(No) Republic

Good morning.

The Russian Justice Ministry has once again designated Republic a “foreign agent.” This happened for the first time in 2021, but at that time a legal entity with which we soon severed ties was placed on the register of foreign agents. Now the publication itself has been put on the register. We are charged with “shaping a negative image of the Russian Federation,” as well as publishing “inaccurate information about the decisions taken by Russian federal officials and the policies they pursue.” I would like to remind you that Republic has always been financed solely by subscriptions, and Justice Ministry’s unjust ruling is a great reason to subscribe (if you are not subscribed already) or to renew your subscription.

Since the death of public opinion polling, people who are professionally obliged to speculate about Russian politics and make predictions about the future have been looking for signs literally everywhere, gradually turning from analysts into soothsayers.

For example, a respected opposition political scientist based in Europe recently wrote that “General Popov’s arrest may generate serious friction between society and the authorities.” By the way, this same political scientist has also been trying to gauge the mindset of Russians by counting the poop (excuse me!) and other unpleasant emojis that Russians (presumably) post as comments on the Telegram channels of Russian government officials and pro-regime propagandists.

He is an optimist, of course, confident that the regime is about to collapse. Poop emojis don’t lie!

Another political scientist, a pessimistic lady, on the contrary, gazes at Russia from her distant American vantage point, but does not even condescend to comment—she simply reposts a photo from a certain bookstore where Darya Dugina’s works are displayed on a separate shelf.

And really, what good are words? One glance at the photo is enough to get the whole point, to forget forever about terrible present-day Russia and wave it goodbye.

Nor am I an insider, alas. I’m not endowed with secret knowledge, and it has been a long time since I perused the “real polls” said to be commissioned by the presidential administration and other important agencies. Frankly speaking, I’m not even sure that such studies are still being conducted.

But there are still some advantages to being a participant observer, a person looking at Russia from the inside. In any case, I will risk sharing my own observations.

Has the Russian state been expanding into the cultural realm (since we mentioned bookstores)? Does it seek to reshape culture for propaganda needs? Yes, undoubtedly. It would be foolish to deny the obvious. And it has been invading more and more realms, where, until recently, it seemed one could sit back and wait out the storm. It has finally gone after “bad” books in a big way, it seems. Museums have also been toeing the line. Right now, for example, there are two exhibitions related to the special military operation underway in Moscow: Behind the Lines, a large-scale project at the Russian State Historical Museum, in whose launch [pro-war TV presenter] Vladimir Solovyov personally had a hand; and War Correspondents, at Zaryadye Park, in which the work of today’s TV correspondents is shown as a continuation of the work of journalists during the Second World War, in full compliance with the basic propaganda narratives. Regional museums have not been lagging behind the capital’s museums either.

Although television has indeed reduced the number of programs dealing with the ins and outs of the special military operation, even now they take up most of the airtime on the major channels.

The information warriors have been firing all guns. The only question is their firepower’s effectiveness.

In February and March 2022, the special military operation was undoubtedly the main topic of all conversations, from television studios to kitchens. Emotions were voiced in a variety of ways (and I wouldn’t say that enthusiastic support prevailed in the kitchens and subways), but rather quickly it all shifted to the outskirts of public opinion. There has been a “normalization” (that’s the accepted term, it seems) that has equally outraged both the vocal pacifists and the supporters of an immediate nuclear strike on Washington, the latter, perhaps, even more so. Complaints that no one on the home front cares about the war front are the leitmotif of many posts on the social media channels of the Zeds [Russian pro-war activists].

The zed (since we are on the subject of signs) is also an important sign. Nowadays you can find this letter in ordinary Russian cities, but it is no longer as prolific as it once was. There is, as a rule, one, big, main zed (Z) somewhere on a government building in the city center, but that’s all. And even that one is faded, mounted there long ago and thus overly familiar to the point of invisibility.

There are, of course, the Defense Ministry posters for recruiting contract soldiers. But they seem out of context as it were, speaking as they do about the chance to “join up with people just like you,” solve your financial and social problems, and, ultimately, rake in hefty paychecks. They are outside of time and devoid of specifics, of references to reality. We see a rugged-looking man in soldier’s kit, the Russian tricolor flag, tantalizing numbers….

If we speak, as is fashionable, of the current Russian regime as restorationist, we can argue that the country’s masters have succeeded in restoring only one thing—total depoliticization, the leadership’s fear of any doings that might be unwieldy and thus regarded as political. This was typical of the late-period Soviet Union (and ended overnight, we should note, when Gorbachev loosened the screws a bit). Cities that are like enclaves, people who are like atoms, the plight of the Russian opposition in the twenty-teens, and the isolated (yes, as yet isolated) crackdowns have vividly reminded the doubters what happens to eager beavers.

In this sense, nothing has changed in recent years. Perhaps the intensifying propaganda shows that the authorities have new ideas in this regard, that they have decided to make their words about the nation’s unprecedented unity mean something. It is unclear why, though: the regime will get nothing but problems by politicizing the populace. So far all these efforts have failed, however. The Master and Margarita and 1984, not the works of the Dugin family, are still atop the Russian bestseller lists. Brought to museums by their teachers, schoolchildren yawn and poke at their smartphones, while adults are almost absent. The escalating propaganda makes people neurotic rather than political, but since Soviet times the populace has had a remedy—an effective remedy—for countering this neuroticization.

It’s all the business of the folks in power. As long as it doesn’t directly concern you, don’t make a move, nothing good will come of your flailing. Political power is a force of nature, an element beyond human control, so try to have as little contact with it as possible. When asked whether you are for or against something, answer evasively, “I’m unopposed to it.” Better yet, hang up immediately if pollsters call you. The times are such that they can be even more dangerous than bank fraudsters.

Talking to crooks may make you poorer, but it certainly won’t get you sent to prison.

And neither General Popov’s going to jail nor even the absence of diamonds in the upholstery of his wife’s furniture will generate any friction between society and the authorities. Because there is no society.

This stance is ethically vulnerable, but it is warranted by the know-how of several generations and supported by the self-preservation instinct. This stance poses obvious problems for the future—for any future, both the one cherished by fans of rights and freedoms and the one imagined by armchair slayers of Washington.

But there is no other.

Toxic Boss

Russian workers called toxicity the worst quality among bosses, according to Gazeta.Ru, citing the results of surveys carried out by the Team Awards for creating strong teams.

The greatest number of Russians surveyed (40%) believe that toxicity [toksichnost’] is the worst trait in a boss. Incompetence (35.1%) and inefficiency (24.3%) took second and third places, respectively. The list of negative qualities also includes aggressiveness (23.8%) and bias (19.8%).

Only 10% of respondents consider an authoritarian boss to be exemplary.

The respondents also spoke about what qualities an ideal leader should have. Motivating employees was in first place (41.2%), while preventing burnout was in second place (27.6%). Respondents also identified encouraging professional development (18.8%) and resolving conflicts (17.1%) as important qualities in a good leader.

We recently wrote that Elon Musk had staged another wave of cuts on Twitter. He laid off 200 employees — that is, about 10% of the workforce. Esther Crawford, the head of the Twitter Blue subscription, who was considered one of the new Twitter owner’s most loyal supporters, was among the employees made redundant.

Russians consider toxicity to be the worst quality in a boss according to a survey done by Team Awards, a prize awarded in the field of strong team building. Gazeta.Ru reviewed the results of the survey.

The top qualities that, according to respondents, are at odds with image of an ideal manager were toxicity (40%), incompetence (35.1%) and inefficiency (24.3%). In addition, the rating also included aggressiveness (23.8%) and bias (19.8%).

The respondents also saw the boss’s role on a team differently. The majority (41.2%) believe that a leader should motivate their subordinates, thereby increasing labor productivity. The next answer on the list is preventing employees from burning out (27.6%). Another 18.8% want the boss to be engaged in their professional development, while 17.1% believe that the leader should be able to resolve conflicts on the team.

Interestingly, only 10% consider a boss who subscribes to authoritarianism exemplary.

Earlier, we reported that every third Russian avoids networking [netvorking] because of uncertainty about their own competence.

Putin Named Russia’s Hottest Man

The thirst is real for Russians who still want “someone like Putin” after all these years of bare-chested horse riding and rugged hunting excursions.

According to a poll by the Superjob.ru job board published Friday, 18% of men and 17% of women surveyed named President Vladimir Putin as Russia’s most handsome man.

The 68-year-old bachelor is the only individual to receive double digits in the open-ended questionnaire. Nineteen percent of men named themselves as Russia’s most handsome man, while 18% of women said there are no handsome men in Russia.

“Russians still call Vladimir Putin the most attractive famous man in the country,” Superjob.ru declared, despite the 1% dip in his rating from last year.

“Neither actors nor athletes or other politicians can compete with him today,” it said.

Indeed, the commando-in-chief maintained a comfortable lead on his closest competitors actors Dmitry Nagiyev, Danila Kozlovsky and Konstantin Khabensky, whose handsomeness was identified by a mere 2-3% of respondents.

Superjob.ru said it carried out the in-person survey among 1,000 men and 1,000 women in more than 300 Russian cities between March 22-April 1.

The results were published days after lawmakers passed legislation allowing Putin to remain president until 2036, when Russians’ biggest crush turns 83.

Over the years and until quite recently, Vladimir Putin has consistently denied that he would amend the Russian Constitution so that he could remain in the president’s office longer than prescribed by law. Putin Signs Law Paving Way to Rule Until 2036

Russian President Vladimir Putin has signed legislation formally granting him the right to stay in power until 2036.

Putin’s second consecutive and fourth overall presidential term ends in 2024, the year when Russia’s previous Constitution would have required him to step down.

But an overhauled Constitution that Russians approved in a nationwide vote last year allows Putin to run for two more six-year presidential terms. If elected both times, he would remain president until 2036, surpassing Josef Stalin as the longest-serving leader of Russia since Peter the Great.

The 68-year-old signed a law Monday that resets his number of terms served, allowing him to extend his 20-year rule until he turns 83.

Former President Dmitry Medvedev, who served in 2008-2012 when Putin was constitutionally mandated to step down after his first two consecutive terms, is also granted the right to run two more times. Putin served as prime minister during Medvedev’s presidency.

Critics slammed last summer’s vote on the sweeping constitutional reforms — which contained populist economic measures and enshrined conservative values in Russia’s basic law — as a pretext to allow Putin to become “president for life.”

Putin has previously said he hasn’t yet decided whether to run for president again, saying 2024 is still far off.

VTsIOM Records Another Dip in Putin’s Confidence Rating
But If Respondents Are Asked about the President Directly, a Majority Say They Trust Him

Russians’ confidence in Vladimir Putin continues to plunge. According to VTsIOM (Russian Public Opinion Research Foundation), during the week of May 20–26, 30.5% of people polled expressed their confidence in the president. This was Putin’s worst showing since 2006. (Earlier polling data is not available on VTsIOM’s website.) The previous all-time low, 31.7%, was recorded a week ago.

VTsIOM asked an open-ended question (see the inset, below, for the exact wording), meaning respondents were free to identify the politicians they trusted.

This was VTsIOM director Valery Fyodorov’s explanation for the discrepancy between the level of confidence in Putin and the president’s electability rating.

VTsiOM also published responses to closed-ended questions for the first time, meaning questions about the confidence of respondents in specific politicians. Putin’s confidence rating was 72.3% when the question was put this way to respondents. VTsIOM also quizzed them about their attitude to the prime minister and party leaders, but confidence in them was considerably lower.

FOM (Public Opinion Foundation) also asks respondents specifically about confidence in Putin. Last week, 62% of people they polled said they either “absolutely” or “more or less” trusted the president.

What VTsIOM Asks
The open-ended question was worded as follows: “We all trust some people while not trusting others. If we talk about politicians, whom do you trust to make important government decisions? Whom would you not trust?”

Dmitry Peskov, Putin’s press secretary, said on Thursday, May 30, that the Kremlin had taken note of VTsIOM’s poll showing a decline in confidence in Putin. He asked the pollsters to explain the discrepancy between the confidence rating and the electability rating, which has been growing.

For example, according to FOM, the president’s electability rating has increased by five percentage points since March. Last week, it was 50%. This week, it dipped to 48%.

“We expect an analysis on the part of Russia’s esteemed specialists on how these figures correlate. How can the confidence rating fall when the electability rating increases? It’s a complex analysis. We hope to see this analysis sooner or later,” Peskov said.

On May 24, VTsIOM published polling data on confidence in politicians. 31.7% of respondents said they trusted Putin to make important government decisions. It was the lowest figure since 2006. However, Russians [sic] still trust the president more than any other Russian politician.

“The open-ended question about trust is sensitive to the public’s moods and emotions. When the mood is sour, as it is now, many respondents refuse to answer, choosing ‘no answer’ or ‘I don’t know,’ etc. VTsIOM does not publish the numbers of people who respond this way, but around thirty percent of people polled give these answers in similar polls done by the Levada Center,” said Dmitry Badovsky, director of the ISEPR Foundation.

As for VTsIOM’s first closed-ended poll on confidence in specific politicians, it would be interesting if the pollsters had included in the list all the politicians people ordinarily name in VTsIOM’s customary open-ended poll, including Putin, Sergei Shoigu, Sergei Lavrov, Pavel Grudinin, and Alexei Navalny, argued Badovsky.

He would not rule out the possibility that VTsIOM would do this in its next round of polls.

“It would be impractical to get rid of the open-ended question about trust. It has been asked for many years, since 2006. Such long-term data sets are rather important in research and analyzing the situation,” argued Badovsky.

“Fluctuations in the president’s ratings have been much discussed over the past year. It’s just that it rarely gets on the agenda, but when it does, there is a conflict. It’s hard to deny negative trends, but it’s considered indecent to acknowledge them,” said political scientist Mikhail Vinogradov ironically.

“However, there have been few instances when the publication of ratings was suspended. If I’m not mistaken, it happened to Medvedev’s electability ratings when he was president. Declining to publish ratings is tantamount to acknowledging you are powerless to reverse the trend. Yes, the ratings have dropped, but not so critically as to warrant panicking,” Vinogradov argued.

It would make more sense to natter on about the subject until society and the media switch their focus to some other problem, he added.

We asked Fyodorov whether the pollsters would now publish responses to both questions about confidence.

“We shall see how society reacts and decide accordingly. Maybe we will publish both polls. Or one poll. Maybe at the same time or maybe at different times. We haven’t discussed it yet,” he replied.

He did, however, promise to keep publishing results of the open-ended survey about trust.

In October 2013, during the height of the Greenpeace Arctic Sunrise crisis, Shaun Walker wrote this in the Guardian:

In the queue outside the [detention center in Murmansk where the Greenpeace activists were held], there is little sympathy for Greenpeace among relatives of other detainees, as they wait to deliver packages. “We have a saying in Russia: you shouldn’t go into someone else’s house and try to live by your own rules,” said one middle-aged woman who had bought a parcel of food for her 33-year-old daughter, who had been inside for five months on charges she did not want to reveal. She had been waiting in freezing temperatures since 4am to ensure she was among the lucky few who got to deliver her package.

Another man, waiting to deliver a package to his brother, suggested the Greenpeace activists were paid by western oil corporations to undermine Russia and should be “shot, or at least sent to a camp”. The opinions reflect surveys which show that the majority of Russians support the piracy charges.

Walker’s take on Russian “public opinion” struck me as so wildly wrong that, a few days later, I wrote and published my first attack on what I would subsequently dub the “pollocracy.”

For some reason, as the country sinks deeper into the Putinist fascist night, this “saying” becomes more and more popular. I’ve personally heard and read it something like six hundred thousand times over the past few years, but it’s hard to remember anyone ever saying such a thing in the nineties. It’s just remarkable how people participate so willingly in their own enslavement and extinction, and with the help of such “sayings.” Yes, “folk wisdom” really does consist in repeating over and over again what some fat cats with soccer teams in England, kids in Swiss schools, and mansions on the Riviera want you to think.

On the other hand, reporters like Shaun Walker wouldn’t have to look that hard for Russians who don’t think this way, even in Murmansk. And it’s pointless, as he does here, and as avid Russian watchers both inside and outside the country love to do, to cite a “public opinion” poll that, allegedly, shows the majority of Russians don’t support the arrested Greenpeace activists. Aside from any other number of methodological and philosophical issues with such polls more generally, not only in Russia, “public opinion” is a nearly meaningless concept in a country lacking all the things that make it a somewhat more meaningful concept in other countries, things like free elections, broadly based political parties, non-astroturfed grassroots groups, much stronger and more militant independent trade unions and, most important, freedom from constant terrorization and brainwashing, in the not-so-distant past and now again, over the past fourteen years, by officialdom, whether in the form of bureaucrats, police or state media.

Why does “the majority” not support the arrested Greenpeace activists? Because they (or, rather, a good number of the people who answered this dubious poll) thought that this was the response expected from them. Why did they think that? Because state and loyalist media have portrayed Greenpeace as the second coming of Al Qaeda, willing dupes of the CIA, and any other baleful thing you can think of. You don’t even have to believe this stuff. You just know that if some “polling organization” calls you up out of the blue, there are strong cues out there in the big media world to which you have access telling you how to respond to such questions. So what’s the point of thinking something different out loud? But then Shaun Walker, hundreds of other reporters, “political analysts,” “sociologists” and so on cite this “public opinion” as if it weren’t obtained under duress. It’s a vicious circle.

I knew I was probably not alone in my profound distrust of attempts to depict Russian “public opinion” so facilely. Actually, my friend the reporter Sergey Chernov had been making similar arguments in our endless conversations about politics then. It was Chernov who hit on what I think is still the consummate formula for how the pollocracy works in Russia: “Levada—TV—Levada,” ad infinitum. A vicious circle, indeed.

But I wanted to see whether other Russian reporters and political scientists had reached similar conclusions. Although, as I discovered, they were few and far between, there were other Russians besides Chernov who had noticed that the leaders of their country, where nearly all elections were faked and had just protested this sad circumstance in large numbers for several months, were positively and paradoxically bonkers about “public opinion” polls.

Since 2013, I have enthusiastically translated and published their articles on the subject while also wearing out my already thin welcome by insisting on this website and other venues that Russian “public opinion” polls are worthless as measures of what real Russians really think and should be shunned by conscientious reporters and researchers.

Worse, Russian “public opinion” poll are barefaced attempts to mold public opinion by persuading the 99.99999% of Russians who are not asked what they think about anything that everyone (except them, perhaps) is gaga about Putin, crazy about Stalin, bonkers about the occupation of Crimea, etc.

Events of recent weeks have brought into sudden, sharp focus the dubiousness of public opinion polls in Russia, whose elites and security service have been rapidly descending into neo-totalitarianism while society at large seems, at very least, to have quite a lot of the democratic fight left in it, especially when it comes to NIMBY-style battles over parks and waste landfills.

This emerged forcefully in Yekaterinburg, where the powers that be unexpectedly suggested polls and plebiscites as a way out of the conflict between rank-and-file residents defending a city park and the Russian Orthodox Church, who planned to build a church in the park.

Now it transpires (see the article, above) that one of Russia’s troika of “trusted” (official or quasi-official) pollsters, VTsIOM, has been engaging in double-entry bookkeeping, so to speak, when it comes to gauging the public’s trust in Russia’s would-be president for life.

For reasons that are not clear, it asks the victims of its survey open-ended and closed-ended questions about their confidence in Putin’s leadership, questions that produce wildly different outcomes.

What does it all mean? I would hope it means that people who are serious about reporting and explaining the complexities of the Russian elite’s police tactics and the political resistances mounted (or not mounted) by the Russian grassroots will forever forswear the nasty handiwork of Russia’s troika of public opinion manipulators.

The article in Vedomosti, which I have translated, above, shows, without really trying, that the troika of pollsters (Levada Center, FOM, and VTsIOM) cannot be trusted if only because they are mixed up with the Kremlin in a shady game to persuade perfectly intelligent, well-educated, thoughtful people they know what they think only when Putin, Levada or the TV set tells them what to think.

And yes, even when a Russian “public opinion” poll seemingly goes the opposition’s way, as it has in this case, it is still worthless. {THE RUSSIAN READER}

Experts Who Predicted Bolotnaya Claim Attitudes of Russians Have Changed

Economists Mikhail Dmitriev and Sergei Belanovsky, and psychologists Anastasia Nikolskaya and Elena Cherepanova have authored a new report, “Autumn Change in the Minds of Russians: A Fleeting Surge or New Trend?” which they will present on Monday, December 24.

RBC has obtained a copy of the study. It was conducted as a follow-up to previous autumn opinion polls, which identified a loss of interest in foreign policy among Russians, growing dissatisfaction with domestic policy, and a collapse in reliance on the government.

How the Study Was Conducted
The experts combined qualitative sociology and psychological tests [sic], comparing the results with the Levada Center’s polling data. In October and November 2018, respondents in Moscow, Vladimir, Gus Khrustalny, Yekaterinburg, Krasnoyarsk, Saransk, Romodanovo (a village in Mordovia), and Ufa were surveyed as part of focus groups. In Moscow, a number of focus groups were convened involving public sector employees, including physicians, and university lecturers and researchers from the Russian Academy of Sciences (RAN). There was also a mixed focus group featuring engineers, traffic police officers, and theater employees.

Peace Instead of Scandals
Previous surveys, conducted by Dmitriev and Belanovsky in April and May 2018, showed Russians largely supported the country’s foreign policy, although critical respondents said the country spent too much money on supporting other countries and used foreign policy to distract people from issues at home. Six months later, the statements made by respondents revealed a demand for a peaceable foreign policy. “Spy scandals, falling missiles, certain statements by Russian politicians, and the protracted war in Syria” have led to a downturn in support for Russia’s foreign policy, the report claims.

In the May 2018 study, respondents were not yet pessimistic about the future. In the October surveys, however, a majority (68%) of respondents had a negative attitude towards the future. They envisioned a Russia that, in five years, was weakening and lagging behind other countries in terms of progress, a country whose populace was intimidated and did not have the right to vote.

They Predicted the Bolotnaya Square Movement

In March 2011, Dmitriev and Belanovsky, then employed at the Center for Strategic Development (TsSR), presented a report in which they alleged a profound political crisis had emerged, and support for Vladimir Putin, Dmitry Medvedev and United Russia had fallen off. They predicted increasing dissatisfaction with the political system. Less than a year later, sparked by insufficiently [sic] fair and transparent elections to the State Duma, large-scale protests kicked off in Russia.

Self-Expression Instead of Survival
In the May study, the demand for justice had increased dramatically, shunting aside the previously dominant demand for a strong leader. In October, the invocation of distributive justice (a more equal distribution of income and assets) gave way to the demand for procedural justice (equality of all before the law).

The respondents in all the focus groups felt physical needs and government welfare were less important than the need for respect, liberty, and leaders capable of voicing these values. Harsh statements by public officials on social issues (i.e., that people could live on 3,500 rubles a month by eating macaroni, etc.) had provoked increasing irritation. Concerning the raising of the retirement age, the respondents negatively assessed the suddenness of the decision and the way it was made behind closed doors.

Ninety-four percent of respondents claimed they no longer relied on the government, only on themselves. Sixty-three percent of respondents expressed a willingess to contribute personally to the country’s progress. This contribution was conceived in different ways: from a willingness to pay high taxes and be involved in charitable work, to grassroots activism and educational outreach. According to a Levada Center poll, 60% of respondents felt responsible and were willing to make personal efforts to facilitate improvements in Russia.

A Demand for Change
The May study testified to a slackening of reliance on a strong leader among Russians. In October, the analysts registered a demand for new leaders who would respect people, be honest and democratic [sic], admit to their mistakes, and act in the people’s interest. These qualities were bound up with the values of self-expression, which were foregrounded by respondents.

These qualities had little in common with the positive and negative qualities Russians [sic] had used to assess Vladimir Putin in a July poll by the Levada Center (stability, respect, personal charm, capacity for compromise, firmness, and foresight). The discrepancy in criteria was a sign of the rudimentary emergence of counter-elite sentiments [sic], the researchers warned.

A growing demand for change was noted among the respondents. Up to 76% of respondents would be willing to support temporarily painful reforms vital to overcoming the crisis in Russia. Russians no longer demanded immediate improvements. They were willing to wait and endure hardship for the sake of a positive ultimate income.

The respondents had almost no substantive notions of the necessary reforms. The experts compared public opinion to an “empty vessel” waiting for new leaders who inspired confidence.

None of the focus groups voiced aggression towards the regime, but the willingness to get involved in social movements had grown. The demand for respect and freedom prevailed over other demands, and thus the struggle for respect was imagined by the respondents as peaceable and legitimate.

Negativism towards the regime was no longer associated with a demand for populism, whose tokens include the appeal to distributive justice and anti-immigrant sentiments.

Frustation of Public Sector Employees
The report devotes a entire section to moods in the study’s public sector worker focus groups. The researchers discovered the highest level of tension among these people.

Public sector employees were frustrated not because of financial problems [sic], but because of the sector’s irrational organization [sic]. For example, due to the May 2012 decree on raising salaries, the managers of many public sector organizations took some workers off payroll, dramatically increasing the workload of other employees. The respondents were also dissatisfied with the avalanche of reports due to increasing bureaucratization, the chronically poor quality of management, and the fact that personal loyalty to bosses had replaced professionalism in the management hierarchy.

Three Scenarios
According to the experts, these trends indicate Russian public opinion has moved beyond the “stasis” of the post-Crimean consensus. They paint three possible scenarios for further changes in public opinion. The first would involve returning to “rallying around the flag,” typical of the post-Crimean period. This scenario would become a reality if international conflicts involving Russia escalated dramatically.

The second scenario would involve a rollback to counter-elite populism [sic] due to negative economic changes.

The third scenario foresees the consolidation of new values in the public’s mind over a lengthy period. This turn of events is likely if the status quo in the economy and foreign policy is maintained, that is, given sluggish economic growth and the absence of intense international conflicts. The experts cite Iran as an example of a country where this scenario has come true [sic]. Eighty percent of Iranians were born after the Islamic Revolution and have no experience of life under the previous regime. Due to the economic difficulties caused by western sanctions, young Iranians are tired of permanent crisis and disapprove of the country’s costly expansionist foreign policy. The unfavorable socio-economic conditions have a generated a demand for a alternative secularized and westernized lifestyle among young people.

In this scenario, the experts suggest altering the way the regime interacts with the populace in order to diminish its growing negativity. This is doable as long as the populace manifests no aggression towards the regime and is open to constructive dialogue.

The researchers note this scenarios contradicts the prevailing international trend of populists taking power. Unlike the societies of many developed countries, Russians have not descended into archaic populism and “social infantilism,” displaying instead increased social maturity and responsibility for the state of affairs in Russia [sic].

A Long-Term Shift
Political consultant Dmitry Fetisov generally agrees with the study’s findings. He links society’s growing demand for a peaceful foreign policy with the fact the Kremlin demonstrated a successful example of this policy during the 2018 FIFA World Cup [sic],  and the critical attitude of public sector employers towards the regime with the pension reform. Fetisov argues, however, that these trends could change depending on how the Kremlin acts.

Political scientist Nikolay Mironov is certain these shifts in public opinion are long term. He argues the trends described in the study have been caused by the post-2014 economic stagnation. Mironov does not believe a return to the “rally around the flag” consensus is possible, even in the event of international conflicts, unless they impinge on Russian territory. Mironov concludes what is needed are large-scale economic reforms and an easing of foreign policy.

Levada Center sociologist Denis Volkov also notes the growing criticality of respondents towards officialdom and public fatigue from assistance to other countries [sic]. However, Volkov argues it is wrong to chart changes in public opinion by comparing surveys of focus groups, rather than using quantitative research. Fetisov likewise points to the study’s lack of representativeness, as it is based on comparing the opinions of different focus groups.

This article and the research paper it purports to summarize and analyze should be read with a huge spoonful of salt.

First, “public opinion” polls in Russia are wildly unreliable, as I have tried to show over the years on this website, often with a leg up from likeminded Russian journalists and researchers.

Second, this study, apparently, is a funhouse mirror image of the usual “Putin’s wild popularity” poll. The economists and psychologists who wrote the report set out to detect a “positive” sea change in Russian public opinion and, God willing, they found it, by offering their focus group respondents a weak-tea pipe dream they obviously dream themselves. If that dream seems rife with contradictions, it is, although the researchers seem utterly unaware of them.

Third, even in a country as messy, corrupt, and authoritarian as Russia, the idea that people can rely only on themselves is absurd. Of course, they rely on the government for lots of things, at least if they are living in more or less large towns and cities. To the extent that libertarianism has become popular here, it has done so only as a consequence of the prevailing black political reaction, as cultivated by the Putinist state and its propaganda organs.

On the other hand, we are supposed to imagine these newly minted libertarians would be simultaneously willing to pay high taxes and endure hardships to make their country a better place, and yet this is supposed to happen without the “social infantilism” of “developed countries” where people protest on the streets against elites.

Given that the once-mighty RBC has long been a shadow of its former self, I was tempted to write this passage off as ad-libbing on the part of their reporter, but, in fact, he merely paraphrased the report’s authors, to wit:

“In contrast to the societies of many developed countries, whose populace continues to slide into archaic populism and ‘social infantilism,’ the Russian populace has surprised everyone by beginning to show increased social maturity and responsibility for the state of affairs in the country. These qualities [were] associated with the modernized value system of the developed countries before the wave of counter-elite populism engulfed them.”

As this blog has shown over the last eleven years, I have often been among the first to celebrate and chronicle emergent grassroots resistance and social movements in Russia, but the people who wrote the passage above were engaging in wishful thinking, not scholarship. If anything, their counterintuitive, baseless conclusion shows the contradictions of the newfangled method of governance at arm’s length I have dubbed the “pollocracy.”

The pollocracy has been used by the regime to monitor “public moods” while also explicitly and aggressively shaping that mood by asking pointed questions that countenance only certain answers.

On the other hand, it is used by the regime AND its allegedly liberal pseudo-critics to, alternately, register tremors of discontent among an otherwise disenchranchised and disempowered populace, and demonstrate these exact same people are routinely subject to all sorts of illiberal, irrational populist delusions and phobias, thus making them unfit to govern themselves.

Finally, the pollocracy has been used as a substitute for actual, full-fledged grassroots political involvement. A populace that “slides” into “archaic populism” and “social infantilism” is one thing (a bad thing), but a populace that meekly agrees to confine its dissent to skewed public opinion polls and hokey focus groups is both “socially mature” and not a threat to anyone, least of all to the current Russian regime.

It is especially telling these “socially mature” focus groups expect, allegedly, a less aggressive Russian foreign policy to emerge ex nihilo, merely because they wish it into existence in the safety of their anonymous focus groups. God forbid they should have to organize a national anti-war movement on their own. {TRR}

I don’t trust Russian public opinion polls, but the Putin regime, which rigs elections and otherwise tries to quash every manifestation of public life it does not astroturf itself, has increasingly relied on such wildly dubious methods to monitor the success of its propaganda machine, especially, television, in shaping hearts and minds. So, it must have noticed that a few of the elections it rigged did not go as planned this past autumn, and that Putin’s spurious approval ratings have dropped.

The regime’s response? Ram a few Ukrainian boats in the Kerch Strait to whip up patriotic fervor. It worked in 2014, and so maybe it will work again in 2018.

Since there is pointedly no Russian anti-war movement to mobilize public opinion and actual people against any military aggression by the Kremlin, it is hard to say how the Kremlin will fare in the polls after the Kerch gambit. Maybe Putin’s wholly ersatz popularity will nominally shoot up a few dozen points as “Russians” “express” “their” “outrage” over Kyiv’s nonexistent military agression. Maybe, unaccountably, TV viewers will suddenly see through the nonstop war dance that has undoubtedly erupted on all Russian news channels and drop Putin’s rating another few points.

What definitely won’t happen is that millions of Russians will take to the streets to demand the resignation of a would-be president for life whose reign has been marked by military aggression and “patriotic” manipulation of public sentiment since day one.

There were one or two largish protests in Moscow against Putin’s invasion of Ukraine at the very start of that glorious campaign, and that was that. There has never been even a middling protest against Putin’s decisive use of military force against innocent Syrians opposed to the butcher Assad. And on an issue that should have been a cakewalk for the opposition, the so-called pension reform (i.e., raising the retirement age precipitously to save money for military spending), the vast majority of Russians decided to get upset, if they did get upset, in the comfort of their homes, watching the FIFA World Cup on TV, rather than bravinngthe balmy weather that prevailed all over Russia this past summer and showing the government how angry they were.

But popular demonstrations are never just a matter of public sentiment. They are also a matter of political organization. And while nearly all opposition forces in Russia did at least make the attempt to get people into the streets this past summer to oppose the pension reform, they would never risk whatever political capital they had to call for anti-war marches and protest rallies.

Maybe they would be surprised by the turnout if they did call for such protests and put their hearts and souls into organizing them, but that is not going to happen for the simple reason that the unacknowledged, apparently invisible bull in the china shop—Russian imperialism—informs the Russian liberal and leftist “anti-Putinist” views of the world as much it does Putin’s view of the world. {TRR}

Garbage In, Garbage Out

“As reports claim that Russia’s new daily five-hour truce has failed to allow medical evacuations in Syria, a poll by state-run VTSiOM found that almost 75% of those surveyed believe the Russian military’s Syria operation has achieved its goals.” (RA’s Daily Russia News Blast, 28 February 2018)

It seems Robert Amsterdam’s amanuensis Citizen M has not read my latest salvo against the Russian pollocracy.

What is the point of surveying people who either know nothing about the “Russian military’s Syria operation” or have been deliberately and woefully misinformed about said operation whether they think it has “achieved its goals”?

Finally, if you know a poll like this is horribly, irreparably skewed by abject igorance and a severe case of state-induced delusion, why quote its results as if they were newsworthy?

Except for the occasional municipal district council election, whose elected members have almost no power and even less money to exercise their almost total lack of power, all elections in Russia are rigged from top to bottom and beginning to end to ensure the “right” candidates are elected. Since this is the case, why do our media show an almost childish trust in the reliability of Russian “public opinion” polls? It never occurs to all our overeducated, usually incredibly cynical journalists that Russian “public opinion” polls might be just as faulty and fixed as Russian “elections”?

Good journalistic practice should exclude generating false impressions about an entire country and its people by citing demonstrably unreliable polls. TRR

A Brief Note on Comments

Since I just received a comment on my previous post in which the commenter, who, by the looks of it, was otherwise completely illiterate, identified me as a “lover of Putin,” I thought I should explain my policy on comments.

I am not interested in debating out-and-out deadbeats and people otherwise hostile to my work on this website, which consists, broadly speakly, in giving the Russian grassroots a voice in English, highlighting important stories ignored by the press in Russia and abroad, and creating a coherent narrative and, thus, an archive on issues such as immigration, poverty, housing, labor rights and trade unionism, free speech and assembly, the economy, nationalism, environmentalism, healthcare, and grassroots resistance to the current regime through my own translations of texts from blogs and social media, as well as articles published in the quality independent liberal, anti-authoritarian, and regional press (e.g., Novaya Gazeta, Mediazona, OVD Info, Takie Dela, RBC, Vedomosti, Fontanka.ru, 7X7, Grani.ru, etc.).

I also occasionally permit myself to comment on these issues in editorial posts and wander off into subjects near and dear to my heart, such as Russian underground art and music, architecture and urban planning, Russian poetry, Soviet cinema, and Petersburg’s history and “psychogeography.”

Since the Russian Reader is produced by me alone in my free time and receives no funding from any outside sources whatsoever, I think I can allow myself to pursue this perhaps bewildering agenda as I see fit. The growing numbers of readers over the past five years confirm what I do here is interesting and useful to a fair number of people all over the world.

However, I do not believe in free speech to the extent of letting my website be trolled by angry illiterates who cannot be bothered to read carefully what I have written or translated. I have no compunction about identifying their comments as spam and trashing them immediately.

On the other hand, I happily approve comments that question the texts on this website if they are written in polite, literate English and evince no hostility towards me personally. TRR

P.S. As regards the hostile anonymous entity who slandered me by calling me a “lover of Putin,” you would know, entity, if you actually knew anything about the subject and the lay of the land, which you obviously do not, that the Carnegie Moscow Center is not an “American think thank,” but a Russian think thank funded by the Carnegie Endowment for International Peace. If you actually followed their work closely, as I have followed it, you would know their researchers and fellows sometimes take stances and publish articles on the center’s website that are anything but pro-American and might even be interpreted as pro-Putin, for example, this article, published in March 2017, arguing that western sanctions against the Putin regime have been helping Putin rather than harming him.

On the other hand, they are equally capable of publishing an article like this one, criticizing the Russian judiciary. It was written by Olga Romanova, a fierce Russian judicial and penitentiary reforms activist now in exile in the west. So, the Carnegie Moscow Center is a quite broad church, indeed.

But it is not an American church, and it is no more capable than Russia’s infamous troika of pollsters of overcoming the prejudices and faulty methodological assumptions that skew their polls and thus of finding out “what Russians really think.” When the Carnegie Moscow Center has engaged in “public opinion” research, which it has done on several occasions, it has been just as complicit in perpetuating one of the biggest cons in recent history as the troika itself has been.

Just a Smack at the Russian Pollocracy

Russia is the world’s largest country in size and the ninth largest by population, but almost no one is interested in what actual Russians really think, least of all the Russian government, Russia’s leading pollsters, and the domestic and international media that dutifully cite the dubious results of their so-called opinion polls. Antifascists and antiracists often advocate the notion of “no platform,” meaning that no decent public institution, be it a university, a newspaper or a city council, should allow white supremacists, neo-Nazis, fascists, racists, and other ultra right-wingers to lecture on campus, publish their opinions in respectable periodicals or march down the streets shouting their vicious slogans.

I have begun to think the practice of “no platform” should be applied to the notorious troika of Russia’s top pollsters: Levada Center, VTsIOM, and FOM. The extremely valuable propaganda work they do for the Putin regime is often hilariously identified as “sociology” in Russian, but this is an insult to the real, tough-minded and rigorous sociologists doing actual research.

Although Levada Center was inexplicably tagged as a “foreign agent” in 2016, everyone who works there deserves a medal or two from the Kremlin, because the so-called pollsters at Levada have been working relentlessly over the years to prove a hypothesis dear to the hearts of a certain kind of Russian liberal or Russian conservative: that Russian society mainly consists of extremely stupid, servile proletarians who still love Stalin, long for a “strong hand” in the Kremlin, and enthusiastically support Vladimir Putin whatever he does and however he does it.

VTsIOM and FOM are up to much the same thing, the only difference being they serve the regime quite frankly and openly, unlike Levada Center, which pretends to engaged in a “scientific” mapping of Russian society on behalf of the opposition.

The problem is none of the polls any member of the troika publishes is worth the paper they are printed on, because, from a logical, discursive, and emotional viewpoint, they are flawed. To put it bluntly, they all ask the same unanswerable question: “Have you stopped beating your wife?”

The anthropologist Gregory Bateson called this dilemma a “double bind,” a situation in which no matter how you react, you are screwed, implicating yourself in something you had nothing to do with and might never have even contemplated doing your entire life. That is, you’re damned if you do, and damned if you don’t.

Meaning that the ethical burden is on the so-called pollsters. If they pose pointed, politicized questions to their respondent, such as whether they approve of Putin or think highly of the KGB or Stalin, as people brought up in a society that, historically, was first terrorized by the Romanov dynasty, then by the Bolsheviks, then, briefly, by the Nazis, and now, over the past eighteen years, by the Putinists, you can reasonably assume a very large percentage of them imagine there is a “right” answer to these questions and a “wrong” answer. Although there is no evidence people who give “wrong” answers to the questions in current Russian opinion polls suffer the consequences for their dissidence, it is better to be safe than sorry, especially when it is a complete stranger asking you these odd questions over the phone. Maybe he didn’t call you at random? Maybe his “poll” is a test of your loyalty?

Hence, all these polls are worthless as a measure of so-called Russian public opinion.

There is also what my friend the journalist Sergey Chernov once called the “TV-Levada-TV-Levada-TV (ad infinitum)” factor, meaning that the troika tend, unsurprisingly, to poll Russians about subjects that have just been subjected to a heavy propaganda barrage on the national TV channels. A good number of respondents have already been primed to respond to questions on these topics in a very specific way, thus generating a closed feedback loop that only benefits the regime, who wants its subjects passive but perpetually on message.

This brings us to the less obvious part of the nefarious work done by the troika in painting an utterly false portrait of Russian society at large, a society allegedly consisting mainly of rampant Putin supporters, racists, homophobes, Stalinists, and lovers of Cheka-NKVD-style rough justice: none of the fake polling they do would make a difference to anyone if the media, both domestic and international, were not there to report on their dubious “findings” every step of the way.

Although I have read, over the last five or six years (during which time what I have dubbed the “pollocracy” has gone completely wild), a decent number of articles by smarter people who are just as critical of the worth and reliability of the troika’s so-called public opinion polls as I am, using many of the same arguments I have just made, the media uncritically report the results of the troika’s latest polls as news events in themselves and indisputable evidence of what “Russians really think.”

To make matters worse, the overwhelming number of “Russia experts” see nothing fishy about the troika’s polls and cite their findings as fact in their lectures, scholarly articles, and white papers.

So, I have a modest proposal. If you accept the “anti-pollocratic” argument, as I have laid it out rather crudely here, you should refrain from giving a platform to the mighty troika of Russian pollsters and their demeaning, ultimately Russophobic, ultimately Putinist, incredibly skewed polls. You should not report them as news, because they are fake news. You should not cite them as facts, because they are anything but facts.

They are not very clever attempts to manipulate minds both inside and outside Russia. Putin is not wildly popular and thus handily wins free and fair elections. The elections are rigged up and down and sideways from the get-go in the most cynical ways possible, a real fact that has been documented and witnessed several hundred thousand times by hundreds of thousands of Russians. But since the elections are rigged, and since Putin and his satraps can never be allowed to lose an election, it has to be “scientifically” proven he enjoys unwavering “broad support” amongst the unwashed masses.

This is where Russia’s troika of pollsters comes to the rescue. Their main function, funny as it might seem, is to periodically certify Putin’s runaway popularity through “scientific polls.”

All the rest is icing on the cake. As I have written, the pseudo-liberals at Levada Center have made it their pet project to prove to themselves and their pseudo-liberal admirers that the Russian people (russkii narod) are the most ignorant, dark, illiberal, and retrograde losers on the planet.

But the way they have gone about “discovering” this non-fact is as methodologically faulty as the way they have doggedly proven month after month, quarter after quarter, that Putin is astronomically beloved by “the people.” The only difference between Levada and their colleagues at VTsIOM and FOM is the significance they attach to the exact same, absolutely bogus results.

Anyone who cites these results as fact is doing a real disservice to the actual Russian people and the democratic cause in Russia.

If those are things you care about, you should not platform Russia’s troika of pollsters, just as you would cast your local chapter of neo-Nazis or the North American Man-Boy Love Association into the outer darkness.

Because Russian opinion polls are as worthless, damaging, and flat out wrong as the above-named dangerous freaks. TRR

When we examine the campaigns, events, and public manifestations that might be dubbed signs of creeping re-Stalinization, the rehabilitation of Stalin, his emergence in the public space amid public approval, we see that each such instance was obviously organized directly or indirectly by the state, rather than by private individuals.

The monuments that have been erected recently and whose numbers have, indeed, been growing, have usually been installed under the auspices of local branches of the Communist Party of the Russian Federation (CPRF). This hardly makes them popular or grassroots endeavors. I would imagine everyone knows what the CPRF’s network of regional branches and our parliamentary parties amount to in reality, the extent of their loyalty to the regime, and the degree to which they coordinate all their moves with local and federal authorities.

It’s Even a Good Thing
Way back in 2002, a street in a city in Dagestan was named Stalin Avenue at the mayor’s behest. It did not happen because the locals came and surrounded town hall, threatening to set it ablaze if the mayor didn’t agree to their demands.

In 2009, in another political era, a line from the Soviet national anthem, “Stalin raised us to be true to the people,” was restored to the visual design of the Moscow subway’s Kurskaya station. Medvedev was then the president. The authorities responded to the indignation then voiced by arguing it was historically accurate. They had simply restored the station to its original appearance.

Since then, the Moscow subway has been rendered a powerful tool of pro-Soviet and Stalinist propaganda: there are the trains in which we encounter portraits of Stalin, and campaigns like this year’s “Times and Eras.” The pretext is sometimes stills from a film or historical memoirs. But you realize none of this comes from the grassroots, from ordinary folk, but from subway top brass or Moscow and federal authorities.

In Mari El, a life-sized monument to Stalin (one of the few; busts are usually erected instead) was erected on the premises of the local meat processing plant. As the town’s main employer and a major local business, the plant naturally could not afford to be in opposition to the regime, so it provided the venue for the monument.

2015 saw the opening of a Stalin Hut Museum in the village of Khoroshevo. It was something of a scandal, because the museum was sponsored by the Culture Ministry and personally approved by the culture minister.

A bust of Stalin was erected in Pskov Region in 2016, also with the knowledge and approval of local authorities.

Art exhibitions featuring images of Stalin in paintings of his era, paintings glorifying him and other Communist leaders, opened in Moscow in 2014, 2015, and 2016—for example, a show of works by Stalinist court painter Alexander Gerasimov, who authored the painting popularly known as “Two Leaders after a Rain.” These cultural treasures were shown in the Tretyakov Gallery not at the request of the art community or the museum’s staff.

What is important to understand is the following. It does not follow from the things I have listed that there are no people in Russia who would, at their own behest, erect a bust of Stalin at their dacha or even be willing to donate money to restore a monument to him. Because we see a video of ordinary people in Sevastopol standing and applauding during the performance of a song about Stalin by a strange man in white trousers does not mean they were all specially dispatched there by the local authorities.

What is the function of state propaganda? Speaking from a hierarchically superior stance, it establishes norms. It informs its audience about what is correct, normal, and permissible. It generates the ambience that lets people know that gadding about with a placard depicting Stalin is, at very least, safe, if not commendable generally. It lets them know that numerous books rehabilitating Stalin’s regime, which pack the shelves of bookstores throughout Russia, will not be deemed “extremist,” that their authors, publishers, and distributors will not face criminal charges under Article 282 of the Russian Federal Criminal Code, unlike other books that someone might think to display prominently in a bookstore. People are given to understand this is normal and not punishable, that it is permissible and encouraged.

When television presenters and state officials tell us there is no need to demonize anyone, that we can take a look at the Stalin era from different viewpoints, but whatever we want to say, the war was won, this is a signal that those who actually feel positive feelings in this regard and those who felt nothing in this regard should suddenly have them, that those who had no opinion on the matter should suddenly have an opinion, because they have been told it is permissible, normal, and even a good thing.

“They Want Their Own Stalin”
Theoretically, conformism is a psychological norm. We can rue the fact, but it is nevertheless the case. Individuals are inclined to join majorities. Individuals are inclined to compare their opinions with opinions they imagine are generally accepted. Maybe this is not the noblest manifestation of our human nature, but it is a sign of a mental health. We people, who are social animals, behave in this way for our own safety and to adapt successfully to society. This endows those who speak on behalf of the state, on behalf of generalized authority, with responsibility. Russia’s national TV channels are not considered sources of information and news, but voices of the powers that be. People consume TV in this way.

Let me remind you that such a sweet, innocent New Year’s TV holiday special as Old Songs about What Matters was first aired on January 1, 1996. The first program imitated the Stalin-era film Cossacks of the Kuban (1950). The film was the frame for the star-studded cast’s song and dance routines. 1996 was a presidential election year. Even the hazards of competing with the Communists in a relatively free election did not intimidate Russia’s ideologists and spin doctors. It did not stop them from organizing such a pretty, funny, sly rehabilitation of one of the most terrible periods in the history of the the terrible Soviet regime. This is what we call normalization. Look, they say, it was not terrible; it was pleasant, even. You can make fun of it and smile a good-natured smile when contemplating it. That was when the process kicked off.

Let me remind you of another early public campaign of this kind. In 2008, which, again, seems like an utterly different political era, there was a TV program, Name of Russia, which purported to pick the one hundred greatest Russians. The idea had been borrowed from the BBC program 100 Greatest Britons (2002), but was done completely in its own way. TV viewers were asked to select the one hundred most outstanding figures in Russian history, leading ultimately to the selection of a single finalist. Huge, persistent efforts were made to persuade viewers that Stalin had “really” won the popular vote, but since this would have been disgraceful, [TV channel Rossiya, known until recently as Channel Two] made the necessary adjustments, and Alexander Nevsky emerged the victor.

How did this vote really go? Now, with the know-how and knowledge we have amassed since then, we can more or less imagine how the so-called people’s will was determined, especially on television. But Name of Russia was, perhaps, the first time we saw this model fully deployed. The implied message was: they want their own Stalin, but we, the powers that be, are still shielding them from this on the sly. We still need to rein them in a bit.

A similar story involving alleged popular voting occurred in 2013, when Rossiya TV had to pick ten views of Russia, ten pictures, landscapes or historical buildings that exemplified the country. Then, as you remember, an ambitious regional leader organized the voting in such a way that the Heart of Chechnya Mosque would win. Federal officials found themselves in an uncomfortable position, and once again adjustments had to be made to the vote count so the Kolomna Kremlin would win. The ambitious regional leader got pissed off at the cellphone companies Beeline and Megafon, and they were shut down in the Chechen Republic; one of their offices was even pelted with eggs, such was the great indignation over the defeat. I mention this to illustrate how such things are organized and what their real purpose is.

We must face the truth and realize we are dealing with state propaganda, with notions of what is normal, acceptable, good, glorious, great, and outstanding that have been defined and imposed by the state. These notions strike a chord because they are voiced on the regime’s behalf and because they draw their power from actually existing needs.

A Nationwide Need for Authoritarianism Has Not Been Observed
How can we encapsulate these needs, the reality behind Stalin’s “high” rating?

I was first asked this question at an event sponsored by the Böll Foundation in Berlin.

“How can people in Russia love Stalin?”

When a question like that is tossed right into your face, you start to understand the grassroots need for justice, as understood in a peculiar way, the need for a paradoxically anti-elitist Stalin, the Stalin people have in mind when they say, “If Stalin were around, he’d settle your hash.” This Stalin was the scourge of the nomenklatura, foe of the strong and rich, and champion of poor, simple people. The degree to which this conception is mythologized and savage is beside the point, but it does exist. Many people who utter this phrase mean to appeal to strict law and order, to equality, to a primitive apostolic simplicity.

It is a sin, especially for academic researchers, to quote conversations with taxi drivers, but I too have been forced to listen to tales of how Stalin had one greatcoat and one pair of boots, but look at the way folks today live as they please and can afford everything. Meaning that the anti-elite demand is clearly encapsulated in this rhetoric. But the very idea that there is something to which one can appeal, that it is permissible, normal, and safe, was planted in people’s minds by the machinery of state propaganda.

Let’s see how successful this state propaganda machine has been over the course of several decades. Here is the simple, most basic question, as posed by pollsters at the Levada Center: “How do you personally feel about Stalin?” Look at the pattern of responses from 2001 to 2015. It would be wrong to say that any radical changes—sharp increases in respect, admiration, and sympathy—occurred. There is no evidence of this.

What emotions have decreased? Dislike and irritation. As part of the same trend, there has been a sharp increase in those would could not care less. What do we call that? The natural course of time. Indeed, Stalin is a quite heavily mythologized figure. When we are told that “our grandfathers fought in World War Two,” we must realize the grandfathers of the current generation of thirty- and forty-somethings saw no combat. Their grandfathers and grandmothers were children during the war years, meaning that for the currently active segment of the populace, the war happened a very long time ago. Stalin has been gradually fading into the pantheon of historical characters in which Napoleon is a beloved Russian cake rather than a French emperor, and Hitler is a meme from the cartoons shared on the VK social network.

Without discussing whether this attitude is moral and good, we do acknowledge it is inevitable, because living historical memory gradually fades away, and the symbolic field remains. So, we see that Stalin is not universally loved. Love of Stalin has not grown, and neither has the need to admire or like him increased. It would be wrong to say that the common folk adore Stalin more and more. It’s simply not true.

How do young people evaluate these distant historic periods? Here is the outcome of a survey on historical events of which we might be proud or ashamed. It was conducted among Russian and American students in 2015.

The correlation between the primary source of pride, victory in the Second World War, and the primary source of shame, the Stalinist terror, illustrates the ambivalence that invariably entangles attempts at complete de-Stalinization, which is impossible as long as “victory” and “Stalin” are fused in the national imagination. Nevertheless, we see that young people have a quite healthy moral focus.

Let’s look at a slightly more realistic question. It does not have to do with a person that neither you nor your grandfathers have never seen, but with the period in which you would have rather lived.

The outcomes in this instance are indeed interesting. For some reason, after 2014, there was sharp decline in popularity of the reply that the best time to live was before the 1917 Revolution. I don’t know why, but for some reason the amazing effect of the so-called Crimean consensus came down to the fact that this happy time “before tsarlessness,” as the saying goes, has lost its popularity for some reason. Very few people chose the Stalin era, as we see, and there was no change in this case: its popularity was low and has remained low. Meaning that maybe people “respect” Stalin, but no one is especially keen to live in the period during which he actually ruled.

The Brezhnev era is regarded as a more or less comfy, calm, peaceable time, but its popularity has been decreasing. No one likes perestroika or Yeltsin, for that matter.  A good number of respondents were undecided, and since the time span from 1994 to 2017 is quite large, people decided that, given this paltry choice, our own time, perhaps, looked okay after all.

How do these figures—this attitude to Stalin and his era, which, as we have seen, are not at all one and the same thing—correlate with people’s overall socio-political views? I have borrowed data from Kirill Rogov’s research study “Proto-Party Groups in Russia: 2000–2010s,” for which I am extremely grateful to him. The data in question are the outcome of a so-called meta poll, meaning a summary of public opinion polls, conducted over the past eighteen years by the Levada Center.

Here is a survey on a topic most closely bound up with Stalin: “Does our country need a strong hand?”

“The Strong Hand: The Authoritarian, Leader-Centered Model. Are there situations in the country’s history when the people need a strong, authoritative leader, a ‘strong hand’?” Sixteen polls conducted from November 1989 to November 2016. Look at the darkest line, which matches the number of replies that a “strong hand” has been “constantly needed.” The second line represents the opinion that “sometimes this has been necessary, but not always” [sic], while the [light blue] line represents the opinion that it is not necessary in any case. Look at the right side of the chart. Here we also observed the quite strange turning point, as yet unexplained by researchers, that occurred after 2014. Perhaps five or seven years from now we will say the effect of 2014 and its impact on public opinion was not as it was described to us on TV. Look at the upward tendency of the third [light blue] line: after 2014, people suddenly began to say that in no case should all power be handed over to one person. The second line (“It’s sometimes possible, but generally not a very good thing”) has taken a nose dive. The upper line was headed downward, but starting in 2011 it climbed a little, before falling again after 2013. In 2014, it experienced a sustained, short-lived upturn.

What rights do Russians value the most? Let’s look at the trends of recent years.

Here we also see the mysterious, counter-intuitive post-Crimea effect, when, in the wake of 2014, Russians gave access to information and freedom of speech a hard look, while experiencing a certain disenchantment in property rights.

Such are the interesting conclusions that Russians make from what they observe. However you look at this character, it clearly follows that we do not observe either a national yearning for authoritarianism оr the longing for a strong hand. Meaning we are dealing with an idea imposed on society about what it is like. Why is this done? Why are people told they long for the return of capital punishment when don’t particularly long for it? Why are they told that the whole lot of them want to resurrect Stalin? Why are they told they enjoy large-scale crackdowns?

European but Weak
The political regime, which wants, on the one hand, to concentrate power and resources in its hands, remain in power, and yet is not a full-fledged autocracy, does not have a well-developed machine of repression. It does not have a ruling ideology and the capacity for imposing it, and it does not want to be subjected to the procedures of democratic rotation. In fact, it finds itself in quite complicated circumstances.

It holds onto power by a whole series of pretty tricky tools. A considerable number of these tools relate to the realm of propaganda and represent different kinds of imitative models and patterns. Democratic institutions and processes are imitated, for example, elections, political parties, and a variety of mass media, which for all their variety report the same thing. Elections are seemingly held, but power does not change hands. Political parties exist, as it were, but no one opposes anyone. (This applies to the CPRF and the other so-called systemic or parliamentary parties.) This is on the one hand.

On the other hand, it is necessary to imitate autocracy’s rhetorical tools, meaning, roughly speaking, trying to appear in the public space as scarier than you are. Second, it is necessary (this is a subtle point, which is often not fully understood) to present oneself not as a terrible dictator, a bloody tyrant, but, on the contrary, as a civilizing, deterring force who is compelled, ruling over such a savage people with authoritarian tendencies, to keep it reigned in all the time, to constantly moderate its thirst for blood.

Meaning that it is necessary to transmit such ambivalent signals as “Let’s not demonize [e.g., Stalin], but let’s consider the issue from all sides.” It is necessary to pretend you are conceding and, simultaneously, resisting constant public pressure, which demands archaization, clampdowns, fire, and blood. If you didn’t resist the pressure, then everyone would have probably already been hung from the highest tree. Yet you are the selfsame power actor who generated the demand. You organized this entire normalization, to which you subsequently respond reluctantly, as it were.

Why is it necessary to fashion such a terrible reputation for one’s own people? To have an excuse for the crackdown on political rights, primarily voting rights, a crackdown in which you constantly engage. If people are savage, bloodthirsty barbarians, it makes sense to prevent them from electing the people they like at elections. For the time being you, a more or less civilized European, rule them, but if you let them have their way, they would immediately elect “Hitler” (the nationalist scarecrow) or Stalin (the left-wing étatist scarecrow). Both are arguments for limiting the rights of Russians to defining their own lives. Hence, the need for Stalin’s popularity.

What is my thesis? Filling society’s heads with false ideas about itself is meant to paint the government as the only “European” in Russia. Given the current social reality, this has long been untrue, to put it mildly. No, the dichotomy of the “civilized regime” versus the “savage society” does not exist, is not borne out by any reality, and cannot be measured by any instruments.

Our society is complex, multifaceted, and diverse. If we try to single out a public opinion, a common idea of values, as shared by the inhabitants of Russia (something that has been confirmed numerous times in research papers), we would see something like the following picture. We would see a society that espouses the values customarily identified as European. We would see a society that is individualist, consumerist, largely atomized, very irreligious, predominantly secular, and fairly intolerant of state violence, again, contrary to what is usually argued. It would be even more accurate to say that those who are intolerant of state violent are much better at joining forces and much more vigorously express themselves than those who put up with it.

We would see a society with values that researchers ordinarily describe as “European but weak.” We would see a society that is basically conformist, relatively passive, not terribly willing to express its opinion, and inclined to weaving the spiral of silence, which consists in people saying what is expected of them. Nevertheless, this society is not aggressive, not bloodthirsty, and does not long for the establishment of an authoritarian regime in Russia.

To govern a society like this with undemocratic methods, of course it has to be represented in a false manner. Of course you have to screw a little flag with Stalin embroidered on it into its head so as then to point at it and say, “See what they’re like.”

I urge everyone not to get involved in this game and not play up to those who engage in it much more seriously than we do, because these ideas about a wild and terrible people, first, do not capture the fullness and complexity of our reality, and second, hinder us, blocking our way to progress and development.
