Anna Chagina: “Putin Is a Demon Who Stole My Country”

On the early morning of November 30, the security forces came to the home of Tomsk musician and teacher Anna Chagina: this was how she found out that she been charged with the criminal offense of “discrediting the army.” Chagina had been detained at an anti-war rally on March 6. In September, the Prosecutor General’s Office blocked Chagina’s page on VK over anti-war posts, which have now served as the grounds for the criminal charges against her under Article 280.3.1 of the Criminal Code. The maximum penalty is up to three years in prison.

On December 1, the court imposed pretrial restrictions on Chagina: she was banned from using the internet and mail, leaving home after ten o’clock in the evening, and attending mass events. On the evening of December 1, after the court hearing, Chagina talked to Sibir.Realii’s correspondent about her criminal case and her scenarios for how and when the war would end.

“Gentlemen, this is my house and my rules”

On the eve of the visit from the security forces, Chagina celebrated her birthday, and her guests had left late. She hadn’t sleep half the night because her nineteen-year-old daughter had a fever, and at six a.m. the doorbell rang. Anna opened it and saw an entire brigade: “There were two witnesses, two field officers from the FSB, an investigator, a special forces soldier, and a lawyer.” Only after returning from the temporary detention center, where she had spent the night, did she discover that the peephole in her door had been prudently sealed with a sticker on the stairwell side. At the time, Chagina had been too busy to notice it: she says that fear had made it hard for her to breathe and she was constantly thirsty. The second feeling she had was indignation.

– As soon as they came, I said, “Gentlemen, this is my house and my rules.” I insisted that they take off their shoes. They rifled through all my books and looked through all the folders. I have a lot of papers — printouts, sheet music, archives. They confiscated computer equipment and a bunch of flash drives and phones, including ones that didn’t work.

To calm her nerves, Anna picked up a guitar and put on a concert. She sang children’s songs and Okudzhava.

– Actually, I rarely give concerts, but then and there I realized that there would be no such opportunity anymore. I was trying not to pay attention to them.

– Did you have a lawyer present?

– They brought a lawyer with them. The court-appointed lawyer was both theirs and mine. At my request, she telephoned my friend Igor, but during the search she didn’t tell me, for example, that I could write in the report that I was against their videotaping during the search. We added that when I was already at the Investigative Committee. My daughter had also wanted to film the search on camera, but her smartphone was taken away. I was scared that I would first be locked up in a temporary detention facility for forty-eight hours, and then immediately sent to a pretrial detention center for two months.

The police search of Anna’s house lasted about three hours, after which she and her daughter were taken to the Investigative Committee.

– My daughter had a temperature of 39 [degrees Centigrade — 36.6 degrees Centigrade is considered normal body temperature]. I asked that she be questioned first as a witness and released, and after that they could talk to me. But first I was interrogated for four hours, and my daughter waited ll that time. The court-appointed lawyer told me that with such a temperature she could have refused to go in for questioning, but for some reason she told me that after the fact. Today, my daughter was taken away by ambulance with pneumonia.

During the interrogation at the Investigative Committee, Chagina cited Article 51 [of the Russian Constitution, which gives people the right not to give evidence themselves, their spouses, or close relatives] and refused to testify about the case per se.

– I verbally said that I did not admit any guilt, but, in my opinion, this was not included in the arrest report. They gave me some document about cooperating with the investigation and asked me to read it carefully. But I refused to cooperate, and I wrote on this document that I did not consider it necessary to read it. Copies of the search and arrest reports were not given to me because, they said, the the court-appointed lawyer had photographed them.

– And then you were taken to the pretrial detention center?

– Yes. To have something to do there, I took a pocket Bible with me from home. I was in solitary confinement. It was cold, and the sink and toilet stank. By law, I could be kept there for forty-eight hours, so I asked for cleaning liquid or power to wash the sink and toilet. They brought it in the morning.

The light does not go off at night. Radio Vanya, a pop station, was playing in the cell until ten p.m. I am a musician, and have other musical preferences. To keep this music from seeping into my mind, I meditated. I read the Bible. I spent the time well.

– How did the court hearing go?

– I had petitioned for a change of counsel, and the attorney I had retained was already at the hearing. We were able to keep the hearing open to the public. The investigator asked the court to impose pretrial restrictions that would prohibit me from using all means of communication. The lawyer asked for a mitigation, and I was still permitted to use the telephone.

Chagina is now forbidden to use the internet and mail, leave home after ten o’clock in the evening, or attend mass events.

– They put a Federal Penitentiary Service tracking bracelet on you. How do you like it?

– When I would see such a bracelet on others, I would think, Those are the fetters of Satan! It’s fine so far. I haven’t tried doing yoga in this bracelet yet. I’ll work out, and it’ll be clear how it feels… I’m talking calmly and even joking, but in fact I’m in shock. Once I saw a man who, after an accident, was standing there with a split skull – his brain was clearly visible, but he was talking calmly. He was in shock from the pain. Something similar is happening to me now.

– How much will the court-imposed pretrial restrictions, the ban on using the internet and leaving the house in the evening, complicate your life?

– Things couldn’t have been worse even before the criminal case came along. In September, the Prosecutor General’s Office blocked my VK page, which had a very strong impact on me, because I used this page to advertise private lessons and find music students. I have a very low income. I was selling my apartment to buy a smaller dwelling and pay off my debts, but due to the fact that I am now a criminal defendant, I cannot wrap up the deal.

“Blessed are the peacemakers”

Chagina recalls how she gave a concert on the eve of the March anti-war rally.

– There were about a hundred people there. Before playing, I openly spoke out against the war. I played one of my favorite Ukrainian carols on the violin. It was very warmly received. After the concert, a woman from the audience approached me: “My son is going to the [anti-war] rally on March 6th. I don’t know what to do. I’m afraid.” There were others. They were surprised: “You say that war is always bad. That it was Russia who attacked.” But even these people did not condemn me, but shared their misgivings with me.

My daughter went to a solo anti-war picket on March 3 and was immediately taken away. This was even before the laws were tightened, which occurred on March 5. I was afraid to go out on March 6, but I couldn’t stay away. My friend, who is seriously ill, went to the rally with her family. I can’t tell you her name, because I’m afraid that they will start pulling in everyone again. Her husband was detained. I thought hat she would be detained next. She had come out with a placard that read, “Blessed are the peacemakers.” I took the placard from her and held it up. I stood there holding it for ten minutes before they put me in a traffic police car and took me to the Soviet District police department. I was later fined on administrative charges of “discrediting the army.”

– How long have you been in the protest movement?

– Protest rallies are not the most important thing in my life, but I’m used to openly voicing my opinion. I went out to protest for Navalny and for TV2 [the Tomsk independent TV channel shut down by the authorities in 2014 — SR]. In 2014, when Crimea began, I went to a protest rally carrying a placard that read, “Don’t shoot your brothers.”

– Why are you personally against this war?

– I am against any war. Violence cannot solve any conflict. I sincerely admire the martial arts, if it is an honest one-on-one duel without weapons. But you can achieve only universal death through wholesale slaughter.

I rethought a lot of things after February 24. The war enabled me to separate what I love from what I hate. I had wanted to leave Russia for many years before the war. I hate it when a person endlessly tolerates what cannot be tolerated — humiliation, filth, an unseemly life — and does nothing about it. War is an attempt by such people to resolve the logjam of problems through violence and hysteria.

– What do you like about Russia?

– I love the nature. I love a certain kind of simplicity. Not the the kind of simplicity that is worse than thievery, but the kind of simplicity that can be called openness. The war made it possible to find out that there are many honest and decent people among Russians. Before the war, I was little interested in politics, and I didn’t closely follow the events in Donbas. I was busy with my family, my art, and my work.

When the war began, Tomsk showed a new side to me. I have reached a different level of social connection and communication here. Despite the fact that we don’t agree about everything, we still manage to keep in touch. This is very important to me. It is for the sake of this that it is worth going to protest rallies. Love will save the world.

– You had already been found guilty on administrative charges of “discrediting the army” for your posts on VK, which eventually served as the pretext for the criminal charges. Did you understand what the consequences could be?

– I understood. But it was important for me to convey my position to people. I am mentally ready for the fact that the state will punish me for this. I haven’t yet talked in detail to the lawyer who is defending me. But, as far as I understand, I face either a prison sentence or a huge fine. I’m not afraid of either.

I felt like I was being watched, but I couldn’t quite believe it. I saw some people outside, standing below my apartment. The FSB field officer who escorted me today said that he had personally shadowed me. And the investigator said that all the investigators at the Soviet District police department know me. Apparently, they were all here pulling shifts. By Tomsk standards, I have a rather large social media following — more than a thousand people on VK. And I have a lot of acquaintances from very different circles that do not intersect in any way.

– Which posts on VK did they deem “discrediting”?

– I have only read the arrest reports so far, not the stuff in the criminal case file. As far as I understand, the incriminating posts are the ones featuring texts by the Christian thinker Pavel Levushkan and the philosopher Nikolai Karpitsky, as copied from Facebook and posted on my VK page, with the authorship of the texts indicated. Karpitsky is a philosopher who lived in Tomsk and headed the Tomsk Anti-Fascist Committee, but now lives in Ukraine. He talks about necrophilic imperialism and about why Russians behave this way, both in war and in peacetime. Plus the comment “No war!” which I wrote below someone else’s post on VK.

“I am also to blame”

– Anna, why do you think there is no mass anti-war movement in Russia nine months after the start of the war and even in the wake of the mobilization?

– Because no one wants to go to prison. But when mobilization began, the war affected even those who had hoped to remain observer. I am acquainted with a Tomsk family in which the husband works at Gazprom and the wife teaches at a university. The husband earned good money, and the family traveled a lot around the world. But when the war began, they did not object to its officially stated aims, nor were they surprised by the claims of the propagandists that Putin was fighting NATO and gay parades in the west. But then the husband received a conscription summons, and their point of view changed immediately. The husband fled abroad.

– Speaking of emigration. You’d already had an admin. You saw that you were being followed. Why didn’t you leave?

– I had obligations. I didn’t emigrate due to my family. My daughter has health problems. My mom is here. I have a grandmother and a grandfather who are already ninety years old. Finally, my romantic partner is here.

– And you don’t even consider such a possibility for yourself in the future?

– I consider it, of course. More precisely, I would like to travel around the world, immerse myself for a long while in a different culture, in a different linguistic environment, and live in a different climate. I am a very curious person. Before the war, I had such plans: when the children grow up, I’m off! But I wasn’t thinking about the kind of emigration in which you leave and burn all your bridges.

– In your opinion, who is to blame for the fact that this war began?

– Putin, first of all. He signs off on all the decisions. But he’s not the only one to blame. I am also to blame. I voted for Putin the first time he was elected. It was the only time I voted for him. He seemed like a man who could do something good for the country. I was very naive, and I didn’t know anything about Putin’s past. The epiphany came when I noticed that Russian reality had begun to resemble C.S. Lewis’s science fiction novel That Hideous Strength. There is this character, the Grey Shadow, in the novel. He is nowhere and everywhere. His henchmen on the ground resemble him and poison the atmosphere. And there, as in Putin’s Russia, they endlessly repair what doesn’t need to be repaired and generate the semblance of busyness.

The “castling move” and even the “nullification” seemed mere absurdities. But I didn’t expect the scale of demonism that we see now. Like Stalin or Hitler, Putin is a demon who stole my country.

– How long can this war last, and how will it end?

– I have three scenarios: reasonable, mystical, and punk/optimistic. Which one would you like to hear?

– Let’s hear all three in turn.

– Reason says that this is going to go on for a long time, for many years. Even if the fighting against Ukraine ends in the foreseeable future — within two years — it is unlikely that everything will end quickly in Russia itself. But I don’t want to talk about a civil war.

The mystical point of view says that the war is part of an ongoing struggle between Good and Evil, which just touched us personally now.

And the punk scenario says that “We will leave the zoo,” as Yegor Letov sang. Lately, before the criminal case, I wanted to forget everything, and just believe that sooner or later we would stop being monkeys who piss on each other. That we would exit our individual cages and become human beings.

– Do you see any rudiments that give you hope that an epiphany, a kind of purification, is possible in Russia?

– I see them. Many of my friends say, “I’m not going anywhere. I’m going to build something here. This is my homeland, and I won’t surrender it to anyone.” Among them are calm optimists who believe that “this too shall pass,” and determined folks who are ready to fight.

An acquaintance of mine supported Navalny and left for California forever to avoid criminal charges. But his friend, an American, on the contrary, moved to Altai from California ten years ago, became a Russian farmer, and has no plans to leave Russia. I love the Russian language and Russian culture, but I’m not a nationalist — I’m a globalist. I am for a world without borders, and I hope Russia will one day become a part of this world.

– You took a Bible with you to the temporary detention center. Do you consider yourself Orthodox? How do you feel about the fact that the ROC has been stumping for the war?

– I practice integral spirituality, but I still seek guidance in the Orthodox Church and consider myself a Christian. The ROC’s official position [on the war] is a disgrace, and all [other] Orthodox churches have condemned it. Real Russian Orthodoxy and what it is associated with today are heaven and earth. What is the Christian conclusion here? God is merciful. And He is merciful to those who labor under delusions, too. Another thing is that everyone suffers for their delusions, including the deluded themselves.

– All the independent media that reported your arrest wrote that you are a musician. What kind of music do you play?

– I graduated from music college as a violist and I play the viola. I teach violin. I’ve had a bunch of musical groups in the past. I’ve played rock, punk, folk, and Celtic. In addition, I’ve played with an ensemble of violinists. I worked in a symphony orchestra for a year.

– Is there a particular kind of music that serves as a lifeline for you nowadays?

– I’ve been listening to very little music lately — I’ve been overloaded. But Bach is always a lifeline. One of my relatively recent discoveries is the Petersburg singer Sasha Sokolova, who, unfortunately, died of cancer. I can say of her music that it’s about our time.

– Do you imagine that the court could acquit you?

– I’m not counting on it… When I was dozing in the cell at the temporary detention center, I thought it would be cool to open my eyes in the morning and see the ocean, clean and transparent. In exactly the same way I believe that the court could hand down a fair verdict — as in a pipe dream, as in a miracle. I believe this war will end. I admit that a miracle is possible.


Since the new articles of the Criminal Code and the Administrative Offenses Code on discrediting the Russian army and disseminating “fake news” about it came into force, more than 100 criminal cases have been launched in Russia and around 4,500 reports of administrative offenses have been filed, according to Interior Minister Vladimir Kolokoltsev, speaking at a session of the State Duma on October 19.

According to OVD Info, a total of 352 people are under suspicion or facing charges in so-called anti-war criminal cases launched in Russia between February 24 and November 24. As of 23 November 2022, 5,159 administrative offenses cases have been instituted in Russia under Article 20.3.3 of the Administrative Offenses Code (i.e., for “discrediting the Armed Forces of the Russian Federation”).

On March 4, Russian President Vladimir Putin signed a law criminalizing “fake news” about the actions of the Russian Armed Forces. Russians can be fined up to 1.5 million rubles or imprisoned for up to three years for violating the new Article 207.3 of the Criminal Code, defined as “Public dissemination of deliberately false information about the deployment of the Armed Forces of the Russian Federation.” Article 280.3 of the Criminal Code, which criminalizes “discrediting” the Russian army, stipulates a sentence of up to five years in prison or a fine of up to a million rubles.

Albina Sentyakova: “No Means No”

Tomsk resident Albina Sentyakova protested [the war] by shaving her hair off on the city’s Novosobornaya Square on Wednesday, October 19. She placed the hair in a box, and then held it aloft, thus displaying the slogan “No means no,” Sibir.Realii’s correspondent reports.

The protester was not detained, as the police were not in the vicinity.

“I cannot remain silent about what is happening in the world and in our country. It’s quite painful and unbearable. I cannot be silent. All the men in my family have a military specialty and silently accept the fact that they will have to go (to the front — SR),” Sentyakova said.

Timur Saifulmulyukov: “When You Start Doing Something, There Is No Fear Anymore”

On September 24, the day Putin announced a military mobilization, Timur Saifulmulyukov walked into traffic on Tomsk’s main street, maneuvering between the streams of moving cars and waving an anti-war poster. A couple of minutes later he was detained. The police confiscated the poster and drew up an arrest report, charging him with violating traffic rules and discrediting the Russian army. He talked about what prompted him to take the action, his attitude to the mobilization, and how he sees his future in Russia in an interview with Siber.Realii.

Timur Saifulmulyukov is thirty-five years old, married, with one child, and works as a fire safety and video surveillance systems installer. He had not been involved in protests before September 24.

– What were you doing February 24 and how did you feel when you learned that war had broken out?

– On February 24, I didn’t know that the war had started. I overlooked it. I found out only the next day. There was nothing devious about it. I had followed the news before the war, and I saw that Russia was amassing troops. Other countries asked what was going on, and our officials dismissed their concerns. It’s always like this in Russia: you file any complaint and it gets dismissed everywhere. And just as Russia spat on the rights of its own citizens, so it spat on the rights of the citizens of Ukraine.

It wasn’t a depression that afflicted me, but a kind of apathy. A feeling of hopelessness. You feel incapable of doing anything, you don’t feel what your role is in all of this. I knew about those who disagreed with the Putin regime, I knew that criminal cases were being launched against them and that they were being imprisoned. It was an ambivalent, you know, feeling. On the one hand, you think that nothing can be done, and on the other, that something has to be done.

– And that’s why you decided to go protest using the slogans “No war!” and “Give our children a free and peaceful life”?

– I had never been involved in political protests before. But I now realized that something had to be done to support people who were more proactive than me and the people around me. I made myself a poster and chose an anti-war slogan to attract attention, but at the same time there were as few reasons [for the police] to find fault as possible. Of course I want a peaceful life to children and people in general.

– And what did you do next?

– I went to Novosobornaya Square, but I saw that the police weren’t even letting the people (who had came out to protest against the mobilization — SR) just stand there. The point of the protest was to voice our stance, but we couldn’t even stand there for two minutes. There was no effect, but there was punishment. I started looking for protesters — I thought that journalists would definitely be photographing and filming some of them. The police stopped me immediately and checked my documents. I decided that I would definitely not do anything in such circumstances. I thought about what to do and shook a little: I felt completely vulnerable.

I thought that I had to take a little break, to gather my wits about me. I walked around and looked at what was happening. It was clear that some people had already been detained. I thought it was time for me to go home, but also that I had to do something, ultimately. To overcome my fear, I went to a store to buy water and chocolates — in case I was detained. And cigarettes: I don’t smoke myself, but I thought they would come in handy in a paddy wagon or a jail cell. And then the idea occurred to me to block traffic. I wrote to my wife that I’d made up my mind and off I went.

– So your wife supported your action?

– No, she’s afraid. It’s psychologically difficult for her. We used to talk about personal responsibility for what was happening in our country. And we came to different positions: that I felt responsible, and she, maybe, felt a little responsible, but thought that nothing could be done. That she had no levers of influence, and didn’t want to risk her life. I don’t want to either, but I’ve read and watched so much about people who do things, and then are railroaded for the rest of their lives. Pressure is put on them, but they still go out and protest.

– And how do the people around you generally feel about the war?

– I think they mostly passively support it. It’s not that they hated anyone very much or believed the propaganda. But it is convenient for them to adopt the position taken by the “strongman”: it seems to them that our state now has a strong position. And whoever is stronger is right. If it occurred to them that this was abnormal, they would have to explain these contradictions to themselves. And they don’t want to take risks. If [protesters] hadn’t been at obvious risk now, more people would have come out. Many people think this way: that the effect [of protests] is zilch, but the risks are numerous.

– What were the minutes before you were detained, during which you walked in traffic, like? How did others react?

– I didn’t see any negative reactions. People were looking at me, and some of them tried to film or take pictures of me on their phone. But I was trying not to get hit by a car and attract as much attention to myself as possible.

– How did the police treat you?

– I was lucky that I was detained by a traffic police patrol. That’s why I didn’t sit in a paddy wagon for several hours like the other detainees. They didn’t put my hands behind my back. They put me in a car and took me to the police department. As we were driving, they were honking at everyone [to get out of the way], so I took advantage of this and showed my poster through the window. When we arrived, they confiscated my phone and started writing me up. They charged me with traffic violations, and I thought they would let me go. But then they took me to the fifth floor and made me give a statement. One person interrogated me, but two others were constantly in the room. None of them introduced themselves. When I asked for their names, they said we’d meet again and I’d find out then. They never did introduce themselves. And they constantly interrupted me.

– What they did ask you about?

– Did I make the poster myself? What time did I leave the house? Did I know about the Vesna Movement and the [local Tomsk opposition] Telegram channel Velvet Street? I had recently changed my [internal] passport, so I was also asked why I had a new passport. They asked me if I knew where the troops were, and what my attitude to the war was. I replied that this was my personal opinion, and I would not say it out loud. It’s clear what they wanted, but I tried not to talk about it.

Then I was taken to another office and given a charge sheet, this time for “discrediting.” I looked at it, but I overlooked one paragraph, which I noticed later. In this paragraph, written by a third person, it stated that I had violated Article 20.3.3 of the Administrative Offenses Code (“discrediting the Armed Forces of the Russian Federation”) and that I agreed with the charge.

– Were you scared?

– When I stepped into traffic holding the poster, it was no longer scary. When you start doing something, there is no fear anymore — there is a confidence, a willingness to do whatever it takes. It’s like they’re torturing you and torturing you, and then it doesn’t matter anymore what they do.

– You have no desire to leave Russia?

– I don’t want to go anywhere. My wife and I have already discussed this. War or no war, we’re not going anywhere.

– And if you get a [mobilization] summons?

– I’m not going to the war. I don’t want to be involved in this massacre, I don’t see the point in it. And it doesn’t matter to me if I just pushed papers instead of being directly involved in combat. Nor do I think that the majority supports the mobilization. It’s just that people don’t want to go to jail. They think that maybe it will pass. Or they hope for the best. Or a friend or a brother has been killed [in combat], so they think, What, am I going to try and dodge the draft? I’ll go get killed too.

– Wars end sooner or later. What do you think will happen then between Ukraine and Russia?

– I think that the relationship will be very difficult, because relations between countries are based on some kind of background, and the background is terrible. Something like 150 years will have to pass for a semblance of tolerance to emerge. Such things don’t fade away just like that.

– And how do you see your own future?

– I think that after holding the referendums and annexing [the occupied Ukrainian territories], they will introduce martial law. Otherwise, why all this fuss? Ukraine will not retreat and will win back its territories. And a complete mess will ensue. But I am relatively prepared for it.

Timur Saifulmulyukov’s story, above, is a perfect example of the kind of stories about Russia and Russians that definitely weren’t getting told anywhere else in English fifteen years ago. They are told only marginally better nowadays, despite everything (mostly bad, but occasionally good) that has happened in and around Russia since then.

2018 summary

I’ve also decided to sum up the year. Not my own year, but rather to remember what happened to anarchists and leftists in Russia in 2018. This post will be long, and many of you know  or heard something about the events I recount here.

But I think it is very important not to forget all this. [Note. Links from the original article to Russian-language sources are included. Links to English translations or relevant articles in English added where available. Translator.]

The Network Case

Eleven anarchists and antifascists have been arrested. They are accused of setting up a terrorist group and planning terrorist attacks. According to the Federal Security Service (FSB), they wanted to organise an armed uprising in Russia.

Almost all the evidence has been gathered on pain of torture. The detainees were beaten up. Some of them were tortured using shocks from a stationary electric dynamo, others with tasers. At least one of the accused, Dmitry Pchelintsev, was hung upside down.

The accused are Yegor Zorin, Ilya Shakursky, Vasily Kuksov, Dmitry Pchelintsev, Arman Sagynbayev, Andrei Chernov, Viktor Filinkov, Igor Shishkin, Yuli Boyarshinov, Mikhail Kulkov, and Maksim Ivankin.

“A witness in the ‘network’ case, Ilya Kapustin, was tortured with a hand-held electric shocker.” Subsequently, he left for Finland, where he has applied for political asylum.

Viktoria Frolova, Ilya Shakursky’s girlfriend, was detained on Russia’s border with Ukraine. (Link in Russian.) Shakursky was threatened that “it would be bad” for his girlfriend if he did not make a confession.

The case of anarchist Yevgeny Karakashev

In early February 2018, anarchist Yevgeny Karakashev was arrested in Crimea [the peninsula annexed by Russia from Ukraine in 2014]. They brought him to the police station with a bag over his head. There were fresh bruises on his temples and his knees. On the basis of

two videos that he had uploaded to various chat forums, he was accused of making public calls for terrorist activity.

The main prosecution witness is a former comrade of Karakashev’s.

In the autumn, 16 people from various Russian regions were summoned to the Russian Investigative Committee for interrogations. Many of them have expressed left-wing views. Some of them did not even know Karakashev.

Torture of anarchists in Chelyabinsk

Anarchists in Chelyabinsk staged an event on the night of 14–15 February in solidarity with the Network Case defendants. They displayed a banner outside the FSB headquarters and threw a flare over a fence. The banner read, “The FSB is the chief terrorist.”

Three days later, five people were arrested: Dmitry Semenov, Dmitry Tsibukovsky, Anastasia Safonova, Maksim Anfalov, and their friend Maksim. Tsibukovsky and Anfalov were beaten up and tortured with electric shockers.

Over the summer, the criminal case against theChelyabinsk anarchists was dropped.

In November, a new criminal case was opened against anarchists Tsibukovsky, Safonova, Grigory Potanin, Mikhail Perkov, and Dmitry Dubovoi. This time, they were charged with vandalism during their protest of the government’s pension reform.

The broken window in United Russia’s office and torture of Svyatoslav Rechkalov

On 31 January, persons unknown broke a window at the office of United Russia [the largest party in the Russian parliament, which supports President Putin] and threw a smoke bomb. A criminal investigation into vandalism was launched. Sixteen days later, Yelena Gorban and Aleksei Kobaidze were arrested. After questioning, they were released on their own recognizance.

On 14 March, searches were conducted of the homes of anarchists from the People’s Self-

Defence organisation in connection with the case. Subsequently, Svyatoslav Rechkalov and Andrei were detained; the latter, most likely, was released.

Rechkalov was driven around the city for several hours, blindfolded. Then security services officers beat him and tortured him with electric shocks. They warned that, if he did not make the necessary confession, he would end up a defendant in the Network Case. After being tortured, Rechkalov was released. He emigrated to France.

Torture of Left Bloc activist Maksim Shulgin

In late April, Left Bloc activist Maksim Shulgin was detained in Tomsk. On the way to his interrogation, security service officers beat him up in their vehicle and held his face against a heater. To protect his face from burns, Shulgin put his arms against the heater

and received first- and second-degree burns. Shulgin was accused of inciting hatred towards the police after posting songs on VK [a Russian social network similar to Facebook].

Shulgin filed a complaint about his having been tortured. In late December, he was again detained. This time, law enforcers tried to choke him to force him to withdraw the accusations he had made against FSB officers.

Explosion in Arkhangelsk, interrogation of anarchists and leftist activists, and torture of Vyacheslav Lukichev

On 31 October there was an explosion at the FSB headquarters in Arkhangelsk, set off by Mikhail Zhlobitsky [who died at the scene]. As a result, all over Russia the police detained and brought anarchists, left-wingers, and those who hold alternative political views in for so-called discussions. (Link in Russian.)

In early November, anarchist Vyacheslav Lukichev was arrested in Kaliningrad. He was accused of vindicating the explosion set off by Zhlobitsky. It was later established that after Lukichev’s arrest he was beaten by six people. He was questioned for 36 hours.

What else happened this year?

■ In March, the police checked the documents of participants in a football tournament organised by antifascists. (Link in Russian.)

■ In July, police and FSB officers went to the Pryamukhino Readings [an event held annually to discuss the ideas and legacy of Mikhail Bakunin, at his birthplace in Tver Region]. The conference theme was “Revolution and Culture”. The security service officers checked participants’ passports, and then detained Artem Markin, an anarchist from Belarus. He was detained for three days for allegedly using psychotropic substances. See: “A Funny Thing Happened in Pryamukhino”.

■ In August, officers from Centre “E” [Center for Combating Extremism] turned up at the Icebreaker [Ledokol] punk festival. They arrested two people, tried to persuade them to turn informer, and asked about the People’s Self-Defence group. (Link in Russian.)

■ In October, anarchist Ilya Romanov was sentenced to five-and-a-half years on charges of incitement to terrorism. He allegedly published on Facebook a video recording of jihadists and an occult ritual featuring a puppet named Vladimir. All the indications are that the criminal case was a frame-up. See: “Meet Russian anarchist Ilya Romanov. He’s spent nearly twenty years in prison”.

■ In late December, the anarchist Aleksandr Kolchenko [from Crimea, who since 2015 has been serving a ten-year sentence in Russia on trumped-up charges] was transferred, on a formal pretext, to a punitive isolation cell, where he saw in the new year. (Link in Russian.)

Moloko plus siloviki

[Moloko is Russian for “milk”. Siloviki is a widely used term for the heads and officers of Russia’s numerous, overlapping security services, including the FSB, Centre “E”, the Russian National Guard, and the Russian Investigative Committee.]

In mid June, there was a gathering in Krasnodar of members of the collective that publishes the countercultural almanac moloko plus. Sofiko Arifdzhanova and Pavel Nikulin had planned to present the latest issue of the almanac, on the topic of revolution. On the day before the event, the police arrested Sofiko and a volunteer [who helped with printing], Anastasia Kkhukhurenko. The police would not release them and demanded a meeting with Pavel. They then forced Sofiko and Anastasia to sign an undertaking not to organise unauthorised mass gatherings and warned them about the punishments for extremist activity before releasing them

The next day, persons unknown attacked Sofiko and Pavel with pepper spray. A few hours later, at the presentation, the police arrived and confiscated almanac’s print run.

In September, there was another presentation, in Petersburg, and FSB officers turned up. In this case, everything turned out relatively peacefully. They just got up and left.

After another two weeks, there was a presentation here in Nizhny Novgorod. A few minutes after it began, officers from Centre “E” burst in, with armed back-up. Sofiko, Pavel, and I were arrested and taken to the police station. Ninety copies of the almanac were confiscated, along with some gas cylinders [sic]. Pavel was detained for two days on charges of insubordination to a police officer. The issue of moloko plus is now being checked for any indications of extremism. I am sure I have forgotten something and so not included it. Generally speaking, that was the sort of year we had.

Is Maxim Shulgin an “Extremist”?

Remember the story of Maxim Shulgin, the Left Bloc activist from Tomsk? He was charged with violating Russian Criminal Code Article 282 for posting songs on the VK social network. When Center “E” officers searched his flat in April and took Shulgin to their headquarters, they beat him up on the way there and pushed him against the heater in their car, causing burns to his body. We published his account.

Other Left Bloc activists were detained the same day. When they refused to testify against Shulgin, they were threatened with violence and told they would be charged with criminal offenses as well. When Shulgin was delivered to Center “E” headquarters with a bandaged arm, they decided the threats were real and answered the investigator’s questions.

Now the witnesses have recanted their testimony, recording a video in which they recounted what happened that day.

Our attorney Andrei Miller has been working on the Shulgin case. We immediately had Shulgin’s beating certified by a physician, and the evidence has been submitted to the Investigative Committe’s military investigation department. However, the issue of whether charges will be filed in connection with Shulgin’s bodily injuries has not yet been resolved.

“‘Guys, I can’t breathe,’ I said. They kicked me and said, ‘Are you alive down there?'”

Maxim Shulgin, a 28-year-old Left Bloc activist from Tomsk, recounted how Center “E” officiers detained him and what happened to him afterwards.

Tomsk Center “E” officers raided the Left Bloc’s offices yesterday.

“We were standing there smoking when a GAZelle van without license plates roared into the yard at full speed. The door opened, and guys wearing masks and caps came running out. I thought it was neo-Nazis who had come to shut us down. But then I realized they don’t drive around in GAZelle vans.”

The Center “E” officers forced the Left Bloc activists to lie face down on the floor. They confiscated their telephones, meaning the detainees had no connection with outside world until later that night and were unable to tell anyone what had happened to them. The detainees were taken to Center “E” headquarters, while Shulgin was handcuffed and taken home for a search of his flat.

“There were four field officers, wearing balaclavas, caps, jeans, windbreakers, and sneakers. They were carrying pistols, and their faces were covered. They addressed one of their number as ‘Pasha’ or ‘Pavel.’

“The worst nightmare was in the van. I lay between the front and back seats, and the men put their feet on me. They deliberately turned on the heater under the front seat, although it was three or four in the afternoon and eighteen degrees Centigrade outside. They did this on purpose, so I would find it hard to breathe, and if I hadn’t put my arm against the heater, one whole side of my body would have been burned. ‘Guys, I can’t breathe,’ I said. They kicked me and said, ‘Are you alive down there? Be patient, bro. We’ll arrive soon, and everything will be okay.’ They also beat the left side of my body. When I took too long answering their questions, they would beat me just like that, apparently because they enjoyed it.

“On the way, they asked about our plans for May Day. They commented that Russian extremists had degenerated. Now I can’t really remember [what they said], because I could not breathe and my arm was burning.”

The Center “E” officers confiscated all the equipment and political campaign materials in Shulgin’s flat. Then they took him to their headquarters, where the other Left Bloc activists were waiting.

“When [the Center “E” officers] saw my arm was burnt, they got a bit scared. I rode in the back seat on the way from my house. One of them said, ‘Sorry, bro.’ Another one laughed and punched me in the side. Good cop, bad cop, in short.”

The field officers and a public defender forced Shulgin to testify, threatening to arrest him. He was shown an order to instigate criminal proceedings, dated April 27. The charge was violation of Criminal Code Article 282 Part 1, allegedly, for saving songs on the VK social network that “incited hatred towards a particular social group, i.e., law enforcement officers.”

“After they thrashed me, my thought was to get out of there first thing. I signed a form releasing me on my recognizance. The idea that policemen are a social group is laughable, of course. Apparently, there is the proletariat, the bourgeoisie, and police officers.”

Along with the charge sheet, Shulgin was shown the results of a forensic examination that concluded that four of the songs on his VK page were “extremist”:

“Inhumane, Wrong, but Nothing Can Be Done”: Migrant Workers on Clashes with the Russian National Guard in Tomsk

The Russian National Guard dispersed a crowd of migrant workers in Tomsk on January 9. Over 2,000 foreigners had paralyzed the work of the immigration center and refused to leave, after which security forces used cattle prods and batons against them. Why did it happen?

In 2018, Tomsk Region has received a quota of only a thousand temporary residence permits. Yet the permit is issued only once annually, setting off a brouhaha among foreigners. The queue for those applying for the permit formed on January 2. Eight hundred people were on the list, and they checked in every day. On the day the permits were to be issued, a huge crowd had gathered at the entrance to the immigration center, located on the Irkutsk Highway, by six in the morning. The queue included students at Tomsk universities and workers alike.

The immigration center opened at nine, but work ground to a halt at eleven-thirty. Having serviced only three hundred people, the center’s employees stopped seeing any more clients and declared an emergency. The Russian National Guardsmen and OMON riot cops who arrived at the scene pushed the foreigners back and blocked the entrance to the building.

One Center Instead of Numerous Local Federal Migration Service Offices
Most of migrant workers consider policy makers in the presidential administration responsible for the incident. Whereas last year foreigners were served by various local offices of the Federal Migration Service (FMS), as of this year all of Tomsk Region [the sixteenth largest region in Russia, although not all of its land mass is habitable—TRR] is served by one center.

“Since the ninth [of January] I have been busy running round to various government offices, trying to find someone who could help me and other students. I have so far struck out. I have been trying to get a temporary residence permit for four years running. I always encountered queues and crowding, but this was the first time I witnessed such a nightmare,” says Günel, a Kazakhstani citizen and second-year grad student at Tomsk State University.

According to Günel, it is wrong to issue a thousand permits at the same time on the same day, although the young woman is not eager to condemn the actions of the police.

“I cannot say anything bad about the Russian National Guard and OMON riot police acted. They were doing their jobs, after all. I saw the cattle prods, and I saw them being used, but I did not notice the police beating anyone up, as has been written about a lot in the media instead of analyzing the causes of the situation. I was not in the crowd. To break through to the front door, you would have had to stop at nothing, pushing women and old men aside. It’s also hard to blame the people who generated the crush. They had been waiting for their permits for a year, and some of them had waited longer. There were young students in the queue, and ethnic Russians who had decided to return to their historic homeland. There were also a lot of people from other countries who need a temporary residence permit to avoid paying for a work permit every month. Basically, they could not care less about citizenship.”

Günel argues that a thousand temporary resident permits is much too few for Tomsk, so permits are obtained through personal connections from year to year. She does not believe it is possible to issue a thousand permits in two hours.

Unjustifiably Small Quotas
Seil, a Tomsk State University anthropology grad student from Kyrgyzstan and employee of the company Immigrant Service, argues the clashes were the consequence of administrative errors caused by the peculiarities of the quotas. Temporary residence permits are issued only in keeping with the demands of the labor market. If Tomsk Region needs a thousand foreign workers, it does not matter how many people come to the region over and above the thousand-person quota, and how many of these people are university students.

According to Seil, numerous immigrants, in fact, work in the city of Tomsk and Tomsk Region illegally, without a legal permit.

“Then why, I wonder, are we talking about the need for foreign labor and setting quotas on the number of laborers at the same time? Everyone knows the actual circumstances are extremely different from the circumstances on paper, but no one tries to change the status quo,” Seil says, outraged. “Unfortunately, we have to follow the regulations. It is inhumane, wrong, and ugly, but if 1,001 people come and apply for temporary residence permits when the quota is 1,000, nothing can be done for the ‘superfluous’ person.”

Seil argues it is not profitable for Russian state agencies to issue temporary residence permits, but those who have work permits are forced to pay 3,500 rubles [approx. 50 euros] a month in Tomsk Region.

“It is unprofitable, of course, for the state to lose this source of revenue. Tomsk Region makes several million [rubles?] a year from the tax on the work permit alone,” says Seil. “I’m certain that if the quotas were set so the numbers reflected the circumstances in the region, there would not be a huge difference between supply and demand, and emergencies would be prevented. Something similar happened last year. People nearly broke the door down, there was such a brouhaha.”

Seil condemns the actions taken by employees of the immigration center.

“Maybe an emergency really did occur, but why was it necessary to close the doors at 11:30 a.m.? They could have tried to resolve the difficulties. Employees at such institutions like to boast that if closing time is 6 p.m., they won’t work a minute later than 6 p.m. Sure, they wear uniforms [i.e., because the FMS was dissolved, and a new immigration entity was established within the Interior Ministry, that is, within the Russian national police force—TRR], but why treat people that way? They could have worked at least another ninety minutes, until lunch time, in order to take the situation down a notch.”

Quotas have been reduced nationwide in 2018, not only in Tomsk Region. In November 2017, the Russian government approved a quota that provided for only 90,360 temporary residence permits, which was 19,800 fewer permits than were allowed the previous year. In 2016, however, the quota was 125,900 temporary residence permits, and in 2017 it was 110,160.

According to a prognosis by Rosstat, Russia’s able-bodied population will have decreased by seven million people by 2025. A reduction like this cannot be compensated only by increasing the Russian population’s labor productivity and economic activity, so an influx of immigrants is necessary for economic growth.

In Russia, there are six people left who can tell tales, sing songs, and simply converse in one of the world’s most ancient languages.

The dialects of the Selkup language are unique. For example, they have retained semantic stress (that is, stress that changes the meanings of words). It was inherited from Proto-Samoyedic, the language spoken in Siberia before our era. Researchers from around the world study the Selkup dialects, and Russian linguists recently were awarded an unprecedented grant to research them. If the language of the southern Selkups disappears before scholars are able to record it, what the language has preserved for thousands of years will disappear forever. 

“God got paradise, the Devil got Narym Territory,” laughs an elderly mustached man as he tosses another heavy bag on board the speedboat or kaeski. The boat is moored directly to the shore, since there is no dock. It is loaded with food, parcels, and medicines, as well as children.

“He’s going to his grandma’s. You see that he doesn’t forget to get off at Shpalozavod.”

There are no strangers here at all. The first mate, who sells tickets printed back in Soviet times, regards us with suspicion.

“May I ask where you’re going? To Narym? Whatever for?”

“We’re writing an article about the Selkups.”

“Ah . . . More researchers going to see our Ostyaks.”

He closes the door to the deck. It is strictly forbidden to go on deck when the boat is under speed: the weather is poor, and the boat is badly buffeted. In short order, the small craft jumps right into the middle of the Ob River. On the right is the taiga, on the left is the taiga. For several hours and many kilometers there is nothing but the taiga.

Like Sverdlov and Stalin
There are now less than fifty indigenous minorities in Russia. The list of these peoples was approved at the beginning of the twenty-first century, and it has been constantly revised downward. The Selkups are relatively numerous. There are a few thousand of them in Tyumen Region, fifty in Krasnoyarsk Territory, and nearly two thousand in northern Tomsk Region, where Narym is located. The term Selkup emerged and gradually came into usage in the 1930s. Previously, the names Ostyak and Ostyak-Samoyed were used. They are still used in ordinary, non-scholarly language, and sometimes they seep into official documents. The Selkups tend to call themselves Ostyaks.

The Selkups have been divided the last three hundred years or so. There are the northern Selkups, who live along the Taz and Turukhan Rivers, and there are the southern Selkups, the Narym Selkups, who live in the middle basin of the Ob River. They have different folkways, now nearly erased by time and assimilation, and different dialects. If Selkups speak their native tongues, southerners would not understand northerners. Only they do not speak it. The Selkups started to disappear and assimilate as early as the nineteenth century, and the language retreated when the Selkups settled in Russian villages. Their secretive, forest way of life came to an end.

“An airplane flew to Narym once a week, and ships would arrive daily, not just one, like nowadays, but many. But now we’re like Stalin and Sverdlov, like Sverdlov and Stalin. Hey, young folks, do you know who Stalin is?” a female fellow passenger asks us.

Narym was a free land. In the sixteenth century, it was ruled by the Skewbald Horde, a group of four hundred Selkups, according to the written sources, or five million, as a beautiful brochure published by the local authorities claims. The horde was led by Prince Vonya, an ally of Kuchum Khan, ruler of the Khanate of Sibir. Battered by Cossack detachments and tsarist military governors, the khanate fell. The Skewbald Horde surrendered only after construction of Narym Fortress in the late sixteenth century.

Narym was no longer a free land. Common criminals and enemies of the regime were exiled there, including the Decembrist Nikolai Mozgalevsky, the Latvian communist Jānis Pieče, the Bolsheviks Yakovlev, Shishkov, and Tomsky, and Stalin and Sverdlov, the latter along with his youngest brother. The political prisoners were not guarded very closely, and many of them managed to escape. Stalin, for example, spent only forty-one days of a five-year exile in Narym before grabbing a steamer to Tomsk and traveling from there to Switzerland, where he resumed his revolutionary career.

Little People
“You Russians distort everything. Ostyakh is not what Selkups called themselves, but what the Khanty called them. It means ‘here I am.’ Or take nyar’m, ‘marsh’ in Selkup. But no, you turn it into Narym.”

Ludmila walks quickly, almost at a run, over the boardwalks that do the work of sidewalks in Narym. It is late and quite cold. The museum, which contains three rooms on political exiles and one room on the Selkups, closed much earlier in the day, but Ludmila has agreed with the people who run it to open it for us.

“Not all Selkups like it when people come and interrogate them.”

“But you like it?”

“My cow has been waiting for over an hour to be milked, and yet I’m running around here. But I realize we have to tell people about ourselves.”

I ask Ludmila why this is necessary.

“Because we exist,” Ludmila says.

In front of the little house of the peasant Alexeyev, where Stalin was quartered, is a karamo, a Selkup dugout. The house is authentic, but the karamo is a reconstruction: the Selkups ceased living in them in the early twentieth century. However, Ludmila says her nephew builds the very same dugouts when he hunts sables. Selkups still also build lean-tos, sheds mounted on piles to keep rodents from pilfering victuals.

Ludmila, whose Selkup father died young, grew up in a small Selkup village with her Russian mother. All traces of the traditional way of life had vanished. The village was dying.

“Dad took me fishing with him,” says Ludmila. “What can you say? He was an Ostyak and fished well. We were still eating dried fish several years after his death. He was ill and that’s why he took me along. He thought if he kicked the bucket, then at least I, a living soul, would go find people and tell them where his body was. When Dad felt weak, he would lie on the sand, half asleep, half breathing. I would lie next to him, gazing at the forest, at all the bugs. The trees would sway, but what was beyond the trees? Bears? People? I was frightened.”

Ludmila takes us to her sister Raisa’s house, telling us on the way that bears have become more frequent in Narym in the past year. Тhey snatch cows, stroll down the street, and rip dogs to shreds. If people guard one side of the village, they will infiltrate it from the other side. Ludmila feared them as a little girl and still fears them as an adult. Bears are inventive, cagey animals. The surrounding area is chockablock with them.

When she greets us at the door, Raisa suggests “freezing” us, that is, getting out cold fish, so-called chush, cut into large rings.

“Do you go far to fish?”

“We fish right here on the creek.”

The “creek” is Raisa’s name for the Ob, Russia’s longest river.

Neither Raisa nor Ludmila speaks Selkup. They know only certain words.

“It wasn’t the done thing. Yeah, the old people spoke Selkup. We understood them, but replied in Russian, especially after going to boarding school.”

All the children from the tiny Selkup villages were not sent to a regular school in nearby towns, but to special Selkup schools many kilometers away. They were part of the special welfare system for the indigenous minorities of the Russian North, a system crowned by the Institute of the Peoples of the North, which still functions in St. Petersburg. During the impoverished postwar period, the boarding schools provided their young charges with everything from food to clothing. Being sent to such a boarding school was considered good fortune and a privilege. But this same privilege almost completely destroyed the Selkup language and eroded ethnic self-identity. The children would come back home speaking Russian, but more seriously, they no longer wanted to living in the small, impoverished Selkup villages.

I ask Ludmila and Raisa whether they liked boarding school. They answered yes without hesitating. Nourishing food, good clothes, and friends, with many of whom they are still in touch.

A minute later, however, Raisa adds something.

“The boarding school influenced us. We got used to getting ourselves out of scrapes. We worked and we studied, and our parents helped us. But our own children are not independent. They are softer. They cannot do the things we did. I always told myself when I had a child I would not give it away to anyone. This is probably because of the boarding school.”

Boarding school students were teased, but Raisa remembers this without malice.

“Well yeah, we were teased, of course, and people said we drank a lot, that we were poor and narrow-minded. Only certain people would get stuck on this, and I would put my arms on my hips and say, ‘Yeah, I’m an Ostyak. What of it?!’ They didn’t know what to say.”

According to Ludmila, many of her fellow villagers are embarrassed of their ethnicity and identify themselves as Russians.

“Then the neighbors say to them, ‘You have passed yourselves off as Russians, but what you going to do with your Ostyak mug? We’re forest people, little people. Everything gives us away, including our faces and figures.”

The Last Native Speaker
Parabel, the district center, is a large, rich village, founded in the seventeenth century on the site of several old Russian settlements. Nowadays, major oil and natural gas pipelines run through it. Gazprom runs a compressor platform and oil pumping station in the village, and so its freshly paved streets are filled with foreign-made cars, and the rooms in certain hotels are never vacant, because there are many business travelers. There is a cinema, a cultural center, and a large museum, which has grown over the nearly thirty years since the Soviet Union’s collapse from a small in-school museum to a large-scale history and ethnography museum.

“When the Selkups organized themselves, culture got involved. What did you expect?” Irina Fokina, head of the local culture department explains. “They said it to me just like that: ‘Irina Petrovna, the time has come to deal with the small peoples.'”

“Did you know anything about the Selkups before this?”

“When I was at school, we didn’t know any Selkups. The Ostyaks, on the other hand, lived with us, and they were sometimes spoken of poorly,” Fokina falters, choosing her words carefully.

“They called us ‘second class,'” laconically notes Irina Korobeinikova, the last native speaker of the Narym dialect of Selkup and the person who launched the southern Selkup renaissance.

The notion of a “native speaker” is a quite broad concept, a concept with numerous gradations, ranging from people who remember a few words of their native language from childhood to those who converse with household members in their native language as adults. There are no such people left among the Selkups. Irina speaks Selkup fluently and publishes fairy tales and legends in her native tongue, but as reverse translations. First, she recalls a story or reads a Russian transcription of it, as recorded by ethnographers, and only then does she translate it into Selkup. Her children do not know the language. Even her brother, who grew up with her and has heard his fill of Selkup, converses with his sister in Russian.

“But why doesn’t he want to speak his native language?”

“He says he doesn’t want to and that’s that. Who can say?”

Irina spoke only Selkup until the age of seven, mainly with her grandmother, who raised her six grandchildren. Grandmother hunted and fished. Irina’s mother was also a good hunter. She and her sister would bring in two thousand squirrels per season and turn them over to the Soviet state in return for fabric to make a dress or a cashmere scarf. Did the Russian women hunt? Irina says she cannot recall such a thing. It was a purely Selkup practice.

“Did you call yourself Selkups?”

“We called ourselves chomilkups, forest people. Mom and Dad were identified as Ostyaks in their internal Soviet passports, while I was identified as a Selkup. By the way, when I went to the first Congress of Indigenous Minorities, in Kolpashevo, I raised this question when the head of the passport office spoke. I was indignant. Am I not related to Mom and Dad? I was told the academic world had settled on it. This was how our people were now called.”

Irina’s grassroots activism kicked off during perestroika.

“The authorities really supported us then.”

Korobeinikova recalls with pleasure the Congress of Indigenous Minorities of the North, this time held in Moscow, and meeting Mikhail Gorbachev.

“The Yakuts and I went up to him. He had only recently been elected. We congratulated him. He shook our hands, and what soft hands he had. He had only ever held pens and papers in them, not shovels, as we had.”

The Soviet Union’s collapse opened borders, and foreign linguists came to see the Selkups. Irina shows me the first Selkup-Russian dictionary, published in Hungary. She tells me about a trip to Hamburg, where she was invited to translate texts in Selkup, written down by German scholars way back in the late nineteenth century. When I see a photograph of a jolly Japanese woman, dressed in a reconstructed Selkup costume, I cannot stand it anymore.

Irina smiles subtly and says, “That is because we’re so interesting.”

Happy People
“One of them just left. She was writing down everything. Either researchers are showing up or Irina comes. They sit down with their laptops and off they go. How did you do this? How did you do that?”

Illarion Ivanovich Izhenbin, a Belomorkanal cigarette dangling from his mouth, pumps the tire on his granddaughter’s bike. He lives in a two-storey stone house. There is a nest in the entryway: five swallow chicks protrude from it. Illarion says it’s a good omen, but the chicks are too loud. Sometimes you can hear them in his flat.

“Are you tired of talking with researchers?”

“Would that I could remember something. I have lived among Selkups my whole life. When I go fishing, and it’s quiet and there is no one else round, I look at things and translate them silently. What are the Selkup words for stars, moon, and water? I spoke only Selkup until 1957. Do you know Selkup’s distinguishing trait? It has no foul language.”

“How did people curse?”

Homo tat! is the most you can say. It means ‘I’m sick of you,’ ‘Go to hell,’ ‘Don’t hang around here.'”

Illarion was also raised by his grandmother. His father was burned to death in a tank near the Reichstag four days before the Second World War ended, while his mother constantly worked in the fishing fleet of small Selkup village. As a boy, he fashioned arrowheads from tin cans, hunted with a bow, set traps, and fished.

“Granny taught me so well that if you left me in the wild with a knife and matches, I could survive,” he says. “She also always told me to look backwards, between my ears, to make sure there were no animals or bad men behind me. The taiga is not evil, but you can’t say the same thing about men.”

Illarion still goes out hunting, but he brings almost nothing back.

“When I catch sight of a squirrel or chipmunk and take aim, I feel sorry for them. After all, I converse with them. If I kill them, with whom will I converse? We are always asked what constitutes our identity, and it is bound up with hunting and fishing. So now my identity has left me, because I almost never kill animals.”

Illarion’s internal passport lists him as Russian, while his military service card identifies him as Ostyak.

“They came up with these Selkups of yours only when Khrushchev ascended the throne,” he says.

“How were Ostyaks treated?”

“Ostyaks were respected everywhere. I have been through the mill, but I was and always will be an Ostyak. When I meet old acquaintances at the police station, they say, ‘Illarion, for the things you were sent down for, you wouldn’t get three days in jail in our day and age.’ I went to prison camp six times.”

“Did the people in prison know you were an Ostyak?”

“Until I was fifty that was my nickname: Ostyak. Afterwards, they started calling me Grandpa. It means my life is over.”

Izhenbin recalls visits by researchers from the University of Vienna and the University of Budapest. There have been lots of Germans.

“I got such a kick from one professor. He and I went fishing. He got himself muddy from head to toe, pulled out some crap half a palm long from the river, and said, ‘Wonderful!’ Do you know what that means in English? The little fish is excellent. Then I took him out to pick pine nuts, and after that we made fish soup and drank vodka. He told me that for him to spend a day like that at home, he would have to work for a whole year, but we live this way all the time. We are happy people.”

Every Tree in the Forest, Every Fish in the River
“There’s a lot of terra incognita in researching Selkups in general and Selkup culture in particular, but you reporters always ask the same questions,” says Grigory Korotkikh, displeased. “For example, why did I, a Russian, take up the study of the Selkup language, and what is written on my t-shirt?”

The slogan on his t-shirt reads, “Every tree in the forest, every fish in the river would understand you if you spoke Selkup.”

Grigory, who is 17, grew up in Seversk, a closed city not far from Tomsk, but we meet in Moscow, where he is attending a linguistics camp.

“I had tried learning different languages of the indigenous minorities of the North. It’s just that I was able to making a living connection with the southern Selkups,” says Korotkikh.

Grigory stresses he is primarily interested in the academic, linguistic aspect, but he almost immediately interrupts himself to say nothing has been done for the Selkup people. There are no books in Selkup, and the language has not been studied in a centralized way.

“We publish academic articles, but only for each other, for other researchers. It means nothing to the Selkups themselves,” he says excitedly. “The Selkups may, in fact, be happy to study their own language, but they have no means to do so.”

Grigory is the Seversk representative of the grassroots organization Kolta-Kup, which promotes the interests of the indigenous peoples of the North. His colleagues predict a big future for him in grassroots activism. There is a lot of work to be done. Local officials say the right things to indigenous peoples, but in practice they are treated as colorful ethnographic attractions, entertainment for tourists, and a means of reporting to higher-ups that the officials have been solving the problems of the local populace. Activists have not even been able to get a full-time position of Selkup language teacher established in the schools. Ludmila Shadrina in Narym and Irina Korobeinikova in Parabel ran their Selkup language and culture clubs at their own behest.

Non-Russian Languages
Tomsk is a university town. When you drive down the city’s main boulevard, still called Lenin Avenue, you pass Tomsk Polytechnic University, Tomsk University of Control Systems and Radio Electronics, and Tomsk State University. Nadezhda Fedotova, a linguist at TSU, tells me how Tomsk and Moscow scholars managed to get the first academic mega grant in the field of linguistics, thus becoming part of an unprecedented program for financing university-level research in Russia.

The linguists’ overarching goal, which they stated in the application for the mega grant, is to describe the languages of Southern Siberia as fully as possible. Andrei Dulzon, a Soviet linguist, ethnologist, and archaeologist, began tackling the problem in the mid twentieth century. Exiled to Tomsk in 1941 as an ethnic German, Dulzon had lost everything from the ability to work in his profession to his unique card catalogue of dialects. In 1943, he was enlisted to work in the mines, but a year later the authorities relented and allowed the researcher to work at the Tomsk Pedagogical Institute. Dulzon had specialized in German dialects in Moscow, but in Tomsk he took up a new area of research, the indigenous peoples of Siberia, and carried out a revolution in the field. He encouraged archaeologists to excavate Siberian burial mounds, and he organized regular ethnographic and linguistic expeditions that collected so much raw data it is still being processed.

“Our ethnologist colleagues in Tomsk had already won a mega grant, and the tradition of researching minority languages has been a good one,” says Fedotova, “so it was decided to set up a linguistic anthropology lab here under the direction of Anna Dybo. And there she is!”

A corresponding member of the Russian Academy of Sciences, the linguist and Turkologist Anna Dybo rides her bike toward the university library, which houses the lab. It is eight in the evening, but no one is planning to go home, despite the fact the linguists had to attend continuing education lectures all day.

According to Dybo, the lab currently employs seventy people: its funding is incomparable to any research group in the west. The most expensive line item in its budget are the expeditions to meet with native speakers of minority languages, but a lot of money is also spent on processing the data they collect and publishing it in the shape of huge dictionaries and text corpora. A text corpus is a gigantic structured set of texts, selected and processed according to certain rules, which is used to study a language, test statistical hypotheses, and validate linguistic rules. For all this to work, programmers and linguists must engage in a nonstop collaboration. At first, they worked for the sheer joy of it, but nowadays Russian technical designs are a product willingly purchased in the west. In addition to processing material that has already been collected, computer technology is used in field work, for example, a system that catches the way a person perceives a spoken word by tracking certain eye movements.

“Did you know the Selkups have a word meaning all colors at once?” asks Yulia Normanskaya, doctor of philology and head of the university’s Uralic languages department. “Green, blue, yellow, gray . . . Simply put, in their language, grass, the sky, and dandelions are the same color. When you ask them to translate it into Russian, they imagine it as one color.”

Normanskaya got interested in minority languages in her youth after she learned her ancestors had translated the Gospels into the Chuvash language. Consequently, nearly all of them were shot during the Revolution.

“In the late nineteenth century, the Russian Orthodox Church set up a Translation Commission to publish books in non-Russian languages,” she explains. “The primary aim was to spread the Word of God among minorities, but they published not only liturgical literature but also dictionaries and children’s tales.”

There were also medical brochures, e.g. “On Cholera,” “On Trachoma,” and there were moral tracts. Many of these publications have been lost irretrievably, although some have been preserved at the Russian National Library in St. Petersburg. Another set was unexpectedly discovered in Finland. Normanskaya was looking through the card catalogue at the Helsinki Library [sic] and found information there about the publications of the Translation Commission. The booklets were simply lying in boxes, unsorted. No one had been making use of them or done any research on them. The find included three large books in Selkup, among them a complete translation of the Old and New Testaments, although the received opinion was that alphabets had been devised for the vast majority of indigenous peoples, including the Selkups, in the 1930s under Stalin. In Soviet times, the books of the Translation Commission were discussed pejoratively and accused of being primitive. However, by working with modern native speakers of minority languages, researchers have shown that, in fact, the books were a quite accurate record of the living languages.

“When you compare a map of native speakers of minority languages in the early twentieth century with the current map, the impression is, of course, completely catastrophic,” says Normanskaya. “Even when Dulzon was active, there were dozens of villages where people spoke only Selkup. Currently, there are six people who can tell tales, sing songs, and generally speak the central and southern dialects.”

The Selkup dialects are unique. For example, they have retained semantic stress (that is, stress that changes the meanings of words). It was inherited from Proto-Samoyedic, the language spoken in Siberia before our era.

“On the one hand, we see an impoverished daily life in which people barely speak their native tongue, and many are ashamed to admit they are Selkups. On the other hand, we find a unique language that has retained ancient features over the millennia, a language that converts into Enets, Nganasan, and other geographically remote languages with mathematical accuracy,” says Normanskaya.

If the language of the southern Selkups disappears, and researchers do not record it in time, what has been passed down through the centuries and preserved in the language for thousands of years will remain unknown forever.

“But if we described these dialects,” adds Normanskaya, “it would be one more proof that languages change in an amazingly systematic way. By converting words from one language into another according to mathematically exact rules, we can restore the pronunciation of the Siberian languages that existed before our era.”

I ask Normanskaya whether we should preserve a language if people do not want to speak it. Norman smiles and, instead of answering my question, recounts how the Soviet linguist Valentin Rassadin invented the Tofa alphabet in 1988. At the time, the Tofas themselved did not converse in their native tongue at all. In the 1990s, actvists in the Tofalar ethnic movement got the Tofa language, as written in Rassadin’s alphabet, on the curriculum of schools and kindergartens, and currently there are whole villages that speak Tofa. The Tofalars consider the linguist Rassadin a national hero.

The rally was held today at the Monument to the Construction Brigades, reports vtomske.ru’s correspondent.

According to our correspondent, around fifteen people were involved in the picket. One of the participants, Anton Sharypov, said that its main aim was to draw attention to the problem of political prisoners.

“In Russia today, there are many people who are subjected to illegal arrest, to what amounts to political repression, for their civic and political stances. We demand the release of those who are in prison and an end to torture and crackdowns so that people can live freely, grow, and help their country. None of these people are terrorists, which is how they are presented. They are ordinary people who work and study, and in their free time they are socialists and anti-fascists. They lend a helping hand to trade unions and grassroots groups. They are not criminals and murderers,” he explained.

In particular, the Tomsk residents at today’s picket supported Dmitry Buchenkov. According to federal media, Buchenkov has been accused of a resisting a riot police officer during the riot on Bolotnaya Square in Moscow on May 6, 2012. He was arrested on December 3, 2015.

“We believe this is a provocation on the part of the security forces. There are witnesses who have testified that [Buchenkov] was in Nizhny Novgorod, his hometown, that day. However, he was basically abducted. His lawyers were not allowed to attend his pretrial custody hearing, and his relatives did not know his whereabouts for a long time. Now he is in police custody. They are going to try him on the basis of a photograph of another person. We believe this is political repression,” said Sharypov.

The picketing Tomsk residents also showed their support for Sergei Udaltsov, Alexei Gaskarov, and Tomsk activist Yegor Alexeev, who is suspected of posting extremist videos on the VKontakte social network, and collected donations for an aid fund for victims of political repression.
