The Problem with Bothsidesism

Is this monstrous war of aggression really between two equal sides?

An open letter in response to the Manifesto Against the War

Dear comrades,

I write in anger and sorrow about your Manifesto Against the War, to which I turned in the hope of learning from you about how we can situate the anti-war movement in the wider struggle against capital.

Enumerating the causes of military conflict, you refer, first, to “the growing rivalry between the greatest imperialist powers”. Third is “Islamic fundamentalism”. But before that, second, comes that “the US government has positioned its military alliance system, NATO, against the Russian Federation to prevent the integration of the defunct Soviet empire’s successor into an enlarged, stable and peaceful European order with mutual security guarantees”.

You don’t explain why you think that, in this age of the deep crisis of the capitalist system – which in your words “unleashes ever more violent struggles for geostrategic zones of influence” – such a “peaceful European order” could ever have been possible.

That hope, embraced by Mikhail Gorbachev and many social democrats in the 1990s, was surely dashed as the economic crises of neoliberalism (1997-98, 2008-09, etc) multiplied, as the Russian bourgeoisie emerged in its 21st-century form on one hand, and the alliance of western powers pursued their murderous wars in Iraq, Afghanistan and elsewhere on the other.

You don’t explain why you name the US government and NATO, and Islamic fundamentalism, as causes of the current war … but not the Russian elite, which actually started it.

You turn causes into effects, and effects into causes, in order to justify this focus on the US and NATO. So, immediately following your point about the US using NATO to prevent Russia’s integration into a stable European order, you continue: “The sabotage of Nord Stream 2 shows that economic pressure is just as important here as it is in the positioning against China.”

This just doesn’t fit with the facts. Nord Stream 2 was a major point of dispute between the German ruling class and its US counterpart. For years, the US sought to sanction the pipeline, and the German government resisted. In July 2021, the Biden administration struck a deal with chancellor Merkel under which the pipeline would be completed. The German desire to integrate Russia, at least as a trading partner, prevailed.

The pipeline was finally frozen by the new German chancellor, Olaf Scholz, on 22 February, the day after Russian president Putin recognised the Donetsk and Luhansk “people’s republics” – a clear indication that the Minsk peace process was finished and that Russia was preparing for some sort of war. Russia acted; Germany reversed its long-standing policy.

The freezing of Nord Stream 2 put no discernible economic pressure on Russia, anyway. The point of the pipeline was to enable Russia to pipe gas to European destinations without taking it across Ukraine. It was designed to reduce Russian dependence on Ukraine for pipeline transit, that is, to produce a geopolitical benefit rather than any significant economic benefit. The western powers have imposed heavy economic sanctions on Russia – after it invaded Ukraine on 24 February.

The reason you mix up causes and effects is clear. Your narrative description of the post-Soviet period mentions the collapse of the Soviet empire, the loss of those (to my mind illusory) “quite favourable” chances of Russia “democratising” – and then the failure of that option due to NATO expansion. The arrogance inherent in that expansion “created the external conditions in Russia for the implementation of a strategy of imperialist revisionism” under Putin, you say.

I would dispute the prevalence of NATO expansion as an “external condition”. I think the broader crises of capital, and of its neoliberal management strategy, were far more important. But what about the internal conditions? You don’t mention those. What about the reconstruction of the Russian bourgeoisie in the post-Soviet period, and its relationship with the post-Soviet repressive apparatus represented by Putin? Where does that fit into your analysis?

Your focus on the “external condition” means that your account of Russian militarism is one-sided. The Georgian war in 2008 and the annexation of Crimea were “warning signals” that were “disregarded” by NATO, which, according to you, built “infrastructure” in Ukraine. What “infrastructure”? (NATO was always divided about admitting Ukraine as a member, and until last month’s invasion kept its military relationship with Ukraine at a low level.)

Your account of Russian militarism starts in 2008. What about the murderous assault on Chechnya in 2000-02, which first cemented Putin’s position as president, and was supported by NATO? What about the Russian assault on eastern Ukraine in 2014, which you incorrectly describe as a “civil war with indirect Russian involvement”? What was “indirect” about a war in which Russian mothers lost their sons on the front line, fighting in Russian army uniforms? What is “indirect” about the massive logistical, financial and political support given by the Russian government to the Donetsk and Luhansk “republics”?

Most telling of all, you don’t mention Syria. The drowning of the Syrian uprising in blood in 2015-16, surely the greatest defeat of a revolutionary movement in this century, was accomplished by the Assad regime with powerful Russian military support.

The NATO powers stood back and allowed this to continue (while they themselves fought their own wars in Iraq, Libya and Afghanistan) for the same reason that they acquiesced in Putin’s actions against Chechnya, Georgia and Ukraine: because for all their disavowals of “spheres of influence”, they were content that Russia should act as a gendarme for international capital in certain geographical areas. As indeed they were content to see Russian troops intervene against the Belarussian uprising in 2020, and in Kazakhstan in 2022.

You write: “this catastrophic war of aggression was also preceded by imperialist acts of aggression on the part of the West, which provoked in Putin’s Russia a geostrategic logic common to all imperialist power elites”. Sure! The Russian empire, with its rich history of suppression of its colonies and its own people, needed to be provoked by the western powers, in order to make war on the oldest of those colonies. Just like the British ever needed provoking, before making war on Ireland. (I hope my sarcasm comes through OK in a written text.)

Your policy proposals reflect your skewed view that this is a war between two equal sides. You make serious points, and I hope they are discussed. But first we have to be clear. Is this monstrous war of aggression really between two equal sides? Only one side is shelling and terrorising civilians, and arresting and murdering those who defy its occupying forces. (Remember Putin’s declaration on the first day? “We don’t intend to occupy”? Tell them that in Mariupol.)

Do you really believe this is an inter-imperialist conflict, with no element of a people’s war? Why else did you neglect to mention those thousands of Ukrainians fighting outside the state framework to defend their own communities, with arms in hand or in other ways? Because they didn’t fit your preconceived interpretation?

I write with anger because I have had such great respect for some of the signatories of the manifesto, and the contribution they have made to the development of socialist thinking. In the 1990s – when studying both the Russian revolution and modern-day Russia showed me that Trotskyism, the framework I had accepted before then, was wanting – autonomism was one of the trends that I began to study and learn from. Including what some of you have written.

Your statement looks as though you decided the conclusion – that this is fundamentally an inter-imperialist conflict, and nothing more – and worked back from there to interpret the facts. Comrades, that’s the wrong way round. The younger generation deserves better, from all of us.

Goodbye to All That

One thing I find especially charming about certain Russians, often academics, who have lived for decades in “straunge strondes” (чужбина), is their conviction, now that the current “vegan” times have permitted them to make occasional and even annual junkets back to the Motherland, that life here is now nearly the same in every respect as back in the straunge strondes.

I’ll leave to one side the political aspects of this queer conviction, focusing instead on a single aspect of everyday life. I’ve heard it said a million times by many a Russian not resident in God’s Heavenly Kingdom on Earth full time or even part time (really) that wi-fi and internet connections here are the top of the pops, so much better than wherever they live, surrounded by black people and Mexicans and uncultured rednecks.

I have to admit that, outside of Russia, my only experience of wi-fi and internet connections over the last ten years or so has been places in the States and elsewhere where I’ve stayed for short stretches, including my parents’ farm, my sister’s house in the Cities, and the apartments of friends in other cities and countries, as well as my own secret hideout in Free Finland.

In all these places, I enjoyed shockingly fast, nearly outage-free internet and wi-fi connections. I can count on the fingers of one hand the number of times there were full-fledged outages in Free Finland, and all of them were sorted out in a matter of an hour or two, if not in a few minutes, with the sincerest of apologies by my Finnish providers.

As for the Cradle of Three Revolutions, everything was cool and seemingly getting cooler until sometime in the past year when, I suspect, the FSB placed so many demands, both physical and financial, on internet providers, that they are now no longer capable of doing routine maintenance on their networks and upgrading their hardware and software, despite the growing demand for their services on the part of the taxpaying and fee-paying populace.

But the ISPs serve a higher power—the siloviki—who are so out of their minds right now as to imagine you can organize a revolution on VKontakte by reposting pictures of Nazis and Navalny or something of the sort. They thus have to have ever-increasing capacities for surveilling the peons they rule over like medieval liege lords (or so they imagine), and they have tasked the country’s internet providers with giving them lots of electronic windows into the souls of these traitorous worms.

At least, I hope this is the case, because otherwise the sheer misery and torment visited on us since approximately last spring by our once faithful internet provider, long ago swallowed up by another company from Moscow and bereft of all the charms and virtues it had back in the days when I was one of its first customers, are inexplicable.

One look at the junction box in our attic will tell you tell that, in fact, is where the problem lies, and yet every time our internet goes under, which can be several times a day, the mumblers who man the phones at our provider’s tech support service run us through the same routines, all meant to persuade us morons that the problem is with our computers or even with our ignorant selves, not with the woeful state of the junction box in the attic or farther down the line.

Things turn from irritating to tragicomic when our provider sends an actual person to fix the mess. Nearly all of them (at this point, a dozen or so have darkened our door since spring) start out by ringing the changes on our wi-fi router, which supposedly has to be replaced, or the plastic snap connector on the end of the broadband cable or the cable itself.

If we can induce them to go up into the attic and open the junction box or just look at the junction box, which has wires poking out from in in all directions, like a Dalek gone south, they break down and admit the problem is on their end. If they’re kind and competent, they might apply a temporary fix by switching out a couple of cables in the box.

Then we have the joy of living humanity’s shared electronic life for an hour or two, or day or three, or, god forbid, a whole week. Sooner or later, though, the plug will be pulled on our meager joy, and our provider, unable or unwilling to give us the real explanation for the problem (our junction box? their servers back at the head office? SORM?), will plunge us back into their rehearsed routine of selling snake oil to their loyal customers, whose nerves shattered and hearts broken, their ability to do their own work suspended indefinitely.

I think all of us who actually live in the real Russia full time could make a long list of the country’s practical shortcomings, without once touching on politics per se, and the list would be long and sobering and, occasionally, incredibly frightening.

But the crypto-Putinists who teach at places like Berkeley and don’t actually live here and never or hardly ever deal with this failed state, don’t want to have the hard talk about how nearly all of these eminently practical failures are caused, ultimately, by wildly bad governance.

No One to Call Them on the Carpet

At this point in their downward spiral towards worldwide moral and intellectual superiority, it is sometimes as hard to compliment Russians as it to make common cause with them or, on the contrary, argue with them.

I was thinking about this in a different connection when my attention was drawn to this column by Masha Gessen, published two days ago by the New Yorker.

The column is an odd beast.

First, Ms. Gessen makes a sound argument, based on hard, easily verifiable facts, but then she does an about-face and acts as her argument’s own resentful, miserably uninformed whataboutist, drawing false parallels between commemorations of the Second World War in Russia and the US, and the roles played by Putin and Trump in tarnishing these memorial events with their own sinister political agendas.

She is thus able to set readers up for the column’s takeaway message: “[T]he Trumpian spin on [the Second World War] is all maga, which makes it essentially the same as Putin’s.”

Ms. Gessen once was one of my favorite reporters, especially back in the days when she wrote for the weekly Russian news magazine Itogi.  Later, I adored her poignant, richly rendered dual portrait of her grandmothers and the turbulent times of their younger years. I would still urge anyone curious about what the Soviet Union was really like under Stalin and after his death to put the book, Ester and Ruzya, at the top of their reading lists.

Nowadays, however, Ms. Gessen finds herself in what should be the unenviable position of having no one willing to call her on the carpet. Whatever she writes and says is regarded as the gospel truth, apparently, by her editors, readers, and listeners. In any case, I have never come upon any criticism of her work, at least in Anglophonia.

Her editor at the New Yorker, David Remnick, himself a Russia expert of sorts, has gone missing in action when it comes to editing critically what she writes about the country of her birth, and so has everyone else who could be bothered to notice the sleights of hand and sophistry in which she now indulges all too often.

In this case, it is simple. In the United States, there has been nothing like the overbearing politicization of victory in the Second World War as there has been in Russia since Putin took power twenty years ago.

The US does not even have a public holiday commemorating victory in the war, whether on the European front or the Pacific front. I think this says something. Maybe what it says is bad, but the importance of the “victory” for US society, especially now that nearly seventy-five years have passed since the victory was declared, has been waning with every passing day.

More to the point, whatever deplorable uses Trump may have made of the war, he has had a mere two years in office to do his damage, while “decisive victory” in the Great Fatherland War (as the war is called in Russian) has long played a central role in Putin’s eclectic, opportunist but extraordinarily reactionary ideology.

It is an rather odd stance, since the Kremlin regularly speaks and acts almost as if the Putin regime and the current Russian Armed Forces achieved victory over the Nazis in 1945, rather than the Stalin regime and the Red Army.

Victory in the war has been used as much to bludgeon the regime’s “traitors” and “enemies” into submission as it has been used to brainwash the Russian people into a false sense of national unity and international moral superiority.

Of course, there have been periods since 1945 when victory in the war was politicized by the US establishment, too. We need only think of Tom Brokaw’s “greatest generation” and, years before that last gasp, the ways movies and TV shows about the war functioned as surrogates for reinforcing western capitalist ideology during the Cold War.

As should naturally be the case, however, since the war ended a long time ago, and most of the people who witnessed it and fought in it have died, it has meant less to the rising generations in the US than it did to the generations of my grandparents (who fought in the war, if only on the home front) and my parents (who were born just before or during the war), and even to my own generation (who grew up in a vernacular culture still permeated by memories of the war, sometimes embodied in our own grandparents and their age mates, and a popular culture still awash in books, comic books, TV serials, movies, toys, and other consumerist junk inspired by the war).

A gradual waning of interest in the war should have happened in Russia as well,  albeit in a manner that acknowledged and honored the war’s much greater impact on the country and all the other former Soviet republics.

In the nineties, under the “villainous” Yeltsin, this was on the verge of happening.

I remember going to the Victory Day parade on Nevsky Prospect in Petersburg in 1995. It was the fiftieth anniversary of the war’s end in Europe, but the main event consisted only of columns of real war veterans, some in uniform, some in civilian dress, all of them wearing their medals, marching down the Nevsky accompanied by a few marching bands and a military honor guard, if memory serves me.

Tens of thousands of Petersburgers lined the pavements, cheering the veterans, crying, and occasionally running out into the parade to hand them flowers, kiss their cheeks, and thank them personally for their courage.

It was simple, dignified, and moving.

But then a new mob took over Russia. The new mob wanted to rob the country blind and install themselves in power for as long as they could, so they had to convince their victims, the Russian people, of a number of contradictory things.

One, the highway robbery, as committed by the new mob, was for their own good. Two, the highway robbery was making them better and their country great again; it would bring “stability.” Three, the highway robbery was spiritually underwritten by the former country’s former greatness, as demonstrated, in part, by its victory over the Nazis in the Great Fatherland War.

It is not true that all or even most Russians have swallowed all or even most of this dangerous nonsense.

Putinism, however, has destroyed politics in Russia not only by demolishing all democratic institutions and persecuting grassroots activists and opposition politicians in ever-increasing numbers.

It has also disappeared most real political issues and replaced them with non-issues, such as nonexistent “threats” to the glory of Russia’s victory in WWII, as posed by “traitors” and hostile foreign powers, the completely astroturfed “upsurge” in “love for Stalin,” and several other fake zeitgeist events that have been designed purposely to set the country’s dubious troika of official pollsters polling like never before and take up oodles of space in the real media, the social media, and ordinary people’s minds and their bar-stool and dinner-table conversations with strangers, friends, relatives, and coworkers.

I am much too fond of French philosopher Jacques Rancière’s distinction between “politics”—what happens in the public space around real sources of political and social conflict in democratic societies or societies striving towards freedom and equity) and “police”—the opposite of “politics,” the utter control of public space and a monopoly on decision-making by a tiny anti-democratic elite.

“Police” as a concept, however, encompasses not only real policemen kicking down the doors of “extremists” and “terrorists,” and casing and tailing everyone suspicious and “unreliable” every which way they can.

In Russia under Putin, it has also involved tarring and feathering all real political discourse and political thinking, while promoting sophistry, scuttlebutt, moral panics, two minutes hate, and intense nationwide “debates” about non-issues such as “the people’s love of Stalin” and “victory in the war.”

The point of substituting artificial “police” discourses for wide-open political debate has been to prevent Russia from talking about bread-and-butter issues like pensions, the economy, healthcare, housing, the environment, war and peace, and increasingly violent crackdowns against political dissenters, businessmen, migrant workers, ethnic minorities, and religious minorities.

Russians are capable of talking about these things and do talk about them, of course, but a steady diet of nothing, that is, immersion in a topsy-turvy world in which the state, mainstream media, and many of your own friend will try, often and persistently, to engage you in “serious” conversations about chimeras and phantoms, has had an innervating effect on serious political discourse generally.

Try and talk to Russians about politics and, often as not, you will soon find yourself talking “police” instead.

If Ms. Gessen had decided to write a substantive article about the Putin regime’s use and abuse of the “victory,” popular acquiescence to its campaign, and grassroots pushbacks against, it would have familiarized Ms. Gessen’s readers with a story about which they know either nothing or almost nothing.

I cannot imagine anyone better qualified to tell the story than Ms. Gessen herself.

But, as is the case with many other Russians, the straight talk in Ms. Gessen’s recent printed work and media appearances about what has been happening in Russia under Putin has been veering off, sooner or later, into whataboutism and a series of well-worn memes whose hysterical repetition passes for political argument these days.

There is a different but curiously overlapping set for every political tribe in Putinist Russia, from nominal nationalists to nominal liberals and leftists.

What is my own takeaway message?

There can be no politics in Russia in the Rancierean sense or any other sense until the Russian liberal intelligentsia (with whom Ms. Gessen has explicitly identified herself on several occasions, obviously considering them vastly superior intellectually and morally to the American mooks with whom she has been condemned to spend too much time, Russiansplaining everything under the sun to them as best she can, mostly to no avail) and all the other intelligentsias and political tribes in Russia give up their pet sets of non-issues and non-solutions and revive the deadly serious politics and political discourses of the pre-Revolutionary period, if only in spirit.

However, the efficacy of “police” under Putin has been borne out by the way in which nearly everyone has united, time and again, around the very non-issues the regime and state media has encouraged them to discuss.

On the contrary, several painfully real issues, for example, Russia’s ruinous, murderous military involvement in Syria, have never been vetted by “police” for public hand-wringing of any kind.

As if obeying an unwritten rule or a tape reeling in their heads, nobody ever talks about them, not even the great Masha Gessen. {TRR}

This Is Russia

“This is Russia. This is the Russia that Americans are so scared of.”

In the background of this photo, you can make out the Galeriya Shopping Center, located in downtown Petersburg. It’s gigantic, covering the land once occupied by five or six graceful tenement buildings and a cultural center and cinema. They were demolished in the mid 1990s, not to make way for the shopping mall, but so a new train station could be built there, cheek by jowl with the existing Moscow Station, because federal and regional officials wanted to build a high-speed train line between Petersburg and Moscow. Millions of dollars were allocated for the project, but ultimately, the train line was never built nor was the new station erected. No one knows what happened to the millions of dollars allocated for the project. They simply vanished into thin air.

The site of the former-future high-speed train station sat vacant for many years behind a tall, ugly construction-site fence. No one could figure out what do to with all that wasteland, which was in the very heart of the city, not in some forgotten outskirts. However, before the money had vanished, and the project was abandoned, construction workers had managed not only to demolish all the tenement buildings on the site but had also dug a foundation pit. Over the long years, this pit filled up with water. Some time after Google Maps had become all the rage, I took a look at our neighborhood via satellite, as it were, and discovered to my great surprise it now had a small lake in it. It was the foundation pit of the former-future high-speed train station, filled to the brim with water.

Good times came to Petersburg in the 2000s, when the country was flush with cash, generated by high oil prices, a flat tax rate of 13%, and runaway corruption. It was then the city’s mothers and fathers (I’m not being ironic: most of Petersburg’s “revival” was presided over by Governor Valentina Matviyenko, a former Communist Youth League functionary who had converted to the gospel of what she herself called “aggressive development”) decided that Petersburg, one of the world’s most beautiful, haunting, enchanting cities, should be extensively redeveloped, despite its status as a UNESCO World Heritage Site, into a mecca of consumerism that would give pride of place to cars and new highways, since cars had become the new status symbol among the city’s rich and poor alike. They also decided that, since other big cities in the world had lots of high-rise buildings, their city, which did not have almost any high-rise buildings, should have lots of them, too.

Basically, they decided to demolish as much of the inner and outer city as they could get away with—and they could get away with a lot, because they had nearly unlimited political power and lots of the country’s money at their disposal—and redevelop it with high-rise apartment buildings, superhighways, big box stores, and shopping and entertainment centers, each one uglier and bigger than the last. Thanks to their efforts, in a mere fifteen years or so they have gone a long way toward turning a Unesco World Heritage Site into an impossible, unsightly mess.

But let’s get back to our miniature inner-city lake. Finally, developers came up with a plan to convert the site into a giant shopping mall. Even better, the architects who designed the mall were clearly inspired by Albert Speer, Hitler’s favorite architect and a leading Nazi Party member, to turn a rather oversized mall into a celebration of kitsch faux-neoclassicism, precisely the sort of thing Speer had championed in his projects. This, indeed, was a bit ironic, because Petersburg, then known as Leningrad, had survived a 900-day siege by the German army during the Second World War. Considered the longest and most destructive siege in history, it killed at least 800,000 civilians, that is, it killed the grandparents and great-grandparents of many of the people who now enjoy visiting this mall, with its distinctly neo-fascist aesthetic.

Along the sides of the street running down towards the photographer from the Albert Speer Memorial Shopping Center, you see lots of shiny new, fairly expensive cars, parked bumper to bumper. In fact, the Albert Speer has a huge underground car park where you can park your car relatively inexpensively (our neighbor lady, a sensible woman, does it), but most Petersburg car owners actually think parking their cars wherever they want—especially either right next to their residential buildings or, worse, in the tiny, labyrinthine, incredibly charming inner courtyards of these eighteenth- and nineteenth-century buildings—is their legal right. It isn’t, but they don’t know it or don’t want to know it. I know they think this way because many Petersburg car owners have told me so.

To my mind, the precipitous rise in personal car ownership in Petersburg has done more to degrade the city’s beauty than all the underinspired colossal high-rises put together, because the city was purposely designed by its original builders, beginning with Peter the Great, to have a good number of intersecting and radiating, awe-inspiring, long and clear sightlines or “perspectives.” Hence, many of the city’s longest avenues are called “prospects,” such as Nevsky Prospect (the title of one of Nikolai Gogol’s best stories) and Moskovsky Prospect. Nowadays, however, you gaze down these “perspectives” only to see traffic jams and hectares of other visual pollution in the shape of signs, billboards, banners, and marquees. It’s not a pretty sight.

On the right of the picture, somewhere near the middle, you should be able to spot a small shop sign with the letters “AM” emblazoned on it. It’s one of the dozens of liquor stores that have popped up in our neighborhood after the Kremlin introduced its countersanctions against US and EU sanctions, which were instituted in response to Russia’s occupation of Crimea and invasion of Eastern Ukraine. The US and EU sanctions targeted individuals and companies closely allied with the regime. Putin’s countersanctions, in a manner that has come to seem typical of how the Russian president for life’s mind works, were targeted against Russian consumers by banning the import of most western produce into the country. An exception was made for western alcoholic beverages, especially wines and beers, and this meant it was suddenly profitable again to get into the liquor business. The upshot has been that you can exit our house, walk in any direction, even putting on a blindfold if you like, and you will find yourself in a liquor store in a matter of minutes, if not seconds.

Last summer, I tried painting a little verbal and photographic sketch of the effect this massive re-alcoholization has had on our neighborhood, along with other, mostly negative trends in the use and abuse of commercial space in the city.

Finally, there is one other thing you should know about all those new, mostly oversized cars parked on the street. Since the average monthly salary in Russia barely crawls above 600 or 700 euros a month, even in a seemingly wealthy city like Petersburg, most of those gas-guzzling, air-polluting status symbols were bought with borrowed money.

Just the other day, in fact, I translated and posted a tiny article, originally published in the business daily Kommersant, about how people in the Voronezh Region currently owed banks approximately two billion euros in outstanding loans. In 2015, the region’s estimated population was around 2,300,000, so, theoretically, each resident of Voronezh Region now owes the banks 870 euros, which I am sure is more than most people there earn in two or three months. Of course, not every single resident of Voronezh Region has taken out a loan, so the real damage incurred by real individual borrowers is a lot worse.

I could be wrong, but I think what I have just written gives you a rough idea of how you go about reading photographs of today’s Russian cities, their visible aspect in general, turning a snapshot into something meaningful, rather than assuming its meaning is obvious, right there on the surface. You don’t just tweet a photo of a new football stadium or fancy restaurant or street jammed with expensive cars and make that stand for progress, when progress, whether political, economic or social, has not occurred yet in Russia, despite all the money that has been sloshing around here the last fifteen years. Instead, you talk about the real economic, political, and social relations, which are often quite oppressive, murky, and criminal, that have produced the visible reality you want to highlight.

Doing anything less is tantamount to engaging in boosterism, whataboutism, Russian Worldism, and crypto-Putinism, but certainly not in journalism. That so many journalists, western and Russian, have abandoned real journalism for one or all of the isms I have listed is the really scary thing. ||| TRR

Ace Reporter Julia Ioffe Joins the Russian World

It looks as if ace reporter Julia Ioffe has gone over to the Russian World.

It’s a strange thing when a journalist who, only six years ago, wrote an excellent article in Foreign Policy about how officials in Petersburg quickly set up and then rigged elections in two out-of-the-way municipal districts so that outgoing Petersburg Governor Valentina Matviyenko’s “upmotion” to the Federation Council and the post of its chair would appear “legal,” would suddenly sink to naïve, angry Russian boosterism and, kick all Americans in the face, to boot.

Okay, so a stadium somewhere in Russia added extra seating when FIFA demanded it. So what?

Does Ioffe know about the debacle—involving extreme cost overruns; the employment of North Korean slave laborers, one of whom was killed on the job; the destruction of a federally listed architectural landmark; the multiple firings and hirings of general contractors and subcontractors; numerous revelations of newly discovered structural defects—that has plagued the Zenit Arena on Krestovsky Island in Petersburg, one of the main venues for this past summer’s Confederations Cup and next summer’s FIFA World Cup?

Told in full, it’s a mean, ugly story that would not “scare” Americans, but would hardly leave them with the impression Russia was well governed.

Ditto regarding the ongoing destruction of a tiny intellectual powerhouse, the European University of St. Petersburg, which the Kremlin, the Smolny (Petersburg city hall), the courts, and the state education watchdog, Rosobrnadzor, have decided to shut down for no ostensible reason.

Americans, if they are so inclined, can read these seemingly endless stories of Russian official malfeasance, thuggery, and gangsterism until they are blue in the face in publications running the gamut from the high-toned mags for which Ioffe writes to the crap blogs about Russia I’ve been editing for ten years.

I don’t think those hypothetical Americans would be “scared” after doing this extracurricular reading.

If anything, they would conclude (rightly) that Russia is a basket case and should not scare anybody but its own people, who have had to put up with this incompetent, larcenous tyranny 24/7, 365 days a year, year after year, for almost two decades.

The least anyone with a heart and, one would think, in Ioffe’s case, detailed knowledge of these circumstances, should do is avoid cheap whataboutism and extrapolating a media and political non-event (“the new Red scare”) onto an entire country of 325 million people.

I imagine most Americans could not really care less about Russia and the non-Red non-scare. They have things closer to home to worry about. Unlike Russians, ordinary Americans are definitely not obsessed with thinking about what Russians think about them.

But a good number of Russians, including Russian immigrants like Ioffe, are obsessed with thinking about what Americans think about them, and this is especially true among the intelligentsia and elites. (Trust me on this: I’ve been watching it at close range, fascinated but baffled, for almost twenty-five years.) Hence, I guess, Ioffe’s sudden, angry conversion to Russian Worldism. ||| TRR

Whataboutism as State Policy

The Russian authorities do not like remembering and commemorating events that darken and cast doubt on the beatific picture of the country’s past, meaning conquests, mass murders, deportations, and so on. Not only the authorities but also many people who consider themselves intellectuals, thoughtful and knowledgeable people, avert their eyes and turn up their nose when they are reminded of such events. Why stir up problems? they say.

Another argument is that “there” (which usually means “the west”) things were much worse or no better at any rate. That is right, both the fact that memory has often been used to fuel conflict and political rivalry, and that things were no better “there.” But does this mean we should forget history, forget its difficult and controversial chapters, engage in censorship or self-censorship? Would that really help us solve our current problems in the here and now? Would such a simple trick help us feel that we and our history are “righter” than other countries and their histories?

On October 1, 1783, Suvorov defeated rebellious Nogai troops who had refused to abide by the decision to resettle them and their families from the Black Sea region to the Urals. Many of the Nogais who were not killed in battle or hunted down and killed were forced to scatter across the steppes and mountains, to escape to the Ottoman Empire. Thus, one of the most powerful nomadic powers to exist in what is now Russia perished.

The Most Educated Nation on Earth

Only pure Nazi scumbags arrest librarians. I say this as someone who worked for four years in a public library. I cannot imagine anyone ever arresting our librarians at a big public library in the Pacific Northwest for any reason related to their professional duties.

This should be yet another signal to Russians (“the most educated nation on earth”) to get off their self-satisfied butts and send the current regime down the drain, but they really, really like the freedom from responsibility that “life under dictatorship” gives them, so this story will be another source for sustained yawning here (if even that), like nearly everything else that has happened since Putin was triumphantly “elected” to a third term, including the recent abduction, murder, and gutting (“autopsy”) of a 18-month-old Tajik baby by Petersburg police and medics, who will all be getting off scot free for their hideous crimes, because they are normal “white” people, not “black asses.”

In response, I am expecting another vigorous round of whataboutism from many of my “progressive” Russian and Russianist (i.e., for all intents and purposes, Putinist) friends. They will be furiously searching for stories about the horrors of life in “enemy” countries like the US and Finland or wherever.

(Or Norway, Sweden and Denmark: for “progressive” Russian patriots, the Scandinavian countries are a special imaginary hell on earth they have to keep picking at rhetorically like a scab they do not want to heal ever. Search me why this is the case. Maybe it has something to do with the terrible “betrayal” to the international communist cause represented by social democracy, but look where we are now, my communist comrades!)

But no sensible leftist, liberal, hip contemporary art curator or just plain person on earth is going to keep buying this Russian “progressive” political song and dance at this mind-numbing rate of total societal breakdown. People who do not want to deal AT ALL with their own homegrown Nazi scumbags have no right to comment on the political affairs of other countries or hop around the globe preaching the evils of capitalism and “neoliberalism.”

A librarian. Unbelievable.
