehearted Atheists

In 2006, I interviewed Vladimir Saprykin, a former employee of the Soviet Communist Party Central Committee’s Propaganda Department. His career had kicked off with a vigorous campaign against the Witnesses in Karaganda Region. I was able to get a glimpse into a period when the Party was on the warpath against the Witnesses. In the early 1960s, literally hundreds of people were sent to the camps as part of the campaign against religion per se.

Saprykin had campaigned against the Witnesses wholeheartedly and passionately, and that passion still burned in him fifty years after the events in question. He had dreamed of making them “completely free,” of “returning them to their essence.” He was backed up then by a whole group of provincial demiurges from among the local intelligentsia. They had collectively tried to re-educate the local group of Witnesses through debate, and then they had intimated them and pressured their relatives. Subsequently, they had tried to buy them off before finally sending the group’s core to prison with the KGB’s backing.

Their rhetoric is surprisingly similar to the declarations made by the Witnesses’ current antagonists.

“We stand for individual freedom of choice in all domains, including religion. […] So read, compare, think, disagree, and argue! Critical thinking is in inalienable sign of a person’s freedom. Let’s not abandon our freedom so easily.”

This is not an excerpt from a statement by a libertarian group, but an excerpt from a declaration published by a group of Russian Orthodox clergymen attached to the Holy Martyr Irenaeus of Lyons Center for Religious Studies. It was these clergymen who have now got the Jehovah’s Witnesses banned.

In the early 1960s, the KGB and such local enthusiasts managed to deliver several serious blows to the infrastructure of the Jehovah’s Witnesses in the Soviet Union. Successive leaders of the organization and hundreds of grassroots leaders and activists were arrested and convicted, and archives, correspondence, and printing presses were seized.

This, however, did not lead to the eradication of the Jehovah’s Witnesses. Besides the three regions where they had constantly been active—Western Ukraine, Moldova, and Irkutsk Region—groups and organizations emerged in the sixties and seventies throughout nearly the entire Soviet Union from Arkhangelsk Region to the Maritime Territory, and from Turkmenistan to Uzbekistan.

The movement was spread by ex-camp convicts, labor migrants from regions where the doctrine was strongly espoused, and missionaries.

Soviet construction sites, new cities, and workers’ dorms were propitious environments for the spread of new religious doctrines. The young people who arrived to work there were cut off from their usual lifestyles, family ties, and interests. They wanted something new, including self-education and self-transfiguration—to gad about in suits and have their heads in the clouds. Most of these cadres were promoted through the ranks by the Communist Youth League and other authorities, but there were plenty of pickings for the religious organizations.

By the way, in 1962, Saprykin campaigned to get not just anyone to leave the Witnesses, but Maria Dosukova, a chevalier of the Order of Lenin, a longtime Party member, a plasterer, and an ethnic Kazakh. During an assembly at her construction company, Dosukova had refused to support a resolution condemning the religious organization in which several people in her work team were members.

After Krushchev’s resignation, the systematic arrests of the Witnesses stopped, although some were sent to prison as a warning to the others.  Everyone else was subject to the decree, issued by the Supreme Soviet of the RSFSR, on March 18, 1966, “On Administrative Responsibility for Violating the Legislation on Religious Cults.” You could be fined fifty rubles—a week’s pay for a skilled worker—for holding a religious circle meeting in your home. In his book About People Who Never Part with the Bible, religious studies scholar Sergei Ivanenko records that, during the seventies and eighties, attempts to combat the Witnesses by fining them and tongue-lashing them at assemblies were just as useless. 

Wholehearted Anticultists

Perestroika legalized the Jehovah’s Witnesses throughout the post-Soviet space. This freedom did not last for long, however. The new states of Central Asia and the Transcaucasia followed the Soviet Union’s path in their treatment of the Witnesses, achieving similar outcomes.

In Russia, the Witnesses were officially registered in March 1991 and had no serious problems for a long time. They built their central headquarters, Bethel, in the village of Solnechnoye near St. Petersburg, as well as several dozen buildings for prayer meetings.  Of course, due to their activity, relative openness, and American connections, the Witnesses (along with the Hare Krishna, the Mormons, the Scientologists, and the Pentecostals) were targeted by the various hate organizations that emerged in Russia in the late 1990s, including the Cossacks, neo-Nazis, and professional anticultists.

Anticultism was imported to Russia by the ex-Moscow hippie Alexander Dvorkin, who emigrated to the US in the 1970s and got mixed up in Orthodox émigré circles there. In the early 1990s, he left his job at Radio Liberty and returned to Russia, where he made a successful career at the point where the interests of the Moscow Patriarchate and Russian law enforcement agencies intersect. The above-mentioned Irenaeus of Lyons Center is, basically, Dvorkin himself.

Professor Dvorkin has worked for several years at St. Tikhon’s Orthodox University of the Humanities. Until 2012, he was head of the department of sectology. In 2009, he headed the council for religious studies forensic expertise at the Russian Federal Justice Ministry. (He now holds the post of deputy chair). It is curious that Justice Minister Alexander Konovalov is also a St. Tikhon’s alumnus and is quite proud of that fact.

By supporting the Justice Ministry’s campaign to ban the Jehovah’s Witnesses, the Russian Supreme Court has not only put the “sectarians” in a difficult position but also the Russian authorities. In Russia, the Witnesses have over 400 local organizations and around 168,000 registered members. Only full-fledged members are counted during registration, but a fair number of sympathizers are also usually involved in Bible readings, The Watchtower, and other religious events. We can confidently say the ban will affect at least 300,000 to 400,000 Russian citizens. Labeling them “extremists” does not simply insult them and provoke conflicts with their relatives, loved ones, and acquaintances. In fact, this means abruptly increasing the workload of the entire “anti-extremism” system the Russian authorities have been setting up the past twenty years.  The soldiers of the Russian National Guard will find it easy to raid prayer meetings and spread-eagle these “extremists” on the floor. However, given the scale of the organization, they will have to do this a lot and often. And, as experience shows,  there won’t be much point to what they are doing.

Not a single country in the world has forcibly dissolved the Jehovah’s Witnesses, and it is hard to imagine that these 400,000 people will all emigrate or otherwise disappear. Even now, as news of the ban has spread, the Jehovah’s Witnesses have received completely unexpected support from all manner media and numerous public figures, including Russian Orthodox priests. Given these circumstances, the successful state campaign to discredit, dissolve, and brush a major religious community under the rug is doomed to failure.

The authorities will have to decide. Either they will sanction the mass arrests of the organizations leaders and activists and send hundreds and thousands of people to the camps, which ultimately will facilitate the growth of the movement’s reputation and dissemination, as in Soviet times, or they will pinpoint those who, according to the Interior Ministry and the FSB, are “especially dangerous” while turning a blind eye to the actual continuation of the organization’s work.

I would like the country’s leadership to have second thoughts and find a legal way to rescind the Supreme Court’s decision. There is little hope of that, however.

The Russian Supreme Court has gone ahead and banned the Jehovah’s Witnesses and ordered their property confiscated. This is a colossal insult to hundreds of thousands of law-abiding Russian citizens. A huge new underground has been generated. Massive crackdowns for their faith, new political prisoners, and mass immigration are around the corner. The Russian authorities and Moscow Patriarch Kirill, who is personally responsible for this operation, have curious ideas about the joy of Easter.

When did Russians decide this? Did they hold a referendum recently? Are most Russians even aware of how the Justice Ministry has used the Russian Supreme Court to declare the Jehovah’s Witnesses “extremists,” allegedly, at the insistence of the Russian Orthodox Church’s Patriarch Kirill? I very much doubt it.

Professor Baran only mentions actions by state or quasi-state actors, such as the central press in Soviet and post-Soviet times. Yet they were and have been somehow acting on behalf of the “popular will,” a symbiosis she makes no real attempt to prove in her op-ed piece for the Moscow Times, as quoted above.

As for real popular sentiment, I imagine there are as many Americans as Russians who have reflexively negative attitudes toward Jehovah’s Witnesses. Just think of all the jokes about JWs you have heard in your lifetime that cast them in a negative or ridiculous light, or how many times you have seen their likenesses figuring as the villains on TV medical dramas who refuse proper care for desperately sick children? Then why aren’t they banned in the US? At worst, the American “popular will” sees them as outsiders and obscurantists, at best, as an annoyance.

I can imagine that tenure-track professors in the US have a hard time understanding how disempowered and disconnected the grassroots are in a country that now has the world’s largest income inequality gap, and a long, brutal history of minorities, including Jehovah’s Witnesses, getting hammered by the powers that be while putative “majority” either did not mind, looked the other way or did not even notice.

But does Tennessee, where Professor Baran teaches, have an utterly different history when it comes to protecting the rights of its minorities?

The Russian Supreme Court’s decision to declare the Jehovah’s Witnesses extremist is completely despicable in every possible way, but Russians who bother to care about minorities and “minority” interests (like the environment, civil and social rights, corruption, labor rights, migrant rights, and historical preservation and sound urban planning) are often too few and far between to fight every battle and put out every fire. And many of those fighters are themselves currently under the state’s gun. The same Justice Ministry that has gone after Russia’s Jehovah’s Witnesses like a pit bull has also been branding NGOs, research institutes, and grassroots organizations “foreign agents” like it was at a fire sale.

That is no excuse for the judicial execution the Russian state has just performed on the Jehovah’s Witnesses, but it was a decision made at the top by the political, ecclesiastical and judicial elites, including the ROC’s Patriarch Kirill. It was not the state’s response to a nonexistent, utterly imaginary “popular will.” {TRR}

Half of Russians in Arrears Take Out New Loans to Repay Old Loans

In 2016, according to the statistics of the United Credit Bureau (UCB), 45 million Russians with current loans took new loans from banks. More than half of these people intended to use the money to pay off outstanding loans.

The bureau’s analysis showed that 53% of borrowers took a new cash loan that was used to fully or partly repay existing loans. 27% spent more than half of the new loans to pay their debts.

On average, Russians borrow between 101 and 126 thousand rubles [between 1,650 euros and 2,080 euros, approx.] to repay debts. According to statistics, around half of the borrowers (56%) take the money to repay debts of 50 thousand rubles or less or debts over 500 thousand rubles (47%).

33% of those who take new loans before repaying old loans have a debt of 100 thousand rubles. Nearly a fifth of all borrowers (18%) have three outstanding loans and a total debt of 278 thousand rubles, while every tenth borrower has five or more outstanding loans and a total debt of 575 thousand rubles.

71% of those who have five or more outstanding loans have taken a new loan to repay the interest on the existing debt. 65% of those with four outstanding loans and 60% of those with three outstanding loans have done the same thing. Those who have only one outstanding loan are the least likely (42%) to use a new loan to make interest payments.

“The trend may indicate the growing popularity of loan refinancing programs, which many Russian banks have vigorously brought on line in the past year,” commented UCB’s director general Daniel Zelensky. “Borrowers who took out loans at high interest rates in 2015 naturally have wanted to refinance them on more favorable terms.”

He added that many borrowers have realized that now it is “irrational to service several loans in different banks at the same time.”

In May of last year, the National Credit History Bureau analyzed 3,700,00 Russian creditors and reported that the most indebted Russians were schoolteachers and physicians. Employees of the social sector and education sector spend 33.39% and 33.3%, respectively, of their income paying back loans. The highest ratio of monthly loan payments to income (33.56%) was recorded amongst pharmaceutical and medical workers.

According to UCB’s report, no fewer than 600,000 Russians are currently bankrupt. That is, they owe more than half a million rubles and have not made payments on their debts for three months.

The FSB’s Pskov Region office has charged Boris Yakovlev, a 44-year-old resident of Dno, under Article 280.2 of the Russian Federal Criminal Code (public calls for extremism using the internet). Grani.ru was informed about the case by lawyer Dmitry Dinze, who is representing the musician.

Yakovlev is known for his original songs, which he posts on his YouTube channel.

“Yakovlev has denied his guilt and refused to testify, since the defense needs to analyze the evidence on which the charges are based,” said Dinze. “In addition, a forensic examination of the digital media seized from Yakovlev’s home has now been ordered, and in the near future, the court will order and perform a linguistic forensic examination. The forensic experts are being chosen. The defendant has been released on his own recognizance.”

Besides the recorded songs posted on YouTube, the FSB alleges that between June 20 and June 29, 2016, Yakovlev posted on his personal page on the social network Vkontakte five pieces of writing in which he outlined his ideas about the situation and events in Russia. The texts in question begin with the words “About elections,” “We have already gone over our limit on revolutions,” “Above the dwarf’s head,” “I find it curious,” and “Reading the newswire.”

On March 20, 2017, Senior Lieutenant A. Filippov, a detective in the First Branch of the Department for Protecting the Constitutional Order and Combating Terrorism in the FSB’s Pskov Region office, filed a crime report. He claimed there was evidence of a crime in Yakovlev’s published texts: public calls for extremism on the internet.

In a specially conducted study, Andrei Pominov, an associate professor in education and psychology at Bashkir State University’s Sibai Institute, wrote that Yakovlev’s texts “contain psychological and linguistic means aimed at inducing an unspecified group of persons to carry out extremist actions aimed at forcibly changing the existing state system or seizing power.”

Consequently, Captain of Justice I. Karpenkov, senior investigator in the Investigative Department of the FSB’s Pskov Region office, filed criminal charges against Yakovlev.

On March 16, Judge Yevgeny Naydenov of Moscow’s Presna District Court fined rapper David Nuriyev (aka Ptakha) 200,000 rubles [approx. 3,300 euros] in an extremism case. Ptakha was found guilty of violating Article 282.1 of the Criminal Code  (inciting hatred or enmity toward a group of people united on the grounds that they “assisted law enforcement agencies in locating and apprehending criminals”). The “social group” in the case was the Anti-Dealer Movement, founded by Dmitry Nosov, an ex-LDPR MP and former professional judoka.

The prosecutor had asked the defendant be given a suspended sentence of one and a half years. The musician fully acknowledged his guilt and apologized to Anti-Dealer. The case was tried under a special procedure. The trial consisted of a single hearing.

Seven protest rallies in the region’s capital have forced regional leaders to give up their plan to raise rates for housing services and utilities by 15%.

RBC Novosibirsk has reported that Vladimir Gorodetsky, governor of Novosibirsk Region, has announced he will not raise rates for residential building maintenance and utilities by 15% beginning July 1, 2017.

During a briefing on Wednesday in Novosibirsk, Gorodetsky said he had signed an amendment to a decree adopted in December 2016. The amendment lowers the maximum rate rise to 4%.

Seven protest rallies have taken place in Novosibirsk in recent months. Protesters demanded the authorities either give up plans to increase rates so sharply or resign. Opposition politician Alexei Navalny was involved in the third rally.

“I hadn’t imagined the degree to which the protesters were dissatisfied. It’s a rare thing when my speech is more moderate in mood than the slogans shouted by rallygoers. My overall feeling was that the city had had it. Clearly, no one here can pay the new rates. And it’s a sure bet no one wants to pay for someone else to live well. We also have to understand the rate rise hasn’t come into force yet. Meaning the people coming out to the rallies realize there will other figures on their bills come June. I’m curious to see what will happen here in August when the summons to take to the streets, contained in the building maintenance and utilities bill, arrives in everyone’s apartment,” Navaly wrote in his blog after the rally.

On April 17, a petition calling for cancellation of the rate hike, signed by several thousand people, was delivered to Gorodetsky’s office.

“Believe me, I don’t listen just to the opinions of the people at the rallies. I have meet with the trade unions, the Public Chamber, and the Russian People’s Front. People said the burden was heavy,” Gorodetsky said on Wednesday by way of explaining his decision.

In keeping with the decree “On Maximum Increases in Payments Made by Citizens for Communal Services in the Municipalities of Novosibirsk Region in 2017,” signed on December 16, 2016, the amount of money charged to consumers of communal services would have increased by 15% as of July 1, 2017, in a number of towns and villages in the region, including Novosibirsk itself.

What Happened?
Certain benefits for pensioners, disabled people, and other beneficiaries were cut in Samara at the beginning of 2017. Monthly payments for housing services and utilities were replaced by compensation for actual expenses. People now have to pay their bills first, then show the authorities the receipts, and only after that, if they have no debts, are they compensated for their expenses. The system has not been put through its paces and does not function, so there have been problems with assembling documents and getting compensation. In addition, a charge for major renovations has been added to the housing maintenance bill, a charge that many people do not pay as a matter of principle. Also, free public transportation for working pensioners has been abolished, and the number of free rides on the subsidized transport pass has been limited to fifty. This lasts many people two weeks; moreover, people complain the “rides” disappear more quickly. The frosting on the cake was the cancellation of monthly cash payments for working pensioners, who number 175,000 in Samara Region. People have lost their supplementary pensions, which ranged from 600 to 1,200 rubles. Non-working pensioners, whose pensions are over 19,500 rubles, have also been stripped of supplementary payments. The Samara administration did not give permission to hold a protest rally on the city’s central square, allowing it only in a remote neighborhood. Despite these precautions, the protesters packed the square.

The fourth large-scale protest by pensioners took place in Samara on April 2. The old folks first rebelled against Samara Region Governor Nikolai Merkushin in early February, when around 300 people attended a protest rally. The number of protesters has grown each time, and yesterday, according to unofficial statistics, around 4,000 people gathered on the square near the Athletics Palace. The protesters told our correspondent Yevegniya Volunkova what they were protesting and how they had succeeded in coming together when the rallies have not been mentioned on television at all.

Both women are seventy-nine years old. They heard about the rally from flyers and the internet. Their main complaints are Mordovian produce in the city and a fountain during the plague.

We’re upset about our poverty, the judicial system, and very many other things. But first of all, we want to see Merkushkin replaced. He squanders money and imports everything from Mordovia, including crushed stone, paving tile, and cement. Whatever shop you go to, the produce is all Mordovian. It’s no wonder his nickname is the Mordvin Pasha. During these hard times for the region, he wants to build the best fountain in Europe on the river embankment. Is now the time for it? Replace the pavement and benches, sure, but why the heck do we need a fountain right now? My friends and two children live in poverty, and it’s hard to buy bread. But this stadium [Samara is one of the host cities for the 2018 World Cup — TD], good God, how much money they’ve embezzled, and it’s not clear whether they’ll finish it or not. They took their kickbacks, but there’s no money left to build the thing. If we could see that everything was being done on behalf of the people, we would put up with it, but they have been stealing. Merkhushkin pumped three million into the wall on Samara Square [the Wall of Honor on Glory Square, which cut off a beautiful view of the Volga and Zhiguli Mountains, popularly known as the Wailing Wall — TD). It’s in terribly bad taste! And so much money was spent.

Mikhail Viktorovich

Seventy years old, he heard about the rally from friends. His main complaint: how can he survive on his pension?

How the mean regime deals with veterans! Yesterday, villagers told me their family had a monthly pension of 8,000 rubles [approx. 133 euros] or so. What is that? How can a person survive? Today, I went to get milk and bread. I also bought some biscuits and something to put in a soup. 600 rubles [approx. 10 euros] was gone just like that. Is the governor here? He didn’t show up? Shame on him! He stole kopecks from pensioners. Down with our government! They have not made a single effective move to improve the well-being of veterans.

Sixty years old, she heard about the rally from a girlfriend. Her main complaint is that she has been forced to work to survive.

My monthly pension is 7,700 rubles, and I used to get a veteran’s bonus. I worked as an educator my whole life. Merkushkin took way the 621 rubles I got as a veteran’s bonus. I have no husband and no support. I’m forced to work to survive, but I have a whole passle of ailments. Should I approve his policies? He can go back to his native Mordovia. Besides, he lies and lies and lies. He shamelessly lies that he gives us a pension. I wrote a letter to him asking him to help me find work. Do you think he helped me? He didn’t do a damn thing for me.

Valentina Andreyevna

Sixty-three years old, she found out about the rally from the internet. Her main complaint is shamefully low pensions.

I came out of a sense of solidarity. I don’t receive any discount benefits: my length of service was too short. There should other slogans here: “Decent pensions!” Give us a decent pension and we wouldn’t need discounts. We’ll pay for public transport passes, for apartment maintenance costs, and so on. But it’s impossible to live on our miserly pensions.

Twenty-two years old, he found out about the rally from the internet. His main complaint is bad roads.

I came to the rally to voice my dissatisfaction with Nikolai Merkushkin’s social policies. It’s a pity our pensioners have to stand in the cold, demanding a few miserable kopecks. I’m sick of the state of the roads in this country. I’m tired of the fact the regime treats me hypocritically not only as a disabled person but also as an individual. It treats everything as a resource that can be sent off to war, god knows where. And yet it cannot organize a decent urban infrastructure, a decent life. I think the government needs to revise its policy of restricting the number of rides on public transport one can take if you have a discounted travel pass. I ride public transport all the time and I travel around town more than the authorities think I do.

Seventy years old, she heard about the rally on the internet. Her main complaint is that the governor was decorated “for his contribution to cosmonautics.”

Merkushkin is impudent. He’s an outsider in Samara. My colleagues, who have worked all their lives at the cosmodrome, were decorated for their service. But why the hell did they did stick an honorary pin on him for his contribution to cosmonautics? He has made no contribution whatsoever to cosmonautics. A persons should be more modest. Yet our colleagues where shown on TV standing off to the side, while he was shown in close-up. How did Samara manage without Merkushkina? Probably, it didn’t manage. But little Nikolai showed up, and it has been once achievement after another since then.

Sixty-five years old, he heard about the rally from his grandson. His main complaint is that the restricted number of trips on the discounted public transport travel pass make it hard for him to travel to the Volga.

Can you deceive people like that? They compare us with Penza, where forty-eight rides is more than enough, supposedly. Samara is a huge city: fifty trips a month is not enough here. When I’m traveling, all my rides get eaten up by he transfers. It’s a huge city. In the summer, I want to go to the Volga to swim. How many transfers is that? Fifty trips runs out in two weeks. Then there are housing services and utilities. We are forced to pay for utilities, but the discounts come later, after we’ve paid. Yet officials have included a fee for major house renovations in our bills. I don’t want to pay it. What am I paying for? I’ve lived half my life in the same building, which is falling apart at the seams. Major renovations have never once been carried out in that building.

Sixty-nine years old, she heard about the rally from reading flyers. Her main complaint is how the money owed to pensioners has been used to pay for the governor’s palaces and the World Cup.

That scumbag Merkushkin took away all our benefits. How did he dare? He built himself palaces on Rublyovka, four palaces at three hundred million each. Does he have a conscience? Today, he was on Channel Two saying he built all the roads for us. The roads are all good, and everything in Samara is good. Only our pensions will have to pay for the World Cup. He’s a real bastard, a scumbag. We should send him packing back to Mordovia, where he can choke on his sons and relatives. Let’s keep coming out for protest rallies and demanding he resign.

Forty-six and seventy-seven, they heard about the rally on the internet. Their main complaint is that the regime embezzles money and treats people like schmucks.

Irina Olegovna: I’m not a pensioner, but I came to stick up for them. I’m outraged by the injustice that flourishes in our country. The authorities have found the right people to rip off: pensioners. They holler about being a super power, that they defeated the fascists. Who beat whom? What’s the standard of living in Germany and the standard of living in Russia? Who did they defeat? Pensioners and sick children?

IO: It’s absolutely clear to everyone that regime embezzles money, and the fact they are silent is additional proof that thievery is going on. What happened to Serdyukov and Vasilyeva are proven facts. There was a trial, and they were let go. They sold off the property of the defense industry and lined their pockets. Look, I’ve brought a newspaper from 2014. Merkushkin promised to make monthly payments of 1,000 rubles to people who went through the war as children. But he didn’t give us fuck-all. We spent the war on a collective farm. Cold and hungry, we supplied the front and the cities with produce, while we ourselves ate grass and dirt. We survived, we were victorious, and now what? Now we are dying in poverty.

Sixty-eight years old, she heard about the rally on the internet. Her main complaint is that her family has been stripped of all benefits, and that the regime takes people for idiots.

I’m a history teacher, I worked my whole life. Three years ago, my daughter died, leaving me to take care of my granddaughter Lada. She’s thirteen and in the sixth grade. By order of the city administration, the city paid the difference in the housing services and utilities bills for her as an orphan for the whole of 2016. The payment was small, but it made a difference. I’m a veteran of pedagogical work and disabled. We were supposedly divided into two groups: “rich” pensioners, who got 19,000 rubles a month, and poor pensioners. Money was taken away from us under the pretext of giving it to the poor. Money was taken from 175,000 people and then returned, allegedly, but we still haven’t got the money back. I don’t think they took the money in order to give it back. I take my granddaughter to school. I have to transfer, and I use four rides on my discounted travel pass. When they limited the number of trips to fifty, they took us for idiots. They also sucker us out of rides. My friends recorded every trip and noticed that they were shorting us by ten rides. They run out before the month ends, and they kick us off public transport. They’re secretly stealing even from these crumbs, from the fifty rides, as if we couldn’t check how many rides we were getting. I feel ashamed of this regime. We worked honestly our whole lives, and now they’re punishing us, punishing orphaned children and disabled people. It’s disgusting.

Sixty-one years old, she heard about the rally on the internet. Her main complaint is the thieves in the government.

I have been denied the chance to travel by public transport. I need to drop off and pick up my granddaughter nearly every day. Of course, the number of rides on the travel pass is not enough. It’s just digusting. Why did they decide to limit us? What made them think fifty rides was enough for us? Merkushkin says that somebody made a thousand trips in a month on a seasonal pass. That’s utter rubbish. Even if it’s true, does that mean everyone has to have their benefits slashed? How many crooks and thieves are in the government? How many cases of corruption have been proven? In keeping with Merkushkin’s line of reasoning, all governors should be hauled into the Investigative Committee, no?

Organizing People through Their Wallets

The main organizer of the rallies, Mikhail Matveev, a Communist MP in the Samara Regional Duma, is certain that his best organizer, the person who gets people out to the protest rallies, is Governor Merkushkin himself, the man whose decisions have driven people to the edge.

“Our old ladies don’t just read newspapers and watch TV. They’re not as backwards as they seem. They read social networks and blogs. Young people tell them things. Plus, we leaflet mailboxes and residential building entryways. We printed around 15,000 leaflets for the March 19 rally. The printing was paid for by the party and by ordinary people. It’s not a lot of money, but we don’t have anymore. Residents help us by leafletting for free and printing the leaflets at home on their printers. But the main organizing factor is people’s wallets, and the main organizer is Merkushkin. It used to be that pensioners weren’t aware that the number of trips on public transport was limited, but suddenly they were kicked off buses. The pension checks arrived, they were 700 rubles less, and so on. Dissatisfaction has been growing. We are grateful to Governor Merkushkin for the fact that his blunt propaganda pisses people off. There are all the phrases he tosses off at meetings with constituents, like, ‘It was you who did it so that we did nothing for you,’ and so on. They make the rounds. There will be more protest rallies until we get the pensioners their benefits back and send the governor packing.”

It recently transpired that a good many quite progressive consumers and producers of the news haven’t entirely understood that the so-called law bill on renovation (No. 120505-7), which the press has dubbed the “five-storey apartment building law” doesn’t exactly deal with five-storey apartment buildings.

It deals with everything. With any residential building (brick, pre-engineered, and prefab) containing any number of storeys (three, five, nine, seventeen, etc.). If the law is passed, then later it will also be applied to any city, not just to Moscow.

This is what it’s about. If a city feels like grabbing the block where your building is located (a quiet spot with a leafy-green courtyard, five to seven minutes from the subway, in walking distance of shops, a stadium, playgrounds, a school, a kindergarten, an outpatient medical clinic), it will do it. You will be supplied with one option: an apartment of the same size, wherevever they want to send you. If you’re not okay with that, the court will evict you.

Residents are informed a year before resettlement. You have two months to think it over, after which you are evicted by court order, which cannot be appealed.
You choose from three types of apartments. You take the first apartment you are shown.

Just as in Soviet times, schoolteachers are now forced to hold political information lessons, to talk with schoolchildren about the current political conjuncture. But a new generation of savvy schoolchildren has emerged. We talked with two teachers about their political stances and how they argue with pupils.

“We Must Raise Mentally Healthy Children with Traditional Family Values”
Thirty years old, Natalya lives in Stavropol, where she teaches history and social studies at school. She supports the current regime and teaches children to think freely, love the Motherland, and practice correct family values.

I support the current regime and the policies of our president. I don’t like everything that is done. For example, I don’t quite understand why the regions are not entirely rational in spending federal money. But basically I’m satisfied with everything, especially our foreign policy. I’m insanely proud that Crimea is now part of Russia. I believe this is historically just. If you look at past wars, about forty percent of them were over Crimea. I believe that when Khrushchev gifted Crimea to Ukraine in 1954, it was a big mistake. Crimea is strategically important to us and we cannot let our enemies make the region a sphere of their influence.

You don’t think it was done illegally?

Why illegally? Ninety-three percent of Crimeans voted in a referendum to join Russia. There was no pressure or coercion.

Are the subsequent sanctions fair?

They are inevitable consequences. If you want to take something, you have to understand there will be consequences. We are paying for them even now. But they’re trivial compared to the benefits: the Black Sea, Sevastopol, and the navy. We didn’t annex Crimea forcibly. We didn’t send in troops. There’s a propaganda campaign against our country underway in the world. We live in the provinces, but we have free access to all sources of information, and that’s good. Generally, having access to information is empowering, and the recent elections in the US have shown that.

You’re happy with the outcome?

Very much so. I supported Trump from the beginning. He didn’t voice such an anti-Russian stance as Clinton did. I don’t like her at all.

You weren’t embarrassed by his sexist attacks?

They’re trifles. He’s such an eccentric, extravagant man. Moreover, this is not only America’s sin but Europe’s as well. Things are far from normal when it comes to morality there. Their so-called tolerance alone suffices. They call it tolerance. I would call it something else.

They didn’t call Trump’s outburts tolerant.

It doesn’t matter. They’re in a state of degradation. Take, for example, all those same-sex marriages. They will cause the death of mankind, although I can’t say I’m against such relationships. Everyone has the right to a private life, and I won’t be the first to cast stones at such people. By the way, this topic really interests my pupils as well. For example, in social studies, we cover the topic of marriage, and we say that it’s a union between a man and a woman. Yet every time in class there is someone who says, “But what about same-sex marriages”?

How do you reply?

That it absolutely contradicts our country’s and our mentality’s moral foundations. And that it will cause mankind’s extinction.

But same-sex couples can also have children.

I believe this is wrong and has a bad effect on the children. If a child grows up seeing this example, he will think he can repeat it, too, and that there’s nothing wrong about it.

You believe homosexuality can be taught?

Yes, to a large extent. Even if there is something innate about it, it can either emerge or not under society’s impact. So society is obliged to beat it in time.

Do you have any LGBT pupils?

Absolutely not. I would have noticed. A girl once came to me for tutoring who didn’t hide the fact she was a lesbian, and she was clearly different from other children.

In what sense?

She openly told me she believed same-sex unions were normal.

What would you do if there were a same-sex couple in your class?

I would definitely tell the parents, as I did in this girl’s case. But her parents were aware: her family had given her a liberal upbringing . If parents consider it normal to raise their child that way, there’s nothing I can do and I won’t intervene, nor do I have the right.

What if you had the right?

I would talk with the teenager and find out the cause of the problem, probably more for myself, so that I would know how to raise my own children later. Because I really wouldn’t like my future child to turn out like that.

What would you do then?

I would have a talk with him. I would take him to a psychologist. I would do everything possible to fix it.

What if nothing helped?

That wouldn’t happen. In adolescence, children don’t have a clear position that cannot be broken. I would break it.

What if you found out a fellow teacher was gay?

It wouldn’t affect my relationship with him, but I wouldn’t let our families become chummy so my own child wouldn’t be exposed to his example. Children really do copy the behavior of adults. We must raise mentally healthy children with traditional family values. There are things we had nothing to do with devising and that we have no right to change: family, patriotism, and decency.  What kind of family can there be without children?

As I already said, same-sex couples can and do have children.

How is that? How can two men have a child? Only through a surrogate mother. But I don’t think you’ll find many women willing to bear a child for two gays even for money, not in our country, at least.

What about adoption?

That’s impossible in Russia, thank God. I think it is extremely wrong. Children should be raised in normal, full-fledged, traditional families.

What if you had to choose between an orphanage and same-sex parents?

Who said that an orphanage is necessarily a bad thing? I know many children from orphanages, and they are full-fledged individuals who are grateful to their minders and to the state, which provides them with both real estate [sic] and material support.  Many of the children in our school come from orphanages. They are all well adapted both in terms of education and in terms of socialization with other children. Our work involves smoothing out the differences and avoiding bullying and conflicts. We’re good at that here in the Caucasus.

You probably have multiethnic classes?

Yes, and different religions. It’s a very complicated topic, because we have many different ethnic groups. Turkmen, Chechens, Armenians, and even Syrians go to our school. Teachers have to deal with the topic of religions and ethnic groups delicately. Someone puts on Alisa‘s “Sky of the Slavs,” and you’re immediately on the lookout, because the song can provoke very different reactions and feelings from children. You always have to think before speak. Children react instantaneously. You aren’t able to reverse time or take back what you said. But religious topics really interest children.

What exactly interests them?

They closely monitor the material well-being of priests, for example, the story about Patriarch Kirill’s watch and all that. They come to me and ask whether it’s true.

What do you tell them?

That I don’t know myself. Like them, I read the same news. But I think when it comes to religious issues there can be no freedom of interpretation.  No wonder we have a law against insulting the feelings of believers. Believing or not believing is a personal stance, but there shouldn’t be any blasphemy or mockery. What happened to Pussy Riot is indicative in this sense.

You think the verdict was fair?

One hundred percent fair, of course. If anyone would be able to go into a church and do as he wishes, what would become of us? We need to respect the feelings of believers, especially in our country, where Orthodoxy has always played such an important role. Orthodoxy, autocracy, and nationality: that’s how it was, and it’s still that way to some extent. Yet all religions are respected equally in our great country. I’ve never heard Vladimir Vladimirovich give a single speech in which he called on everyone to become Orthodox.

Do you like Putin?

A lot. He’s a charismatic leader, in my opinion: this is obvious to everyone. He arrived at a complicated moment and immediately won people over. There is something attractive about him. He always finds a way to get out of any complicated situation gracefully. He can joke or scold, but he always comes out the winner. He deserves to be the most influential politician in the world, and he is the most influential politician. The western media accuse him of being an authoritarian, but I would call it authoritarian democracy. It’s not the worse option for Russia.

Do you following the corruption scandals plaguing the regime?

Of course. Be we have to understand that corruption is a mindset in Russia. In my history lessons, I always tell the children about how Peter the Great decided to eradicate corruption and asked Prince Alexander Menshikov’s advice. Menshikov replied, “You’ll run out of rope and be left without subjects.” We know that Menshikov was the biggest embezzler in Peter’s court. So there has always been corruption and there will always be a corruption. Do you think that if Navalny took power he would beat corruption without getting bogged down in it himself? On the other hand, these stories are not always true. They are often just PR campaigns to tarnish someone who has fallen out of favor. Besides, I think corruption thrives partly due to our political passivity and popular legal illiteracy. If you decide to go with the flow, don’t be surprised when you get to the river bed and see what you see. You have to start with yourself.

How do you start?

Don’t give bribes, for example, even it makes things simple and quicker. Obey the law even in those particulars where you imagine you can violate it. However, there is much more order than before. I remember what happend under Yeltsin. [Although she would have been twelve when Putin took power — TRR.] Those were horrible times. I grew up in a village. There were five children in our family, and Mom traded hand-me-downs with the neighbors. We took turns wearing them out. Dad wasn’t paid his wages for months at a time, Mom couldn’t find a job, and Grandma wasn’t paid her pension. We had a garden. We grew what we could, and it was our only means of survival. I remember well how everything changed with Putin’s arrival.

In the material sense as well?

Of course. When I went to work at the school, I got a young specialist’s bonus for three years. Although I didn’t go to work at the school right away. I put in time as an administrator and a real estate agent, and I worked in management. So I have something to compare it with. I have worked at the school for six years and I sense the state’s support. I get a decent wage and I am able to satisfy most of my material needs. I feel calm and confident. I live in a country where there is no Chechen War to which soldiers could be sent.

Soldiers can now be sent to other wars.

If you mean Ukraine, I have no information our troops are fighting there, except for professional or special units. All the rest is western propaganda. I don’t like the war in Ukraine, just as I don’t like any war.

What about Syria?

What about Syria? Yes, we’re fighting there, but it’s not our country. Everything is calm within Russia. There are no longer any separatists sentiments, as there were under Yeltsin, and I am personally grateful to Vladimir Putin for this. Historically, we have been attracted by strong individuals who can establish order by any means. In this sense, I see Putin as a man of his word. He never makes promises he doesn’t keep.

Who is your favorite historical leader?

Peter the Great. Russia flourished under his reign. We got a navy and an empire, and we were victorious in war. Of course, there were excesses, but there is not a single politician in the world who doesn’t have them. Basically, you should always look at things objectively. So when we cover Ivan the Terrible, I always teach the children that besides the bad things there were also good things: centralization, the annexation of Astrakhan and Kazan, and the conquest of Siberia. Expanding territory is a good thing. It means resources, people, culture, borders, and a geopolitical position.

Do you think that Russia has its own way?

I really like the position of the Slavophiles. I like thinking that our history and our people are typified by a certain exclusivity. History proves it. We have never been ready for a single war, but we win all the wars we fight. This makes me proud, and I teach the children to be proud of this, to be proud of their country, its heritage, and its great culture. That’s what real patriotism is about. My pupils and I look at the facts together and learn to analyze rather than just label things and divide them into black and white. My job is to provide the children with full access to all historical information. I never impose readymade conclusions. For example, in the tenth grade we’re now studying the Emperor Paul. My children love him terribly and feel sorry for him. They say he was unloved by his mother, and then he was killed. Although I relate to him coolly, to put it mildly.

Do discussions arise a lot during your classes?

Constantly. I think it’s very important to let children speak. Our job, after all, is to educate individuals, not homogeneous clones. Our country needs strong, independent people who are able to think. Teachers who don’t let children speak undermine their own authority. If you’re not willing to argue, you’re a despot who imposes her own opinion, not a teacher. Children fear and hate you, and I don’t want that. One of the places that history happens is right outside the school building. So I never stop lively discussions, because they teach children to think and analyze. Of course, if a discussion goes on for three classes in a row, I’ll find a way to get back to the lesson plan. But I really like lively discussions. It’s so great when you see individuals growing up right before your eyes.

Are your pupils interested in politics?

Very much so, especially the upperclassmen. They watch the news, ask questions, and argue. Political debates happen both during lessons and recesses. They are interested not only in politics but also in everything that is going on, for example, the recent story of Diana Shurygina really agitated them. But they are also interested in the elections. They can’t wait to vote for the first time.

Do you voice your own political views to them?

I express my viewpoint, but I never impose it. I think children have a right to their own opinions, so I let everyone speak. There are lots of different children among my pupils, and I wouldn’t say all of them support the regime. They read RBC and Life and Meduza. I have a boy in the ninth grade, Yegor, who is an ardent oppositionist, and I find it fairly interesting to discuss things with him. He never descends to demagoguery,  but reads and watches lots of things, and supports his opinion with facts. I also watch TV Rain and listen to Echo of Moscow to be familiar with a different point of view and be able to rebut Yegor.

Are you trying to change his mind?

He and I just discuss things: he’s not going to change his mind, nor should he. It’s not my goal to impose my opinion. Although, of course, when my pupils grow up and become patriots, I’m pleased. It happens that a child transfers from another school. He sees everything in a bleak light and is quite unpatriotic. But then he learns to think critically and gradually realizes what a great history Russia has and what a great country it is. When I took over my own class from another history teacher, the children constantly referred to our country as “Russia.” But when, several months later, they said “We” instead of “Russia,” I was so proud I got goosebumps. Fifteen Armenians, three Turkmen, and five Russias are seated in front of you, and they all say “we.” They’re genuine patriots.

“I Feel Lonely, Insecure, and Misunderstood”
Olga lives in a regional capital in the central part of European Russia. She is fifty-four years old, and she has taught at a pedagogical college her whole life. Students are admitted to the college after finishing the ninth and eleventh grades, which means that Olga deals with teenagers between the ages of fifteen and eighteen. She is a liberal, but she tries to hide it, because most of the people around here don’t understand her.

I didn’t always have liberal views. When the Soviet Union collapsed and life got bad very fast, I was opposed to it and voted for the Communists. But then there was some trouble in my family and I came face to face with the system and the state. I saw from the inside how the laws and state agencies function in Russia, and my eyes were opened as it were. I realized what mattered is that a person has freedom and should have freedom. People in Russia are fond of saying that what matter is one’s health, while we can put up with the rest. I think that people should not have put up with anything and then they’ll be healthy. But if there is no freedom, health won’t be of any use to them.

Why do you hide the fact you’re in the opposition?

At first, I tried to talk with my colleagues and voice my disagreement with the current regime. They didn’t understand me. They would say, “Aren’t you Russian? Aren’t you a patriot?” Initially, I would argue. I’d say I was in fact a real patriot, and that Pushkin, Akhmatova, Vysotsky et al., were on my side, while they had only one person on theirs. Then I realized it was pointless. They are seemingly decent, pleasant people, but completely alien. Or I’m talking to a colleague who tells me how a friend of hers has made it big. He works in a company that produces asphalt. They’ve learned to dilute the asphalt somehow to produce twice as much so they could sell it under the table. This same colleague of mine claimed to be a patriot, yet she also was a driver and had to drive on those roads. I don’t understand that. I’m surrounded by people who watch the national channels and don’t want to know a thing. They have university degrees, but they watch Kiselyov and Solovyov and listen to them like zombies. So there is no one with whom to talk.

No one at all?

There are one or two people who will hear me out, and I’m grateful for even that much. However, sometimes I’m aware I’m not alone. Recently, during a continuing education course, I was pleasantly surprised by the progressive woman teaching the course. She talked about our regime’s idiocy and that we had to filter what the leadership was sending down to us from above, because we were responsible for the kind of teachers we graduated. She also advised us to watch Dmitry Bykov’s lectures, can you imagine? I was simply amazed there were people like that in our region.

Who do you vote for?

The last time, I just crossed out my ballot so no one would get my vote. I voted for Prokhorov during the last presidential elections, although everyone tried to prove to me he was a pet project of the Kremlin’s. Now they say Navalny is a pet project of the Kremlin’s,  although I have a hard time believing it. I read and listen to all the opposition politicians, including Navalny and Yabloko. My day begins with Novaya Gazeta and Echo of Moscow. I don’t watch TV except for RBC’s channel. When I catch Mom watching Channel One, I chew her out. But lately I’ve weaned her off it, thank God.

Do you broadcast your views to your students?

Directly, no, and besides, I can’t do it because I could be punished. Yet if you support the regime you can say anything at all. Like the school principal from Bryansk in that video. I’m 100% sure she was completely sincere. People like that can speak out, but I can’t. All I can do is introduce the younger generation to some works and give them the freedom to speak their minds and think. Making someone think like you is the biggest crime. They should think as they see fit. But our teachers sin by imposing their views. I teach Russian and teaching methods, and my students are future primary school teachers. So I can influence them only though quotations and by asking them to read things. Recently, I asked them to listen to Vasya Oblomov’s song “A Long and Unhappy Life.”

What political views do your students have?

They have different views, but many of them sincerely upset me. Recently, they asked me whether I would steal food and take it home if I worked in the cafeteria. They think there is nothing wrong about it. Everyone does it and it’s normal. I wonder where a sixteen-year-old gets this view of the world. Obviously, at home, although my past communist views had their origins in school. I remember our teacher telling us we had to be like Volodya Ulyanov [Lenin], and I really wanted to be like him. I would go to the library and ask for a book about Lenin, but the librarian would be surprised and suggest a book of fairytales. Later, when the teacher said I was like the young Volodya, it was the highest praise I could imagine.

Do you experience any pressure from up top in terms of what you can say and what you can’t?

There’s no direct pressure. The fact is we have quite heavy workloads. I think it’s done on purpose so we don’t have time to think and approach the work creatively. I’m buried in papers and forms, and there is no time to do anything worthwhile. Plus I’m forced to work one and a half to two jobs just to earn something, and that isn’t conducive to quality, either. Sometimes, we’re asked to go somewhere. Three years ago, we were ordered to attend a pro-Crimea annexation rally, and although I was against it I went anyway. But I don’t go to May Day demos. They ask me to go, but I say I don’t support the goverenment. They look at me funny and leave me alone.

You’ve never thought about changing jobs?

I have thought about it, and more than once, but it’s not so easy to find a job in our region. I really wanted to leave ten years ago or so, when we were buried in paperwork. But now I think, why the heck should I go? I love my work and I’ve been at it thirty years.

Has your life changed since Putin came to power?

You know, I did alright in the nineties, if it’s possible to say that. We got paid on time, and as for everything else our province is half asleep. But in the noughties I started to feel personally uncomfortable. When the old NTV was dismantled, and the news program Nadmedni was shut down, it made me tense. And then there have been all these strange laws, Crimea, and sanctions. I have no hope at all that anything will change.

So you watched the old NTV and yet voted for Zyuganov?

Yes. I arrived at my liberal views the long way around. On the other hand, if a person doesn’t change, she stagnates. Only there is no point in these changes. I feel lonely, insecure, and misunderstood. I look at the people around me, and they’re in a patriotic euphoria. Ninety percent of them really support the annexation of Crimea. I have always traveled to Crimea and I’ll keep on going to Crimea, because I love it and I have family there. But I try and avoid discussing the topic with them. They’re happy: they got a rise in their pensions. I agree that Crimea has always been ours, but the way it was annexed was wrong.

Does your liberalism extend to all areas of life?

Generally, yes. But there should be moderation in all things. For example, it’s wrong if a young woman with tattoos and a shaven head plans to be a primary school teacher. In any case, I imagine freedom as a certain set of internal constraints. Teaching is a conservative profession, and if you choose it, you have to agree to certain restraints.

What other things should teachers not let themselves do?

Rather, they shouldn’t demonstrate them openly. You remember how in Ostrovsky’s play The Storm, the sister-in-law tells Katerina she can do anything as long it’s hush-hush. If this is what our society is like, you shouldn’t rub someone the wrong way. It’s a private matter for everyone. If I were principal, I would not care less about sexual orientation. But I’m against making it a matter of public record and discussing these topics widely. It’s the same thing with religion.

What about religion?

In our country, if you’re a religious person, you can speak your mind freely and often impose your opinion as well. If you’re not, you are forced to keep your mouth lest you offend, God forbid, the feelings of believers. So I keep my mouth shut. I keep my mouth shut about one thing or another. Basically, I’m a cowardly person.

In 2010’s stifling heat in St. Petersburg, the regime and the mafia orchestrate the destruction of the city’s heritage for the sake of the nouveaux riche’s luxury. The attempt to remember helps me. I present a little known text by someone who defended this city, Dmitry Likhachev. Several times, he saved it alone by opposing the collective decisions of the Communist Party, thus rebutting an old Russian saying that I would translate roughly as “One man cannot fight an army.”

One can.

I see the phrase “Death will more likely be afraid of us than we of it,” engraved on one of the three stelae at the Piskaryov Memorial Cemetery, placed over the endless mass graves where the millions who died during the Siege of Leningrad lie.

With my Éclair camera, I walk the city during the White Nights to rediscover the  magnificent light of transparent twilight that transforms Petersburg into “the most fantastic city in the world.” The texts of the Russian chronicles (The Hypatian Chronicle, The Laurentian Chronicle, and The Lay of Igor’s Campaign) appear before me, following a broadcast inspired by Likhachev. I become aware of the ancient words, the most accurate account of the disaster of human forgetfulness.

Russia’s Independent Truckers Battle for Their Livelihood

Our correspondent spent time with striking truckers in Dagestan and listened to their grievances against the regime.

Ali goes to the Dagestani truckers’ strike every morning. He has four children at home, two of them underage. No one in the family earns money besides Ali.

“If I don’t work, the only thing I can count on is the child support benefit my wife gets, which is 120 rubles [approx. 2 euros] a month. But the powers that be are not going to use that on me to force me to leave. I’m in it till the end.”

A nationwide truckers’ strike kicked off on March 27 in several regions of Russia. The authorities were quick to react. Petersburg traffic police detained Andrei Bazhutin, chair of the Association of Russian Carriers (OPR), accusing him of driving without a license. The incident occurred on the strike’s first day. Bazhutin was taken to a district court and placed under arrest for fourteen days. The sentence was later reduced to five days, and Bazhutin got out of jail on April 1.

The difference between this strike and other protests is that none of the strikers intends to give up, despite the arrests, intimidation, and blandishments meted out by the authorities.

“The arrest took five days from life and upset my family,” says Bazhutin. “Otherwise, nothing has changed about the strike. We said we were going to shut down cargo haulage, and that is what we have been doing. We said we would set up camps outside major cities, and that is what we have been doing. Next, we’re going to be holding rallies and recruiting grassroots organizations and political parties to our cause. Dagestan has been shut down, Siberia has been shut down. Central Russia is also on our side.”

“Officials Rake in the Dough, While We Eke out a Living”: What the Strikers in Dagestan Are Saying

Vakhid: Who the heck are you? What channel are you with? We don’t believe you. You won’t change anything with your articles. We need Channel One out here. Lots of folks have been here. They’ve walked around and taken pictures, and there was no point to it.

Magomed: I’m striking with my dad and our neighbor. The three of us run a rig together. We chipped in and bought it. It fed three families, but now we cannot manage. Over half the money we earn goes to paying taxes, buying diesel fuel, and maintaining the truck, and now on top of that there’s this Plato. We’re in the red. We’re staying out on strike until we win.

Ramazan: Plato has forced us to raise the prices for freight haulage. This triggers a rise in prices in grocery stores. So we’re the villains who take money from the common people and hand it over to Rotenberg? No, I disagree with this. I don’t want that sin on my conscience.

Haji: I don’t have an eighteen-wheeler. I’m a taxi driver. I came here the first day to support my brothers and then left. But then I saw on the web the riot cops had been sent in, and I decided to join the truckers and strike with them. Are they enemies of the people who should be surrounded by men armed to the teeth? Are the riot cops planning to shoot at them? What for?

Umar: I pay Plato 14,000 rubles [approx. 230 euros] for a single run to Moscow and back. It doesn’t matter whether I have a load or I’m running empty. If this goes on, I’ll have to sell the truck. I don’t really believe they’ll abolish Plato, but I have a bit of hope. If I lose my job, my eldest son will have to quit school and support the family. He’s in his fourth year at the police academy.

Anonymous: We don’t have any watch or shift method here. We gave up on the idea because the people whose toes we’re stepping on are just waiting for us to do something that would enable them to charge us with conspiracy and a group crime. We made the decision that everyone would be striking on his own behalf. We have no leaders or chairmen. In 2016, we made a mistake: we elected one person to speak on our behalf. And what happened to him? After the first meeting, he was put on the wanted list and accused of extremism.

Isa: I’m not a long-haul trucker. I have a dump truck, but I decided to take part in the strike, too, because now I have to buy a pass that costs 2,000 rubles a month. What for? I live in town, and I never drive the truck out of town. I’m not causing damage to federal roads, why am I obliged to pay more than what I pay by law? I have four children to support.

Who Started it, or, The Damage Caused by Damage Compensation 

The strike was triggered by an increase in the toll rates for vehicles weighing twelve tons or more under the Plato road tolls payment system. The system was set up, allegedly, to offset the damage big rigs cause to Russia’s highways.

When Plato was launched in 2015, the rate was 1.53 rubles per kilometer. The truckers got the rate lowered to this rate through a series of protests, forcing the government to introduce discounted rates.

The second wave of protests kicked off because the rate was supposed to double to 3.06 rubles per kilometer as of April 15, 2017. After Prime Minister Dmitry Medvedev met with members of the business community on March 23, 2017, the decision was taken to raise the rates by 25% instead of 50%, but the truckers did not give up on the idea of striking. According to Rustam Mallamagomedov, a representative of Dagestan’s truckers, they prepared for the strike in advance.

“I’ve been in the freight business since 2003. There were things in the past that outraged us, like rising prices and changing tariffs, but Plato has been beyond the pale.

As soon as we learned the rates would go up on April 15, we got ourselves coordinated and went out on strike. We wanted to strike on March 10, but recalling what happened in 2015, we decided to get the regions up to snuff, get in touch with everyone, and go on strike together. Before Plato was launched, we hadn’t even heard of it. We were just confronted with a done deal. Yeah, there had been articles about it on the web, but most truckers aren’t interested in news and politics. We went out on strike as soon as we realized what the deal was.”

The Truckers’ Demands: Abolishing Plato and Firing Medvedev

It is difficult to count the number of strikers. We know there are 39,000 heavy cargo vehicle drivers registered in Dagestan, and the truckers claim that nearly all of them have gone on strike. The strikers’ demands also differ from one region to the next. Only one demand is common to all regions, however: dismantling the Plato system.

“It affects each and every one of us, because prices of products will go up for end users,” Bazhutin explains. “The Plato system will be introduced for passenger vehicles, similar to Germany. Next, we have a number of professional demands, since the industry is on its knees. They include reforming work schedules, making sense of the weight and seize requirements, and generally reforming the transport sector. Our fourth point is forcing the government to resign and expressing no confidence in the president. This lack of confidence has been there and will remain in light of the fact that we have a Constititution, but the Constitution is honored in the breach. People’s rights are violated, and since the president has sworn to protect the Constitution, we have expressed our lack of confidence in him. We believe we have to do things step by step. There must be meetings, there must be dialogue.”

The Dagestani drivers’ list of demands includes access to central TV channels.

“We want to be heard,” insists Mallamagomedov. “The mainstream media are silent, although Dagestan is now on the verge of a revolution. Our guys categorically demand that reporters from the main TV channels be sent here. Only after that would they agree to communicate with the authorities.”

Timur, a member of the Makhachkala Jamaat of Truck Drivers (as they call themselves), lists, among other demand, deferred payment of loans during the strike, thus recognizing it as a force majeure circumstance. In addition, the drivers in Dagestan’s capital have demanded an end to the persecution of strikers and the release of jailed activists.

Platonic Dislike, or, Who Needs Plato?

Yuri, from St. Petersburg, has been driving an eighteen-wheeler since 1977. He has been involved in the strike since day one, going home only to shower and change his clothes. Yuri has calculations, made by a professor at the Vyatsk State Agriculture Academy, according to which the passage of one truck over a stretch of highway corresponds to that of three passengers cars, rather than sixty, as was claimed in a government report on the benefits of the Plato payment system.

When he voices his grievances against Plato, Yuri resorts to the Constitution, which stipulates that vehicles and goods should move unhindered on the roads, and forbids erecting barriers and charging fees. [I honestly could find no such clause in the Russian Constitution, but maybe I was looking in the wrong place — TRR.]

Dagestan has also prepared for the eventuality the regime will try and play on the driver’s political illiteracy. The truckers now can safely converse with officials from the Transport Ministry and defend their case by citing calculations and the constitutions of their country and regions.

“We pay the transport tax and the fuel excise tax. The average truck travels 100,000 kilometers annually,” explains Mallamagomedov. “If Plato were to charge the originally announced toll of 3.73 rubles per kilometer, that would have amounted to 373,000 rubles [approx. 6,150 euros] per year for one truck alone. The fuel excise tax amounts to ten rubles per kilometer. That’s another 400,000 rubles a year.”

“In 2013, Putin clearly said during his annual press conference there was money to build roads. What was lacking was the facilities to build them. At the time, the regional authorities even wanted to refocus these funds on other needs. What happened in two years? Why did the money suddenly dry up? We are willing to pay if necessary. No one has a greater stake in road construction than we do. The roads damage our trucks and send the depreciation through the roof. We suggested adding one or two rubles to the fuel excise tax, rather than enrichening a private company. But what ultimately happened?

“During the past two years, four rubles have been added to the fuel excise tax and Plato has been launched. The government makes five trillion rubles [approx. 82 billion euros] a year from the excise tax alone, although one and a half trillion rubles would suffice for road construction and maintenance. But all the roads are still the same.”

Akhmat lives in the Dagestani city of Manas. It has the largest number of striking drivers, two thousand, and just as many big rigs have been shut down. Akhmat readily admits he has never paid a kopeck to Plato.

“I get fines in the mail, but I don’t pay them and I don’t intend to pay them. The money we pay through the fuel excise tax should be more than enough to fund everything. When we fuel up with diesel, we should have already paid enough to build roads.”

According to intelligence gathered by the strikers themselves, only large companies with a stake in maintaining relations with the authorities are not on strike. All the independent drivers have been striking.

“We’ve been getting information that large retail chains are already experiencing problems supplying certain food products, that cheap products have begun to vanish from the shelves, and that fruits and vegetables, which are shipped through Dagestan, have also vanished,” says Sergei Vladimirov from St. Petersburg. “I’m not going to predict how far this will go.

“What matters is that it not lead to revolution or civil war, because the people’s bitterness can come out in different ways. As citizens and fathers, we wouldn’t want this to happen. But if there is no dialogue, there will be no peace.”

The possibility of losing one’s livelihood is regarded especially acutely in the North Caucasus.

“In my homeland of Dagestan, around 70% of the men earn their living behind the wheel. It is their only income,” says trucker Ali. “If a man is deprived of the means to feed his family, he’ll be ready for anything. The factories have been shut down: there is no employment in the region. Then they’ll say we’re all thieves and bandits. I’m not saying we’ll go stealing, but this system robs us of our last chance to make an honest living. What should we do? Retreat into the forests?”

Ali has been in the Manas camp for four days. During this time, he has not only failed to change his mind but he has become firmer in his intention not to back down.

“Our guys are camped out in Manas, Khasavyurt, Kizlyar, and Makhachkala.

“We stop everyone who drives by and is not involved in the strike. We ask them to join us, to show solidarity. We are certain the consequences will affect everyone. Someone cited the example of a bottle of milk. He said that, on average, the price of a carton rises by one to three kopecks. The guys who made those calculations didn’t factor in that, before the milk hits the stands in the stores, you have to feed the cow, milk it, process the milk, and produce containers. They ignored the entire logistical chain that gets the milk to the stores, talking instead about a price rise of one kopeck.

“If the authorities do not respond to our demands, people will abandon their TV sets. Television is now saying that everything is fine, and that our only problems are Ukraine and Syria. Meanwhile, the country is impoverished.”

Plato’s branch office in Makhachkala claims the strike has in no way affected its operation. There were few drivers willing to pay in the first place. Most truckers look for ways to outwit the system.

“You cannot say that registration has stopped due to the strike. But we have the smallest percentage of registration in Dagestan,” says Ramazan Akhmedov, head of Plato’s Dagestan office. “Only one to two percent of truckers out of a total of 30,000 are in our system. Everyone else claims they didn’t get the fines. The system doesn’t work if a fine isn’t received, so it means they’re not going to pay.”

“Dagestan also lacks cameras that would record violations and issue fines. They are supposed to be installed before the end of the year. Most drivers travel within Dagestan, where there are no monitoring cameras, and when it is necessary to travel outside the region, they resort to tricks: they buy a temporary package or hide their license plates.”

What the Neighbours Say: Other Countries’ Know-How

Systems similar to Plato are used in many countries around the world, but not all of them have proved their worth, argue the Russian truckers. An OPR delegation visited Germany to learn the advantages and disadvantages of their system.

“The Germans blew it all when they agreed to pay tolls via a similar system,” recounts Sergei Vladimirov. “Three big companies pushed private carriers out of their livelihoods. Then they hired them to work for them and cut their pay in half. Germany is a total nightmare at the moment. A similar system for passenger vehicles is going online as of March 24. We can look forward to the same thing.”

But the carriers said there was no comparison between the quality of the roads in Russian and the west. Obviously, such factors as geography and the condition of roads when repairs are undertaken are quite significant.

“We were told about a similar scheme for collecting tolls in Germany,” says Timur Ramazanov. “I traveled around Germany with a local carrier. Along the way, we came across repairs of a new stretch of road. When I asked him why they were repairing a new road, the driver put a full cup of water on the dashboard and sped the truck up to 160 kilometers per hour. The water in the cup was shaking. That was the reason they were repairing that section of road. It would be unpatriotic, but we should hire the Germans to build our roads.”

“When the system was just going online, we chatted with drivers from Belarus. They told us that, at first, their system wasn’t accepted by drivers. They tried to drive around the cameras, but now everyone pays. The system has proven its worth.”

“The Regime Is Out in Left Field”: The Authorities React to the Strike

The reaction of regional authorities to the strike has been mixed. There are regions where officials attend protest rallies on a daily basis, and there are others where they have been totally ignoring the strike.

Bazhutin argues that the closer you get to the capital, the less dialogue there is.

“The authorities at home in Petersburg have reacted quite languidly for some reason. They don’t want to talk with us. But the heck with them, we’ll wait them out.”

Yuri Yashukov is not surprised by the lack of a reaction on the part of federal authorities.

“How did the regime react to the anti-corruption rallies, organized by Alexei Navalny, which took place in all the big cities? Were they shown on television? Maybe in passing. But everyone is connected to the internet, and there you can see how many people came out for them. The only thing you can show on television is what villains the Ukrainians are, what rascals there are in Syria, and talk shows where people applaud the politicians.”

The only thing the regions have common in terms of how local authorities have reacted to the strike are arrests. There have been several dozen arrests. After Bazhutin was detained and later released, three truckers in Dagestan were jailed for ten to fifteen days. According to reports shared by the strikers on the social networks, there have been further arrests in Surgut, Volgograd, Chita, and Ulan-Ude.

Speaking to strikers on April 4, Yakub Khujayev, Dagestan’s deputy transport minister, asked everyone to disperse for three months and give the government time to draft proposals for abolishing Plato. The strikers immediately booed Khujayev, grabbed the megaphone, and took turns speaking. They urged each other not to succumb to the regime’s blandishments.

“The sons of our officials ride around in Mercedes Geländewagen Td cars, but I can’t afford to buy a Lada 14. Why? Did God make them better than me? How are they better than me?”

“Take the highway patrol in Dagestan. What is the highway patrol? They’re just the highway patrol, but they act like generals. I find it ten times easier to talk to Russian highway patrolmen than with our non-Russian highway patrolmen. They’re quicker on the uptake.”

“Look, brothers, they surrounded us with troops and try to frighten us with weapons. Are we going to let them scare us this way?”

“No!”

Khujayev claims that Russian National Guardsmen did not encircle the truckers, as was reported by various media outlets.

“It was reported on a Friday that the riot cops had kettled the truckers. Every Friday, the mosques are packed to the gills with folks who park their cars on the road. Near the spot where the truckers have their camp, there is a federal highway, as well as a fork in the road and a mosque. Every Friday, law enforcement officers work to prevent a traffic jam. They go there and ask people not to park their cars on the road, and they help the highway patrol clear it. The exact same thing happened on the Friday when there was the outcry about the Russian National Guard.”

The strikers argue that Prime Minister Medvedev’s meeting with businessmen, at which truckers were present, allegedly, was a fake.

“When we found out who represented us at such a high level. It transpired that one of them was a United Russia party member who didn’t even own a truck, and the other guy travels the country telling everyone what a good system Plato is. How could they represent us if they didn’t even mention the strike at the meeting?” asks Timur Ramazanov, outraged.

Mobilization by Mobile Phone: How the Truckers Use Social Networks

During the strike, the truckers have cottoned to social networks accessible on smartphones, although previously most drivers had ordinary push-button mobile phones. The most popular mobile app is the Zello walkie-talkie app.*  The OPR has its own channel on Zello, on which around 400 people are chatting at any one time. There are around 3,000 strikers signed onto the channel.

The app lets you use your smartphone like a walkie-talkie, albeit a walkie-talkie that operates through the internet. On the truckers’ channel, users not only share news from the regions, do rollcalls, and encourage each other but also advise each other about what to do in certain circumstances.

BRATUHA86: Guys, Surgut on the line. Vasily’s court hearing just ended. They charged him with holding an illegal assembly of activists and fined him 20,000 rubles [approx. 330 euros]. That’s how it goes. Tyumen, I heard it’s kicking off in your parts, too. They’re going to identify the most active strikers and fine them like Vasily.

1111: Fellows, what’s happening with you all in Dagestan? Is it true the riot cops want to put the squeeze on you? If that’s the way it is, I suggest humping it down there to support the guys.

FRTD: We could do that, but they won’t let us through if we drive in a convoy. We need to think about what to do without setting ourselves up.

Virtually no outside talk is permitted on the Zello channel. Anyone who is suspected of being a provocateur is immediately blocked. The strikers also use the social networks WhatsApp and Facebook.

“Within a year and a half, we have managed to rally an insane number of people around our flag. By and large, the alliance jelled on a professional basis,” says Bazhutin. “Communicating through social networks has really helped us. The guys even knew better than I did what was happened when I arrested. I didn’t know the police were going to release me, but they already knew.”

“Guys from other regions called me today. They had heard the riot cops in Dagestan were planning to disperse the strikers. They promised me that, if this were true, they would come and support them and prevent a clash,” says Mallamagomedov, echoing Bazhutin. “The strikers have been getting vigorous support from taxi drivers and van drivers. They don’t picket all day, but they show up often, bring us food and drinks, and give us pep talks. The talk on the social networks is that now they’re testing the system on large vehicles. Small-tonnage vehicles will be the next step, and then passenger vehicles.”

Digging Ditches and Dismantling Rails: Means of Combating the Strikers

The strike has been hindered not only by the arrests of activists. In one village, the authorities were especially creative. The truckers named the day when they would leave the village and head off to the strike camp. They would have to drive over a railway crossing to do this. In the morning, the eighteen-wheelers arrived at the crossing, and the drivers discovered the rails had been dismantled overnight, cutting off their only way out of the village.

In Rostov Region, the authorities dug a deep ditch around the parking lot where the strikers had gathered, referring to it as “emergency repairs.”

Mallamagomedov has been detained by law enforcement several times. In January 2016, Dagestan’s truckers met to discuss their common problems.

“We decided to establish our own association in the Republic of Dagestan. I was elected leader. After the meeting, I was put on the wanted list, although I wasn’t informed of this. On the Dagestan-Kalmykia border, I was forced to get off a bus and had to hitchhike home. Since then, I haven’t been able to visit Dagestan safely. I was placed on the list of extremists. When I call the police and tell them to take me off the list of extremists, because they know it’s not true, they promise they’ll take me off the list, but I’m still wanted.”

On April 5, Mallamagomedov was immediately picked up by police after a press conference in Moscow. Two men in plain clothes, who introduced themselves as criminal investigators, put Mallamagomedov in a car without plates and took him to an unknown destination. According to him, a case against him was cooked up in August 2016, when he was involved in a farmers’ tractor convoy in Rostov Region. The court order handed to Mallamagomedov on April 5 says he should have been jailed for ten days for an administrative offense, but he was released the evening of the same day. He doesn’t know why he was released, but says his attorney would be appealing to the court’s decision to sentence him to ten days in jail.

“My entire family—my two brothers and my father—are truckers,” says Mallamagomedov. “Several days ago, people came to my father’s house and demanded he sign a paper saying he would not be involved in the strike. ‘I undertake to attend all protests and rallies organized in support of the people,’ my father wrote on that paper.”

* On Monday, RBC reported that Russian federal communications and media watchdog Roskomnadzor would block the free walkie-talkie app Zello within twenty-four hours.
