Pskov Rallies in Solidarity with Reporter Svetlana Prokopieva

“People Haven’t Found Another Way to Voice Their Opinions and Make Themselves Heard”

In early February, the home of journalist Svetlana Prokopieva was searched by the security forces, who suspect her of “vindicating terrorism.” If charged and convicted, she could face seven years in prison. In November 2018, Prokopieva shared her thoughts about the terrorist attack in Arkhangelsk live on the radio station Echo of Moscow in Pskov. In December, Roskomnadzor, the Russian media watchdog, claimed the journalist’s statement could be interpreted as “vindication of terrorism.”

What do the people in Prokopieva’s hometown of Pskov think? We spoke with people who attended a rally there in support of her on February 10 and wrote down what they told us.

I came to this rally to support someone whom the authorities are attempting to punish unjustly simply because she analyzed certain things on her radio program. And for that her home was surrounded by a SWAT team.

First, it’s a shame this is happening in Pskov. I’d always had the sense Pskov was a democratic city, a city of free speech. But things have a changed a bit, apparently.

I don’t think Russia has passed the point of no return yet, but, judging by such cases, it is trying to get there whatever the cost.

Rallies like this also give a boost to the people who attend them. You get the sense you’re not alone, that there are quite a few other people who think like you. Maybe this will also help Svetlana.

I came to this rally to support Svetlana, who back in the day wrote about us and really helped us. She got the attention of our region’s governor, who was then Andrei Turchak, because it was really hard to get to him. But Svetlana helped us with that.

The authorities just took our property. Rosimushchestvo [the Federal Agency for State Property Management] used photocopies of documents to register our house in their name, and so we lost everything. Then our daughter Serafima was born. The doctors diagnosed her with Down Syndrome. We were immediately faced with a whole slew of trials. But Svetlana wrote about us from the very beginning of this business. She found our family when we were still building the house. It was then we had given a gift to the city by restoring a fourteenth-century wall. My husband was given an award for that. They gave him an award, but then they confiscated our house.

Around the same time, there was the “Direct Line” TV program with Vladimir Putin. I think Svetlana is the sort of person who should be on the president’s team, who should work with governors and officials.

Svetlana did an investigative report and helped us. Turchak himself took charge of the matter of our house and an inspection team (sent by President Putin, I think) came to have a look. I would like our rulers to have incorruptible and honest people like Svetlana Prokopieva on their teams.

We don’t want revolutions. We just want there to be good people close to our president and our governors. Now we have a new governor. [Instead of persecuting Prokopieva], they should make her part of his team, and then everything would be terrific in our city.

I have read the newspaper Pskovskaya Guberniya for fifteen years. It’s an excellent newspaper, one of the few independent newspapers in Pskov Region and Russia.

So, I think it’s quite important to defend a reporter from the newspaper, just like any independent reporter who tells the truth.

I think [the charges against Prokopieva] are fabricated and far-fetched. Lots of people say similar things publicly and privately. The lack of opportunities for peaceful protest cause certain people to become radicals, terrorists, and so on. I don’t consider what Prokopieva said a call for terrorism or vindication of terrorism.

It’s just getting at the root of the problem.

I would argue that when the authorities persecute journalists they are just trying to crack down on the independent press and intimidate activists and freethinkers.

God forbid the case should end with Prokopieva’s actual imprisonment. Whether it does or doesn’t happen primarily depends on us.

I would like to quote another of my favorite op-ed writers and journalists [sic], Yekaterina Schulman. She says the only effective thing is public scrutiny and grassroots protest. When they don’t work, nothing else will work at all.

I came to this rally because I had to come. That’s all there is to it. There was no way I would not come.

I think it’s a disgrace when a person is punished for her honesty and integrity.

When I heard about the case on Echo of Moscow radio station, the word “lawlessness” [bespredel] came to mind, since this is state-sponsored lawlessness.

I listened to the program on the radio and I wanted to find the article on the internet, but couldn’t find it. I recall, though, that what Svetlana had said was quoted verbatim on the radio program, as far as I understood. There was nothing criminal about it. Moreover, I agreed with her.

I believe we should value, respect, and help such people, not run them into the ground by filing criminal charges like that against them. If it weren’t for such people, the government would simply rot due to a lack of criticism. Maybe the government doesn’t want to be criticized, of course, but if wants to progress and see its mistakes, it has to have people like this. And help them.

We came to Svetlana’s rally carrying placards about free speech. This illustration of a pencil clenched in a fest was used at the peace march in Paris in 2015 after the offices of the magazine Charlie Hebdo were attacked. I was part of that demo in France four years ago, and now I am here. Of course, there are fewer of us in Pskov, but Pskov is not Paris.

All of us are in the media and on the social networks. We all voice our opinions. None of us is immune to this terror directed against us, actually. We want the right to speak our minds.

I know Svetlana personally: my previous job had to do with the mass media. Personally, I want to live in a free country where I have the right to speak out, where I can voice my thoughts freely. It’s due to all these things that I’m here.

I read the article for which they are trying to bring Svetlana up on criminal charges. I didn’t find any vindication of terrorism in it. She was simply making an argument. She said nothing radical and made no calls for terrorism.

She merely discussed the situation and why it happened.

First, one of the speakers [at the rally] was right. I don’t consider it a terrorist attack. The individual could find no other way to voice his opinion so it would be heard. After all, he left a note, a message on a Telegram chat channel that he was opposed to the FSB’s use of torture.

How could he make himself heard? It turns out he couldn’t.

I gather [the authorities] are prosecuting a journalist for a critical article. I didn’t read the article, but I don’t think anyone has abolished freedom of speech [in Russia]. It’s another matter altogether that it falls under our country’s laws.

From the ethical point of view, however, she did nothing wrong, of course.

I believe that peaceful rallies like this one, only publicity and dissemination of information, can help individuals avoid criminal prosecution in Russia.

“I’m sitting in my parents’ kitchen in Kazan. In its news bulletin, Echo of Moscow, a supposedly liberal radio station, reports that a terrorist has been detained on the Crimean border, the member of an armed band. He has been accused of storing and transporting weapons and explosives. His name is not mentioned, but it is clear they are talking about our friend Edem Bekirov, a Crimean Tatar from Novooleksiivka in Kherson Region.

“Edem is an ill, elderly man who has had heart bypass operations and a leg amputated due to diabetes. Before the latest operation, he went to Kyiv to see his mom. On the border, he was abducted by men in masks. For a time, nothing was known about his whereabouts. Then they let him call home from the FSB’s Simferopol office. He had not been given anything to eat or drink for two days or been taken to the bathroom. He was not permitted to take bandages to dress the unhealed wound on his stump or the medicines that keep him alive. He needs to take sixteen pills a day.

“The Russian authorities have been slowly killing Edem in a remand prison for over two weeks. The day before yesterday, the so-called court dismissed the appeal in his case. The radio reports the detained man associated with the terrorist group led by Lenur Islamov. They apparently meant the Crimean Tatar TV channel ATR, where Edem’s daughter works.

“Everyone knows Crimean Tatars do not kill anyone or carry out terrorist attacks. They have a principled stance of nonviolent resistance to the occupiers. The cartridges and twelve kilos of explosives that Edem, one-legged and ill, was supposedly taking somewhere is the same nonsense they made up about the so-called terrorist militant Oleg Sentsov. I remember watching Russian television in early 2014, before the annexation. It was footage of Grushevsky Street in Kyiv: Molotov cocktails, burning tires, snowdrifts. The announcer explained to viewers they were seeing Crimean Tatars rioting in Simferopol.

“There is the pre-New Year’s hustle and bustle on the streets of our cities: lanterns, New Year’s trees, shopping, traffic jams. Like many other Crimean political prisoners, Edem Bekirov will ring in his new year behind bars. We must do everything we can to publicize his plight. We have to shout about it on every street corner. We have to get him out of jail before it’s too late.”

That is the Happy New Year we are having.

Why Is Nikita Mikhalkov Not in Jail with Yuri Dmitriev?

Tomorrow, October 25, a court in Petrozavodsk will hold the latest hearing in the trial of Yuri Dmitriev, a historian and head of the International Memorial Society’s Karelian branch. I should explain a few things for those of you unfamiliar with the case. Dmitriev established the names of thousands of victims of the Stalinist terror, and has published several volumes memorializing the victims of political terror during the 1930s and 1940s in Karelia. For thirty years, he searched for secret burial sites of Gulag prisoners in the republic, discovering in the process the mass graves of executed political prisoners at Sandarmokh and Krasny Bor. One of the cofounders of the memorial complex at Sandarmokh, Dmitriev has researched the history of how the White Sea-Baltic Canal was built.

Dmitriev was arrested in December 2016. According to police investigators, from 2012 to to 2015, he photographed his foster daughter, who turned eleven in 2016, in the nude, but did not published the snapshots. The only evidence in the case that has been made public is a photograph of his granddaughter and foster daughter running naked into the bathroom. Dmitriev himself has claimed that he took the snapshots of his underage foster daughter as a record of her health and physical growth after he took her from an orphanage, where she had shown signs of being unwell. Dmitriev stored the photos of his foster daughter on his home computer. They were not posted in the internet.

What does Nikita Mikhalkov have do with this, you ask? Because the world-famous filmmaker shot a quite well-known documentary film,  Anna from Six to Eighteen (1993). In the film, Mikhalkov’s eldest daughter Anna responds to the same questions each year over thirteen years. Her responses are edited together with a newsreel of the year’s events. There are shots in which Anna is shown completely nude. It is easy enough to verify this, because the film is accessible on the Web. For example, watch the scene that begins at the thirteen-minute mark.

Mikhalkov won several awards for the film: a Silver Dove at the 1994 Leipzig International Documentary Film Festival, the Grand Prix at the 1994 Golden Knight International Film Festival of Slavic and Orthodox Peoples, and the Prize for Best Documentary at the 1996 Hamptons International Film Festival.

Why has one man been jailed for doing something for which another man has been celebrated? Why can you show your naked daughter to the whole word, while it is a crime to record your foster daughter’s maturation for child protection services and not show the photos to anyone else?

Is it because Mikhalkov supports the current regime, while Dmitriev investigates the crimes of the Stalin regime, restores the names of those who perished in the Great Terror, and unmasks the executioners? It is noteworthy that the day after tomorrow, October 26, is the seventh anniversary of Mikhalkov’s “Manifesto of Enlightened Conservatism,” in which he singled out “loyalty to the regime, the ability to obey authoritative power gracefully,” and consolidating the so-called power vertical as primary values.

Dmitriev’s arrest was clearly provoked his human rights work. Many people in Karelia know Dmitriev as an honest, decent man not afraid to tell the truth, a truth that is sometimes unpleasant to the authorities and law enforcement agencies. The Memorial Human Rights Center has declared Dmitriev a political prisoner.

The Dmitriev case is politically motivated. This is obvious to everyone, including such well-known Russian public figures as writer Dmitry Bykov, musician Boris Grebenshchikov, actor Veniamin Smekhov, writer Ludmila Ulitskaya, and their numerous colleagues who have recorded video messages in support of Dmitriev. Nikita Mikhalkov was not among them.

In a few days, the country will mark the mournful Day of Remembrance of Victims of Political Repression. Among them will be the victims of the present day.

Russian National Guardsmen and riot police (OMON) have surrounded truckers protesting the Plato freight haulage road tolls system in the city of Manas in Dagestan, according to Mikhail Kurbatov, a member of the Association of Russian Carriers (OPR).

Anatoly Shilov, coordinator of the OPR’s St. Petersburg branch, said the troops had surrounded the truck drivers on the morning of March 31, and they have been kettled for several hours. No one has been allowed in or out.

According to an eyewitness, around 600 truck drivers are involved in the protest. Their trucks are stretched along the roadside of the Makhachkala-Baku Highway in Manas.

“About 200 law enforcement officers and riot police arrived on the scene. The troops deployed their vehicles along a one-kilometer stretch of the highway, completely surrounding us. They have blocked our way out, and we have been stuck here for about four hours. The riot are wearing masks with shields, but they have been behaving calmly. There have been no provocations against the truckers,” said the activist.

He added that one of the policemen had suggested to the truckers to peacefully settle the situation.

“We have been promised that lawmakers would come here tomorrow, and that we would talk with them. We will definitely be here until tomorrow,” he said.

Our source also emphasized the fact the trucker drivers had parked strictly on the roadside and were not interfering with traffic on the highway.

Earlier, the OPR announced a nationwide protest by truckers would take place on March 27. Protests were scheduled for at least nine Russian cities, according to the OPR’s website.

Organizers did not cancel the protest despite the fact that on March 24 Prime Minister Dmitry Medvedev signed a decree raising rates under the Plato system only by 25%, whereas earlier the rate was to have been doubled. Thus, as of April 15, the toll for trucks will be 1.91 rubles a kilometer, not 3.06 rubles a kilometer, as had been planned previously.

“For the Church, Violence Is the Norm”

Father Vsevolod Chaplin, long-time head of the Moscow Patriarchate’s Synodal Department for Cooperation between Church and Society, made an appearance on Echo of Moscow radio in which he shocked many people by saying that some people “can and should be killed.”

Here is an excerpt of Father Chaplain’s appearance on Echo, which began with a discussion of erecting a monument to Ivan the Terrible in Oryol.

Presenter: Yes, but with that rationale you can also justify Stalin, for example. Sure, there were excesses, but he was an effective manager, they say.

Vsevolod Chaplin: He did a lot. Listen, at the end of the day what is wrong with destroying a certain number of internal enemies?

Presenter: “Destroying” people, that is what is wrong.

Vsevolod Chaplin: What is wrong with that?

Presenter: You cannot kill people!

Vsevolod Chaplin: Why not? Some people can and should be killed. That is for sure.

Presenter: “Some people”? Which ones are those?

Vsevolod Chaplin: So it is no accident that criminals are destroyed, and no accident—

Presenter:  I would remind you the death penalty has been abolished in Russia.*

Vsevolod Chaplin: I am not sure that was the right decision. Look, even God, if we read the Old Testament, if we read the Apocalypse, that is, the New Testament, directly sanctioned and sanctions in the future the destruction of a huge number of people for the edification of others.  For the edification of societies, it is sometimes necessary to destroy a certain number of people who deserve to be destroyed.

* In fact, capital punishment has not been abolished in the Russian Federation. President Yeltsin placed a moratorium on the death penalty in 1996 so that Russia could meet the requirements for joining the Council of Europe. The moratorium has remained in effect since then, but the death penalty is still listed in the law books as a legal punishment for certain crimes. TRR

When asked whether Chaplin’s statement was his personal opinion or a reflection of conversations within the Russian Orthodox Church (ROC), Nikolay Mitrokhin, a sociologist of religion and author of the book The Russian Orthodox Church: Its Current State and Challenges, confidently replied that church insiders think this way.

Nikolay Mitrokhin: The majority of rank-and-file clergy and the bishops are quite militantly minded. They do not rule out violence. Violence is the norm in ecclesiastical practice. Bishops hit priests who do something wrong on the altar. Its is a popular subject of stories told within the Church. In turn, priests are capable of hitting sacristans and subdeacons. The Church is now also the leading social institution that has come out against so-called juvenile justice, in other words, against bans on beating children. So for the Church, violence is the norm.  The Church supports militarist rhetoric. The Church supports the numerous military-patriotic clubs operating under its auspices. If you chat with a rank-and-file priest, he will surely talk like Chaplin or worse. It is another question whether it was worth putting Chaplin on the radio and giving his cannibalistic ideas a platform.  However, that is the stance of Echo of Moscow, which has given various kinds of fascists the chance to speak out on its airwaves. Let us not forget that several right-wing radicals have their own programs on the station.  So it all fits, in the first place, not only the mindset of the ROC but also the mindset of Echo of Moscow.

Echo of Moscow actually plans not to publish the transcript of this speech and, as far as I can tell, will not be inviting Father Chaplin on the air again.

With Chaplin’s appearance, they have reached a point where a lot of people have wondered whether the prosecutor’s office is asleep at the wheel and whether they should not file a complaint against Echo of Moscow radio station. In this case, they face quite specific criminal charges. But the reason they invited Chaplin to appear on the air is itself quite obvious. Yet again they had to rile up the liberal public with harsh statements so that a discussion would emerge around them. They are not shy about inviting someone who on several occasions has voiced his tough and, quite frankly, fascist stance. So I think this was a big mistake on the part of Echo of Moscow, which is no less liable for the statements than the person who made them.

When Chaplin says this, when priests en masse within the ROC hold such positions, does this somehow link up in their minds, if I can put it is this way, with the concept of Jesus Christ, who spoke of love and non-violence?

As we know, there is no Christ in the ROC. There is Orthodoxy in the ROC, but there is no Christ in the Church in the sense in which the idea of Christ was shaped by the Russian intelligentsia in the early twentieth century. For centuries, the phrase that Jesus is love just did not make sense. It was not a subject the clergy considered. From that point of view, it is not clear why it should be considered now. The concepts that the liberal intelligentsia have been attempting to discuss are all seemingly variations on western Christianity, so-called post-Holocaust thought, which has nothing to do with what the majority of the ROC’s ordinary parishioners think and believe. They see Orthodoxy as the national religion, which provides them with spiritual strength to oppose the “godless” west, and so on.  So Chaplin, who was driven from his post in the Church, deliberately shocked the audience by divulging what the conservative half of his brain thinks. The audience talked about it. Basically, though, any average Russian priest, whomever you approach, thinks exactly the same thing.

Does it come from the Church? Or does the Church trail behind its flock?

It comes from the Church, of course. Within the Church there has long existed a concept, which has been its main content, that has to do with Russian nationalism and militarism. The vast majority of the clergy espouse these ideas and communicate them to parishioners in one form or another. It is another matter to what extent the Church’s leadership controls all of this. To what extent are the clergy permitted to speak out or keep quiet about political issues? This is something that the Church’s leadership monitors. When it wanted the ROC to have a fairly decent image in Ukraine, priests were told they should not travel to Ukraine and help the separatists. A couple of people who violated the ban were banned from the ministry. The Russian clergy immediately began speaking carefully about Ukraine. The clergy can keep thinking as aggressively as it likes. The question is the things it will say in ordinary life. This is something that can be regulated both by society and the state.

Let us come back later to the question of regulation on the part of society and the sate. Let’s talk about the situation within the Church. Are there priests who follow the idea that God is love?

This is a concept common among a very narrow segment of Moscow and Petersburg intelligentsia, among university-educated intellectuals in the broad sense. The majority of clergymen have no secular education whatsoever (I mean higher education), and they have had a very average secondary education. Many of them either do not know about this concept or regard it as a bit of intellectualizing. There are individual priests (among the ROC’s 20,000 priests you might find several hundred, at best) who espouse this concept. But they are outside the mainstream of the Church and do not constitute a respected or influential minority.

Are they persecuted within the Church?

No, but these ideas are so remote from what priests really do it is impossible to say they in any way define the life of the Church. Especially because ideas of this sort are clearly articulated only by individual priests, priests who are closely associated, again, with liberal circles. One level down, in the provinces, a priest can very well tell his parishioners that Christ is love while running a military-patriotic club. It all gels perfectly in their minds depending on their personal views and the last book they read ten years ago. Nothing contradicts anything else. That is why priests with distinctly liberal views who are willing to say that God is love amount to a dozen. They are known to journalists, who turn to them all the time. Beyond the confines of this narrow circle, such concepts are not particularly popular, and they are not subjects of conversation.

The real life of the clergy and the real ideas in their minds are so diverse, so not amenable to systematization, that we can speak of a society, an ideology, that is in fact unknown to us. We can speak of their militarism. But for some priests this militarism is clearly defined—they wear camouflage all the time except during services—while other priests have these ideas in their heads, but they do not express them too publicly, because they think they should say something else to their parishes. In addition, there are the changes that come with age. When they are young, people’s blood runs hotter. As they age, they become smarter, but in old age, on the contrary, they lose their heads, senility sets in, and they can say things that completely contradict what they had said fifteen or twenty years earlier. For example, Father Dmitry Dudko became a communist in old age, although his whole life he was a harsh anti-communist. It is a dynamic environment of generally anti-liberal ideas, but certain noble notions can be found in what they think or say.

What about the natural objection that, in the twentieth century, a huge number of Russian Orthodox priests were murdered by the Bolsheviks on the same grounds that Father Chaplin cited? Does this objection just have no effect on these people? Do they not feel they are the successors to those priests, to the church that was destroyed by this massive crackdown?

They feel like this when it suits them. When they have to argue with the former collective farm chair and current local council head that the church needs paint, they remember the new martyrs. Generally, a person who is willing to remember the new martyrs was probably a Party or Communist Youth League member or even a political officer in the Soviet Army (that is a quite common case) or a local university graduate who wrote pro-Soviet articles. The fact is that there are very few people directly associated with the new martyrs in Russia, and there are fewer of them as the years go by. The bulk of the Church consists of former Soviet people who until 1991 believed in socialist ideas of some kind, were card-carrying Party members, were involved in political organizations, and did not give a second thought to anything religious. Ideas about the regime’s responsibility, ideas about the memory of the mass repressions, all had some importance in the late 1980s, but then quickly came to naught. In this case, what is urgent for the ROC is the question of so-called post-Holocaust thought that the intelligentsia has proposed, meaning the awareness of guilt and the needlessness of so many victims, but the Church has consistently rejected all this now. It believes you can kill, but you have to pick the right group to kill, as Chaplin said. This is the basis of the current ROC’s ideology.

On the evening of September 27, over thirty young neo-Nazis from the gang Moscow Shield attacked a dormitory in the first block of the Kapotnya District. The building is home to migrant works (mostly janitors and cleaners from Central Asia) and impoverished people evicted by the authorities from their flats because of their inability to pay maintenance bills.

Armed with batons and other objects, the neo-Nazis rushed into the building and went from floor to floor, announcing that they were looking for illegal immigrants and shouting nationalist slogans. On one floor, the bandits met with resistance. Clashes broke out during which smoke bombs and traumatic weapons were used. A female passerby was shot and wounded.

Police who arrived at the scene arrested sixty people, forty-seven of them workers who had been defending themselves and a mere thirteen of their neo-Nazi assailants. There is no information as to why the rest of the assailants were not taken into custody. At very least, for the time being “law enforcement” shows a clear sympathetic bias towards the self-proclaimed adherents of racial purity. Disorderly conduct charges have been filed.

The neo-Nazi attack on the dormitory marks a further escalation of far-right group terrorism in Russia.

Echo of Moscow turns everything upside down by reporting off the top that “police detained fifty people, most of them for violating immigration laws.” The information that this happened as a result of an attack on a dormitory by “activists from a nationalist organization” is relegated to the end of the story. That is, Nazi pogroms have essentially kicked off in the country, but Echo of Moscow pretends that it is something else.
