Valery Rashkin: A Rebel in the Russian Communist Party

And now – against crackdowns!

In 2021, only three forms of street activism have been possible in Moscow: “navalnings” (such as in January and April), “putings” (such as in March) and “rashkings,” named in honor of Communist MP Valery Rashkin, who does not get tired of defying the de facto ban on rallies by holding “meetings with an MP” (that is, with himself), since by law such meetings do not require prior authorization. This spring alone, Volja has written several times about progressive “rashkings” (against infill construction in Kuntsevo; against the planned demolition of the Palace of Young Pioneers; and, no less than four times, against the law banning educational outreach activities; in particular, I published an overall report and a separate remark about provocateurs).

Rashkin’s progressive work to ensure freedom of assembly in Moscow, it seems, has not gone unnoticed by the Communist Party leadership and the Presidential Administration. Open Media today published a short article in which, citing sources in the party leadership, they claimed that it was possible that Rashkin would be moved from a surefire first place on the regional party list for the State Duma elections in the autumn to a (second?) place that would make it impossible for him to win re-election. And this, it seems, is exactly what the Presidential Administration, who have soured on Rashkin over his open sympathy for the winter-spring protest rallies (the “navalnings”), wants from the Communist Party leadership.

In the spring, Rashkin, who heads the party’s Moscow city committee, was removed from the presidium of the party’s central committee and now, at the pre-election congress in late June, he could lose his place on the party list.

But Rashkin is not giving up without a fight. At two o’clock in afternoon on Thursday, June 10, he has scheduled another meeting with MPs (that is, he will probably not be alone) outside the reception area of the Presidential Administration building on Ilinka, 23, to protest recent political crackdowns. Mikhail Lobanov, in particular, has written about the meeting, apparently disappointed by today’s confirmation of the sentence meted out to his colleague Azat Miftakhov (six years in prison for breaking the glass in the door at a United Russia party office on the outskirts of Moscow; Miftakhov claims he is innocent).

It is clear that the Communist Party as a whole does not arouse much interest among political observers, but it seems that Rashkin is something special. He’ll probably show us all his stuff once again — to begin with, at two o’clock on the afternoon on June 10.

Against political crackdowns: a meeting with State Duma MPs

State Duma MPs from the Communist Party of the Russian Federation went to the Presidential Administration building to speak out against the political crackdowns taking place in Russia. They opposed the encroachment of security forces on freedom of thought. First of all, they spoke about the persecution of party members in the regions, who have been prevented from standing in the [autumn 2021] elections in every possible way, and the criminal cases initiated against them. In particular, they voiced their support for Azat Miftakhov and Nikolay Platoshkin.

Yesterday, the Moscow City Court, considering an appeal against the verdict of Moscow State University graduate student Azat Miftakhov, did not overturn the six-year prison sentence handed down to him, although it excluded a couple of incidents from the case. Yesterday, the Basmanny District Court left the four editors of the student magazine DOXA — Armen Aramyan, Natalya Tyshkevich, Alla Gutnikova, and Vladimir Metyolkin under virtual house arrest (they are allowed to leave the house for two hours, from 8 to 10 am, and are forbidden from using the Internet and receiving mail) until September 14.

Experts Disagree on Effectiveness of Smart Voting: Some Candidates Recommended by Navalny Could Win, But the Strategy Has Split the Opposition

On Tuesday, politician Alexei Navalny published on his website a list of candidates running in the elections to the Moscow City Duma, scheduled for this Sunday, September 8, whom he has recommended for “smart” voters. They are invited to visit the website and enter their home address to see the name of the recommended candidate in their voting district.

The list covers all forty-five voting districts in Moscow and includes thirty-three Communist Party candidates, five candidates from A Just Russia, all three Yabloko Party candidates who have been allowed to stand in the elections, and one independent candidate.

In particular, in District 5, where ex-MP Dmitry Gudkov was not allowed to stand, Navalny has recommended voting for Anastasia Udaltsova (Communist Party). In District 37, where the Yabloko candidate, Elena Rusakova, was disqualified, he urged voters to cast their ballots for Nikolai Gubenko (Communist Party), the Moscow City Duma’s incumbent deputy chair. In District 43, where Lyubov Sobol, a lawyer at Navalny’s Anti-Corruption Foundation, was not allowed to run, he advised people to vote for Yabloko candidate Sergei Mitrokhin. Finally, in District 45, where Ilya Yashin, head of the Krasnoselsky Municipal District Council was disqualified, Navalny has recommended supporting Magomet Yandiyev from A Just Russia.

The smart voting strategy argues that opposition-minded Muscovites should vote in a consolidated manner for the recommended candidates in order to prevent as many covert and overt United Russia party candidates and other pro-regime candidates from being seated in the City Duma as possible. The idea is to seat forty-five different MPs in the City Duma.

As Navalny explained, “Five or six will be okay, one to three will be just great, and the rest won’t be from United Russia, at least.”

All of United Russia’s candidates and candidates supported by the mayor’s office are running as independents in the current elections. As our sources close to the mayor’s office and the party explained to us earlier, this was due to United Russia’s low popularity ratings in the capital.

On Tuesday, TV Rain quoted Valery Rashkin, leader of the Moscow branch of the Communist Party, as saying they intended to welcome Navalny’s call to vote for Communists in most of Moscow’s voting districts. When he was asked how the party’s national leadership would react, Rashkin said the Moscow branch was independent.

Political scientist Yevgeny Minchenko pointed out there were candidates in Navalny’s list who already had a good chance of winning. It was doubtful, he argued, whether Navalny’s recommendations would have a direct, large-scale impact on their vote tallies.

“The number of activists who are willing to respond to Navalny’s recommendations is not great,” Minchenko said.

In addition, there was the question of how to measure the effectiveness of the recommendations since it would be impossible to establish reliably why people voted the way they did, argued Mincheko.

The situation was a delicate one for the Communists, he noted.

“They have been trying to tune Navalny out any way they can,” he said.

Since the Communists were stronger electorally than Navalny, it was more advantageous to him to enlist them as his ad hoc allies.

Minchenko did not expect the regime to crack down on the candidates recommended by Navalny.

Judging by the attention rank-and-file voters have been paying to the current showdown, according to Levada Center polls, smart voting could prove to be the kingmaker in most voting districts, political scientist Abbas Gallyamov argued.

“People are wound up, not so much because of the refusal to register opposition candidates, but because of the aggressive actions of the security forces. The percentage of voters who show up to the polls as a way of voicing their protest will be quite high,” he said.

Many of the candidates supported by Navalny were not at loggerheads with the regime, but neither were they “regime people,” Gallyamov added.

“As soon as they feel they have the backing of real voters, especially protest voters, they will quickly become self-sufficient and the authorities will have to negotiate with each of them,” he said.

Smart voting had split the opposition, separating its more radical members from the moderates, noted political scientist Alexei Makarkin.

“The more radical politicians have the same principle: the worse things are, the better. If a Stalinist ends up in the Moscow City Duma, that would be okay, too. In reality, however, such people are usually quickly co-opted by the regime,” he said.

Besides, Makarkin said, Dmitry Gudkov and Mikhail Khodorkovsky had published their own lists of recommended candidates.

“Smart voting has not helped consolidate the opposition. It has generated more conflict among people whose relations were already far from sunny,” he said.

In addition, there were problems with specific candidates recommended by Navalny. For example, his list included Leonid Zyuganov, grandson of regime loyalist and Communist Party leader Gennady Zyuganov, said Makarkin.

Navalny’s recommendations would not do the Communist Party any harm, nor did Makarkin anticipate crackdowns against the party members on his list.

Bortko Jumps Overboard

Bortko Withdraws from Petersburg Gubernatorial Election, Ensuring Beglov Victory in First Round: Northern Capital’s Acting Governor Now Faces Only Two Opponents

Filmmaker and Communist Party MP Vladimir Bortko has withdrawn from the governor’s race in Saint Petersburg. He announced this on Friday during a televised debate. Experts said his departure was necessary to secure a victory for acting governor Alexander Beglov in the first round of voting, scheduled for September 8.

At a press conference, Bortko said he asked the other candidates to withdraw due to possible vote-rigging after it transpired polling stations would be opened in Leningrad Region and Pskov Region.

“If I had not withdrawn, the methods for rigging the vote would have been employed to the hilt and we would have been looking at 200,000 to 250,000 extra votes. But I don’t want to get seventeen or eighteen percent and an honorable mention for second place.”

Admitting the Smolny [Petersburg city hall] had helped get him through the so-called municipal filter, Bortko said his withdrawal had been his own spontaneous decision and that the president’s first deputy chief of staff, Sergei Kiriyenko, had tried to talk him out of it.

Meanwhile, last week, Culture Minister Vladimir Medinsky wrote on Instagram that he and Bortko had discussed the idea for a new TV film about the 1812 war against Napoleon.

Bortko is the second parliamentary party candidate to withdraw from the Petersburg elections. Earlier, Oleg Kapitanov, an LDPR member of the Petersburg Legislative Assembly, accepted Beglov’s offer to take up a post in the city government. The acting governor now faces only two opponents: Mikhail Amosov (Civic Platform) and Nadezhda Tikhonova (A Just Russia).

Bortko said the Communist Party did not know about his decision. But our source inside the part said Bortko had informed party chair Gennady Zyuganov about his intentions early last week. The Communists had talked Bortko out of withdrawing but he changed his mind.

Our source admitted it was possible that Bortko had been used “without his knowledge” as “an emotional person,” but thought it was unlikely that Beglov could not have won in the first round without his help. He did not believe Kiriyenko had tried to talk Beglov out of it.

Zyuganov said the party would evaluate Bortko’s actions after the elections.

Earlier, a source close to the Kremlin told Vedomosti that Bortko’s support rating had climbed to nearly thirty percent and thus increased the likelihood of a second round.

Another source close to the Kremlin said Beglov did not have enough support to win in the first round: fewer than fifty percent of Petersburgers who were polled said they would vote for him.

Two other sources close to the Kremlin told us about the danger of a second round.

“The expectation is some older voters who supported Bortko could switch their support to Beglov,” one of them said.

Bortko’s name will now be manually stricken from the ballots. Dmitry Krasnyansky, a member of the Petersburg City Elections Commission, said the electronic ballot boxes set up at a quarter of polling stations provided for this option.

“However, this has to be done with maximum precision. If it’s a little crooked, it won’t read. It’s a real problem. In such cases, the electronic ballot box would simply be turned off,” Krasnyansky said.

One of our sources argued that, in this case, there would be “great opportunities for adjusting the final vote tallies.”

Political consultant Grigory Kazankov argued Bortkov’s withdrawal would not help Beglov in any way since Beglov was his own worst enemy.

“Beglov has no strong opponents. The situation is similar to the one faced by Governor Svetlana Orlova in the Vladimir Region in 2018. She lost to the LDPR candidate. Whether the election is legitimate or not will depend on whether it is run properly. So the question is whether the votes will be counted honestly or, as is usually the case in Petersburg, there are controversies,” Kazankov said.

Bortko’s withdrawal suits the powers that be since it will lower voter turnout. If the turnout was around thirty percent, the majority of Petersburgers who come to the polls would be pro-government voters, argued political consultant Valentin Bianchi.

“No matter what anyone says now, everyone will assume the government got Bortko to withdraw. This is a minus sign for the authorities, and for Beglov in particular. Although Bortko is a creative type, he’s a rational man. His meeting with Medinsky could be the piece of the puzzle that explains what happened,” Bianchi said.

It has been a tradition on the eve of May Day to recall the working class, which in Russia has seemingly been usurped by televised images of the “patriots” and regular blokes who work at the Uralvagonzavod plant in Nizhny Tagil.

Actually, Russia’s workers are a genuine black hole to sociologists. No one had seriously researched their circumstances, sentiments, and views for thirty years.

The first tentative attempts to research today’s Russian industrial laborers have produced a portrait that many had not expected. It transpires that today’s proletarians, at least, the most politically and civically dynamic among them, almost never watch television. They have a sober take on politics. They are immune to state propaganda. They have a relatively relaxed attitude toward migrant workers.

They regard themselves as outside observers in the debates between the regime and the opposition, not finding their own interests reflected in them. They are more likely to feel trampled upon by plant management than by a new law passed in the State Duma.

It is the factory where they fight their battles, which are usually invisible to official statisticians. Most important, according to researchers, they have more in common with early twentieth century social democrats than with current parties who try and speak on behalf of workers. However, the new research leaves a lot to be desired, to put it mildly. News.ru took a look at it.

They Got What They Fought For
According to official data, 26 million people in Russia or over 36% of the able-boded population are employed in industry, transport, agriculture, fishing, and several similar sectors. These figures do not include, for example, the large numbers of people employed in commerce and services. Overall, however, sociologists estimate that workers make up 40% of Russia’s population. They identify them as the largest group in society.

These people dwell on the dark side of Russia’s moon, as it were. It would be hard to say when someone last tried to examine them through an academic lens. However, understanding the nature of Russian society and its largest segments is, perhaps, the most ambitious humanities research project in the country today.

In government reports, Russia’s workers are imagined as a passive, homogeneous milieu that positively exudes tranquility. In 2017, Rosstat, the state statistics service, recorded only one strike, while in the preceding years their official number oscillated between two and five strikes annually.

By comparison, in 2005, according to official data, there were 2,600 strikes in Russia. And yet the following year, Rosstat claimed the number of strikes had decreased by a factor of 325. Since then, according to official statistics, it has remained consistently scanty, despite the economic crises of 2008 and 2014.

However, the Center for Social and Labor Rights, which has monitored the situation on its own, claims there were an average of 240 labor protests between 2008 and 2014. In 2016, when the political opposition was quiet, there were twice as many labor protests, while in the first six months of 2018, the last period for which it has data, the center recorded 122 strikes and acts of civil disobedience. Nearly half of these incidents led to workers downing tools.

Since 2014, a year dominated by an apparent “patriotic” consensus in politics, the number of strikes has increased abruptly due to an upsurge of resistance in provincial cities, including district seats. The largest number of walkouts and protests occurred in industry, especially the machine building and metalworking sectors, which have accounted for 28% of the overall number of strikes. The transport sector has accounted for the same percentage of strikes and protests, despite the fact they have mainly been carried out by employees of private transport companies based in the cities. The construction industry has accounted for 19% of strikes and protests during the period.

The main cause of protests and strikes remains unpaid back wages, which accounted for 60% of incidents. Demands to raise pay were factors in 19–20% of incidents.

The Center for Social and Labor Rights noticed a curious thing. In 2018, the number of spontaneous, unorganized protests by workers rose abruptly by 22%. Trade unions were involved in a mere 17% of all strikes and protests. The experts claim this was partly due to the fact that the Russian hinterlands, where there have been no real trade unions for the last one hundred years, have taken the lead in labor activism, along with sectors dominated by precarious employment.

Shop Floor Intellectuals
Someone has been organizing these strikes and protests, however. It is evident there is a core of energetic progressive activists among Russia’s workers.

On April 22, Alexander Zhelenin gave a lecture at a round table held in the offices of Novaya Gazeta newspaper.

Zhelenin is a well-known expert on workplace conflicts, and part of his talk dealt with a research study on the Russian proletariat. In July and September 2018, he and his fellow researchers did a small-scale qualitative sociological research study in Kaluga and Omsk that focused on the self-identification and sociopolitical views of workers.

A total of twenty-three people were interviewed. The small sample was offset by a thorough probing, through in-depth interviews, of the respondents’ attitudes and views, which are never revealed by run-of-the-mill public opinion polls. The workers interviewed by the sociologists were somehow connected to independent trade unions, which had, apparently, supported the research study. However, in the main, the interviewees were not politically engaged: only one of them was a member of a political organization.

We should also not forget it is usually the most energetic people who agree to be interviewed for ordinary official public opinion polls, which affects their outcomes.

In Kaluga, the respondents worked in the food industry and the new auto assembly plants, while in Omsk, they were employed at old Soviet military-industrial complex plants. They ranged in age from twenty to fifty, and included women and men. They were quite well-paid technicians who were proud of their contributions to society. On the other hand, they had a constant sense of their status as subordinates. They tended to strongly associate themselves with their workplaces. Family “labor dynasties” were a possible factor in their outlooks.

Most of the workers interviewed at the auto plants had been abroad one or more times, and this partly had to do with Volkswagen’s work exchange programs. One of the things they had learned on these trips was independent trade unions were ordinary, valuable organizations.

On the contrary, a foreign-travel passport was a rarity among the workers of the old defense plants, and yet both groups of workers tended to spend their holidays on the Black Sea coast. Some respondents in Omsk said they had never seen the sea or had seen it in early childhood.

Mortgages were the main financial obstacles to holidays away from home. Financially, the skilled workers felt they were members of the so-called middle class. In terms of standards of living in their regions, however, they noticed the gap between the more affluent segment of the populace and themselves. Thus, they had a keen sense of the difference in life chances for their children and the children of rich families, talking about it with great indignation.

Pavel Kudyukin, ex-minister of labor and employment and a lecturer in public administration at the Higher School of Economics, commented on the growing social segregation in Russia.

“It comes to the fore when talk turns to children’s futures. It is an aspect that will become more acute, because we are moving from segregation to social apartheid. I think it will facilitate [grassroots] civic activism,” he said.

The authors of the report did not hide their amazement at the fact that the respondents were quite well-educated, intelligent people. Nearly a third of them had a higher education or an uncompleted university degree. Many of them pointed out it was ordinary to find university-educated workers on the shop floor.

Tellingly, a man from Kaluga, identified as Anatoly, who did not finish his university degree, and whose outward appearance (a bespectacled intellectual), cultivated manner of speaking, and hobbies (music and organizing non-profit music festivals) gave the researchers the impression he was a local intellectual, although he said he had been employed as a skilled laborer for over eleven years. Like some other respondents, Anatoly noted he had become a laborer because life had worked out that way and he had to earn money. Industry was the only place where it was possible to earn a more or less decent wage, the study noted.

They Have Their Own Values
And yet 74% of of the respondents unambiguously identified themselves as workers, stressing their difference from other groups in society and their direct involvement in production. The remaining 26% preferred to call themselves “employees” and supported the notion of so-called social partnerships with management. However, despite their decent standard of life, it followed from the interviews that the workers believed they occupied one of the lowest rungs on the social ladder. This had to do with their palpably subordinate positions at work and the lack of prestige in their occupations. This circumstance was painfully apparent in the tension between blue-collar and white-collar workers at one plant, a tension exacerbated by the arrogance of the latter towards the former.

The workers were very annoyed by the fact that, as Sergei, a grinder who was involved in the Omsk focus group, said, “In terms of wages and education, the blue-collar workers often outperform the office workers, but the latter still treat them as inferiors.”

In Omsk, for example, the wages of workers fluctuated between 20,000 and 30,000 rubles a month, but workers at some defense plants could earn up to 70,000 or 80,000 rubles a month. However, according to the same interviewee, the well-paid jobs were “inherited.”

Besides, he said, to earn such a wage, one virtually had to live at the factory, working twelve hours a day and enjoying only one day off a week, something not all workers would do. Meanwhile, office workers at the same plant could earn only 20,000 rubles a month, but they treated the workers “as if they were above [them],” said Sergei.

“A really interesting thing is the split in self-identification as workers and members of the middle class,” said Kudyukin. “It clearly manifests the pressure exerted in society by hegemonic views. It is like what Marx wrote: ‘The ideas of the ruling class are in every epoch the ruling ideas, i.e. the class which is the ruling material force of society, is at the same time its ruling intellectual force.’ Since the notion of the middle class is constantly in the air, people give no thought to the fact that it’s a sociological fiction. People realize they are workers. They work on an assembly line or operate a machine. Yet in terms of income they identify themselves as middle class in the sense that they are neither rich nor poor. Maybe this has to do with the notion that the middle class is formally defined by income.”

“Russia is a quite highly stratified country, and it is constantly becoming more stratified,” explained Gregory Yudin, a professor at the Moscow School of Social and Economic Sciences. “It’s not a matter of income gaps, but of what these people say: the sense of symbolic superiority in cases where there is no income gap. When this sense takes root at a particular factory, what happens is quite predictable. In this sense, Marx was more or less right.”

Speaking about their place in production, the workers voiced the opinion their plants could run without managers, but without them the shop floors would grind to a halt. However, they sensed the arrogant attitude towards manual labor that had emerged in other parts of society. They realized that, from this perspective, their status was not considered prestigious at all. The factory laborers responded by opposing the values of their milieu to “other” values, saying that nowadays the chic thing to do was to steal and mooch, to make lots of money for doing nothing.

“I think this is an ordinary means of compensation, a psychological defense mechanism. We are considered impoverished in some way, whereas in fact we are the salt of the earth, and everything would grind to a halt without us. Their sentiments are quite justified. Despite the importance of managerial work, if you got rid of the management staff, the shop floor would function all the same. But if the workers suddenly disappeared, the plant would shut down,” said Kudyukin.

The research study showed the respondents perceived Russian politics as an established system that ignored their interests. This applied not only to the government but also to the opposition. Nearly half of the respondents consciously refrained from voting. By comparison, during the last presidential election, in March 2018, the Central Electoral Commission reported that 32.5% of registered voters did not vote.

Some of the respondents voted for the CPRF (Communist Party of the Russian Federation), A Just Russia, and LDPR [Vladimir Zhirinovsky’s party], although they noted these parties were entangled in establishment and supported workers’ interests more in words than in actual deeds. They were not a serious opposition.

What they had to say on the matter was telling.

“I have little trust in politicos and parties. I have more faith in the people here, the people with whom I work, the people I know. Here, at the local level, there are decent people among the members of different [political] movements. But the leadership is usually a bloody shambles,” said Sergei, 35, a grinder at the Aggregate Plant in Omsk.

“There are currently no parties that would defend workers’ interests. We need to create such a party,” said Sergei, who works at the Volkswagen plant in Kaluga.

Volodya, who also works at Volkswagen in Kaluga, was likewise certain such parties did not exist.

“All of them are against us [workers]. They represent business and big money, even the CPRF and A Just Russia. Those parties just use the ‘movements’ to score political points. They have great jobs. United Russia try and pass bad laws. They have the majority in the Duma, so [the three other parties represented there] can pretend to oppose them, since the bad laws will be passed all the same,” he said.

He quoted Mark Twain.

“If voting made any difference they wouldn’t let us do it.”

The federal government was a source of considerable irritation to the workers, especially in connection with the pension reform.

Roman, a 45-year-old worker at Volkswagen in Kaluga, was the only respondent in either city who said he had always voted for Putin and United Russia, but since the pension reform had passed, he was severely disenchanted and was more inclined to vote for the CPRF.

Vladislav, a 28-year-old worker at Volkswagen in Kaluga, had a confession to make despite the fact he had never voted.

“I was never opposed to Putin. But I did not believe to the last that he would say yes to this cannibalistic reform,” he said.

“Their statements jibe with what we see in other studies,” said Yudin. “People are depoliticized, yes. They distrust the system profoundly. This distrust grew even deeper last year. It’s a typical Russian scenario, and I am not entirely certain it has something specifically to do with workers. It typifies many segments of the populace. People who espouse this worldview serve as the base for different populist projects.”

Researchers describe their views as a contradictory mix of spontaneous anarchism and paternalistic expectations from the state. They would like to see the state solving society’s problems and intervening in the economy to raise wages, create jobs, and distribute incomes more fairly.

Igor, a worker from Omsk, had a typical view of the matter.

“The government should definitely solve these issues if workers have hired them to serve the people. When are they going to handle all of this if they work six and seven days a week? They just don’t have the time to deal with their own improvement [sic],” he said.

However, their political beliefs were more leftist and democratic than conservative and reactionary, even when it came to ethnic, religious and gender issues.

“The workers with whom we spoke, irrespective of whether they believed in God, wanted to lived in a secular state, while hoping the Russian Orthodox Church would be behave more modestly when it came to secular issues and would be less politicized. The views of workers on gender roles, the place of women in families, society, and the state were generally quite democratic. In terms of their worldviews, the workers had more in common with classic leftists than with a good number of current leftist parties and movements in Russia,” write the study’s authors.

Cool Heads
The researchers claim the workers they surveyed were clearly not victims of government propaganda. Their attitude towards Russia’s involvement in the conflicts in Ukraine and Syria was generally very restrained, if not sharply negative. Many of them argued that Russia’s foreign policy, as defined by the country’s leadership, had nothing to with their interests and was even capable of harming them. They also had a skeptical attitude to the promotion of great-power patriotism, seeing it as a means of distracting working people from real problems. But while they openly voiced their attitudes to foreign policy, the workers were cautious about discussing it, emphasizing a lack of information on the subject.

Many of them said society was not told everything.

To the surprise of the sociologists, most of the interviewees (78%) identified the internet as their main source of information, despite the fact they were asked about this part of their lives in a way that mentioned television and newspapers first, while the internet was among the information sources listed last.

By comparison, in March 2018, Levada Center published a poll claiming 85% of Russians got most of their information by watching television; moreover, 72% of respondents preferred watching state-controlled Channel One. On the contrary, only five of the workers (22% of the focus group) watched news and political programs on television. They regarded what they saw on television quite skeptically, trying to detect the influence of certain third-party interests.

They had a rather low opinion of the state of the nation.

“Lately, I’ve been ashamed of my people,” said Roman, a worker at Volkswagen in Kaluga.

Another worker, Vladimir, countered Roman.

“To stop feeling ashamed of your nation, just don’t identify yourself with it. Russia, the people, and the nation are illusions that have been pounded into our heads. There is just the earth and the people who live on it. The people who lived before us dreamed up border: here is Russia, there is Ukraine, here is America. In fact, we are all people. If you look at things from this standpoint, everything falls into place. For example, I don’t acknowledge the existence of national Olympic squads. My world is the people I know. When they say, “Our guys are playing football,” I think of “our guys” as my neighbors, workmates, family members, and the clerks at the shop. I could not care less what is going on in Syria and Donbas,” said Vladimir.

The researchers got rather unexpected and ambivalent results when they asked the workers about their attitudes towards migrant workers. In July 2018, Levada Center reported that 67% of Russians regarded them negatively. It is such sentiments that currently fuel nationalism and xenophobia. Among the workers in the survey, however, the intensity of these sentiments was considerably lower.

The different focus groups were split in their opinions of migrant laborers.

“Why hide it? I have a positive attitude toward them, because they are former brothers [within the Soviet Union]. We have the same troubles as they do. They get paid under the table, and so do we. And sometimes they are not paid at all,” said Mikhail, a 55-year-old freight handler.

“I tend to believe we need to create jobs for our own people first, and only then can we create jobs for migrants. As a worker, I consider them competitors, but as a human being I have no problems with them. On the other hand, how do we employ Russians if no Russians want to work as janitors?” said Svyatoslav, a truck driver at the Volkswagen plant.

Ultimately, 45% of the respondents took anti-migrant worker stances. In Omsk, the breakdown between migrantophobes and internationalists was six to four. In Kaluga, on the other hand, where the focus groups and in-depth interviews were dominated by workers from modern, foreign-owned production facilities, there were seven internationalists, as opposed to three migrantophobes.

The study’s authors argue the discrepancies are due to the different types of industry in the two cities, contrasting the workers from the old Soviet defense plants with the employees of foreign companies. However, we would be remiss not to note the relatively low level of nationalism in all the groups surveyed.

“In our view, this is because the workers have closer and more frequent contacts with migrant workers, and thus have more personal experience with them, something that always shatters stereotypes. It is yet another testimony to the fact that the dominant media coverage in Russia has less impact on the views of workers,” argue the study’s authors.

As for attitudes towards religion, twelve of the twenty-three respondents identified themselves as believers, while eleven identified themselves as atheists or agnostics. Two of the respondents regarded themselves as deeply religious Russian Orthodox believers. However, all the respondents said they wanted to live in a secular country in which the Russian Orthodox Church should have a smaller role in secular issues and politics.

The views of the workers on gender relations and the place of women at home and in society were quite democratic. According to the researchers, nearly all the men agreed women had the right to pursue any career or calling. They would not stop their own wives from getting involving in public life and politics or pursuing a career.

However, they regarded female politicians in the State Duma quite skeptically, since they did not see them as politicians who hailed from the grassroots. The respondents named German Chancellor Angela Merkel and Croatian President Kolinda Grabar-Kitarović as positive examples of women involved in politics.

At the same time, both of the experts we interviewed, Pavel Kudyukin and Gregory Yudin, agreed the research study had serious methodological flaws. Besides, it gave its readers no sense of the particular life experiences that had prompted the workers to embrace particular outlooks.

Who Elects the Head of Adygea: A Political Portrait of the Republic’s Parliament

As you know, on Sunday, September 10, the State Council of the Republic of Adygea (in Adyghe, the Khase) will elect a new head for the republic. There are three candidates, but the outcome is predetermined. Who would doubt it? Correct me if I’m mistaken, but in the history of modern Russia this was probably the first instance when the outgoing head of a Russian region brought his own kinsman to Moscow so that Putin could view the bride, i.e. his chosen successor. Nor, we must note, were he and his kinsman immediately shown the door. This was probably taken by the petitioners from Adygea as a favorable sign.

Everything kicked off when, in March of last year, as it was about to give up the ghost, the members of the Adgyean parliament’s fifth convocation nearly unanimously voted (fifty yeas, four nays) to abolish direct, popular elections of the republic’s head, adopting a special law and making the relevant amendments to the Adygean Constitution. Having denied Adygeans the right to vote directly for head of the region, the “people’s” elected representatives formally explained their decision as a means of making the electoral process less expensive. However, no one abolished another law, a law of everyday life: cheaper doesn’t mean better.

So elections to the sixth convocation of the Adygean Khase, in 2016, took place with the understanding that it would be the new parliament, not the people, that would be picking the republic’s new head. So, the requirements for sifting out the winners were tougher than usuaul. It was boom or bust, literally, all or nothing. The powers that be backstopped its chosen candidates to the hilt, and the elections took place in a stifling climate of lawlessness, generated by the acting executive branch and the local office of the United Russia party. Functionaries of the Rodina (Motherland) party did everything they could to force the Adygean Central Elections Commission to remove the opposition party’s entire regional list of candidates from the ballot, although the party had a good chance of taking several seats in parliament. The billboards, posters, and flyers of all candidates and parties except United Russia and LDPR were destroyed hours, if not minutes, after they were posted. The vote tallies at the polling stations were skewed, and the votes received by candidates and parties that are not part of the so-called parliamentary grouping (United Russia, CPRF, A Just Russia, and LDPR) were totally nullified. The latter parties divvied up their shares of the vote totals in keeping with quotas that had been agreed in advance in Moscow. So, the current Adygean Khase consists of 38 MPs from United Russia, four MPS each from the CPRF and LDPR, and two MPs from A Just Russia. Two more MPs have to be elected in by-elections on September 10. There is no doubt that one of the two will be a United Russia member. Thus, MPs from United Russia make up 80% of the republic’s parliament, while the CPRF and LDPR have 8% of MPs each, and A Just Russia has 4% of MPs. Now let’s compare these proportion with the spread of MP mandates in the Russian State Duma. United Russia’s MPs occupy 76% of the seats; the CPRF, 9.5%; the LDPR, 8.7%; and A Just Russia, 5.8%. The Duma also has two MPs who are not members of these parties. One of them is a member of the Rodina party, the party that was successfully sent packing in Adygea. The outcomes are quite similiar, don’t you think? It’s as if the same templates had been used.

The lineup of MPs running in the 2017 elections has been thoroughly purged. Anyone who provoked the slightest doubts has been removed from the lists. Only five people who have been MPs for more than three convocations are left, and only nine MPS from the last three convocations are still in the running. Two of them are from the CPRF’s faction (Adam Bogus and Yevgeny Salov), while the rest are from United Russia. The other thirty-four MPs (out of a total of forty-eight) were elected during Aslan Tkhakushinov’s last two terms as head of the republic [he resigned in January 2017, after ten years in office], under the watchful eye of his team. In fact, they are part of his team.

Clearly, they express not the will of the people, but the will of their true masters, the men who got them elected. Thus, the clearly unelectable United Russian candidates Sergei Belokrys (District No. 16) and Rustam Kalashov (District No. 21) got the cherished mandates. During their party’s so-called primaries [the English word is used in Russian], they both took an honorable third place in their districts with 7% and 27% of the vote, respectively. Even more unelectable pawns were kinged after winning spots on United Russia’s party list.

They hardly all have the right to be called people’s representatives, if only because not all the MPs in the Khase’s sixth convocation were elected by the people on the new single voting day. Thus, seven of the winning candidates from United Russia list soon resigned for different reasons, and their mandates were automatically handed over to five new MPs from the party list (Yuri Gorokhov, Yevgenia Dyachkova, Zurab Zekhov, Azamat Mamkhegov, and Murat Shkhalakov). Two more MPs will be selected on September in single-mandate constituencies. LDPR’s list of of winners included party leader Vladimir Zhirinovsky and the party’s regional leader Denis Ogiyenko, neither of whom took their seats in the Adygean parliament. Why Zhirinovsky did this is clear enough, but Ogiyenko works as an aide to an MP in the State Duma, where everything is grown-up and they feed you caviar sandwiches. The two LDPR leaders were replaced as Khase MPs by Valentina Chugunova and Tembot Shovgenov, thus technically bypassing the will of voters.

It is interesting to compare how much the majoritarian MP mandates in the republic’s urban districts and rural districts are worth in terms of votes cast by voters. Thus, Maykop, the capital city, is divided into nine electoral districts, inhabited by a total of 132,890 voters. One majoritarian mandate is thus worth, on average, 14,776 potential votes.  The Maykop Municipal District [not to be confused with Maykop per se] has three electoral districts and 46,111 voters, so an MP’s mandate is worth slightly more there: 15,370 votes. The Teuchezh District has only one majoritarian mandate, worth 13,549 votes. The Takhtamukay District is home to 51,840 votes, and so its four majoritarian mandates are worth an average of 12,960 votes. In the Giaginskaya District, the mandates are worth a bit less (12,563 votes on average), while in the neighboring Shovgenovsky District, it is worth 12,482 votes. Adygeysk’s single majoritarian mandate is worth 12,029 votes, while the Koshekhabl District’s two mandates are worth 11,407 votes apiece. The Krasnogvardeyskoye District has the “cheapest” mandates: two at 11,013 votes apiece. But strangers do not roam the homeland of the sweet couple of Aslan Tkhakushinov and Murat Kumpilov [Adygea’s acting head and Tkhakushinov’s chosen successor]. They elect only their own people and only on the advice of their superiors.

It was not entirely accurate to distribute MP mandates generally (whether from majoritarian single-mandate constituencies or party lists) in terms of the number of voters in the districts. The largest number of voters lives in Maykop (39% of all voters in Adygea), and its goes down from there. The Takhtamukay District has 15% of voters; the Maykop District, 13.6%; the Giaginskaya District, 7.4%; the Koshekhabl District, 7%; the Krasnogvardeyskoye District, 6.5%; the Teuchezh District, 4%; the Shovgenovsky District, 3.7%, and the town of Adygeysk, 3.5%. Meanwhile, the MPs from Maykop have only 30% of the mandates in the Khase; Takhtamukay District, 20%; Maykop District, 14%; Giaginskaya District, 6%; Koshekhabl District, 10%; Krasnogvardeyskoye District, 8%; Teuchezh District, 6%; Shovgenovsky District, 4%; and the town of Adygeysk, 2%.  The imbalance is obvious.

The sixth convocation of the Adygean Khase has only eight MPs (16.7% of the total number) employed in the state sector. Six MPs (12.5%) are party officials. The remaining MPs (over 70%) run businesses in different sectors of the economy. The largest number of them (21 MPs out of a total of 48) earn their money in construction, commerce (including wholesale commerce), and services. Four MPs (8.3%) get their income from agriculture. Three MPs (6.3%) work in banking and investing, while two MPs each (4.2% each) are involved, respectively, in the hotel and tourism business, logging and extractive industries, and industrial manufacturing. Yet the CRPF and A Just Russia factions are dominated by party officials (four out of six), while members of United Russia have a clear advantage in all other lines of work.

The sixth convocation of the Khase includes two high-profile businessmen with criminal pasts (according to the media): United Russia member Gissa Baste (aka Voloskevich) and non-partisan MP Adam Bogus (aka Mazai), who blocks with the CRPF faction. Several well-known businessmen from United Russia have close ties with different dubious firms and people with criminal pasts. In particular, nine deputies (six from United Russia, two from the LDPR, and one from the CPRF) are involved in the construction business in the Takhtamukay District, run by Azmet Skhalyakho aka the Foreman. According to the media, he earned the nickname not on the fields of his native Takhtumukay District, but by shaking down market traders in Krasnodar during the “wild” 1990s. The notorious prosecutor Murat Tkhakushinov, son of ex-republic head Aslan Tkhakushinov, worked in the same district until recently. The Takhtamukay District’s proximity to Krasnodar, the much lower prices for land in the district than in Krasnodar, and the total control over the black market for land plots by criminal gangs, who have fused with Adygea’s government agencies, have made the construction business in the district quite profitable. Especially if you are not bothered by the legality of particular transactions, do not waste money on pollution treatment facilities, and pay no mind to the quite costly environnmental requirements.

Questions also arise when you take a closer look at the life and times of Vladimir Narozhny, head of the United Russia faction and chair of the republic’s parliament. There are strange blanks in his CV from 1981 to 1991, which for some reason he does not particularly advertise. Judging by occasional references, he ran various agricultural businesses during this period. Currently, he is associated with a number of firms, also involved in agrobusiness, in Adygea and Krasnodar Territory. They have different names and legal addresses, and yet they have the very same Primary State Registration Number and Taxpayer Identification Number. Obsessive thoughts of criminal money laundering schemes come to mind, but I have probably read too many detective novels.

As a final touch to my sketch of the current Adygean Khase, I want to focus on yet another imbalance, which testifies to a deeply embedded problem, if not a chronic disease, that affects the regional authorities in Adygea. I have in mind the distortions in personnel policy that favor the so-called titular ethnic group, the Adyghe. This phenomenon, which I would dub the Adyghization of power in the republic, was especially rampant during Aslan Tkhakushinov’s second term and has kept evolving in the present. I would not argue it has anything to do with ethnic conflicts between two great peoples, the Russians and the Adyghe, but has been caused only by attempts by specific members of the so-called Ulyap clan, who have ruled the republic for the last ten years, to ensure they will stay in power for the indefinite future. This is done both by depriving the Adygean populace of the right to elect the republic’s leaders and local government officials in direct elections, and through a deliberate personnel policy of giving preference to members of the titular ethnic group when filling vacancies in state and municipal agencies—if possible, to members of one’s own clan and numerous kinsmen. This cup has also touched the republic’s legislative branch. Whereas the republic’s population consists of approximately 63% Slavs, 25% Adyghe, 3.5% Armenians, and 8.5% other ethnic groups, the Khase is dominated by members of the titular ethnic group, who hold 28 seats (or 58.33%), while the Slavs are represented by 19 MPs (or 39.58% of seats). There is also one Armenian MP in the parliament, and no one else. I do not insist on introducing ethnic quotas. (God forbid, we have already been through such attempts at achieving parity.) I merely want to draw attention to this obviously non-random outcome as the inevitable side effect of dishonest elections.

The ninety-ninth anniversary of the 1918 Bolshevik decree separating church and state was marked by a small group of ardent leftists protesting the current clericalization of the Russian state and Russian society. On February 5, over a hundred people attended a picket on Chernyshevsky Square in southern Petersburg. For two hours, they fiercely criticized both the Russian Orthodox Church (ROC) and the relationship that has been built between the ROC and the Putin regime.

Members of various low-profile leftist movements gathered at the monument to Russian philosopher and revolutionary Nikolai Chernyshevsky. The protesters held the flags of the Rot Front, the United Communist Party, the Workers Revolutionary Communist Party, and Communists of Russia. Even truckers from the Association of Russian Carriers (OPR) came to condemn the ROC’s increasing appetite for property. Members of the Communist Party of the Russian Federation, which holds seats in the municipal, regional and national parliaments, ignored the event, for which they were roundly condemned by their non-systemic counterparts on the podium.

Unlike liberal opponents of plans to transfer ownership of St. Isaac’s Cathedral Museum to the ROC, the protesters made no attempt to be diplomatic and did not mince their words. Some speakers declared the ROC “satanic” and compared it to Islamic State, an organization that has been banned in Russia.

For ten minutes, Ivan Lokh, leader of the Witnesses of Foucault’s Pendulum, an atheist community, fiercely and emotionally denounced the ROC’s desire to exterminate science and culture. He then quoted Chernyshevsky, whose monument was the focal point of the entire rally.

“Religion’s purpose is to inure the unfortunate and hungry to the notion they must perpetually be hungry and rejoice in their plight. That’s what religion is!” proclaimed the activist.

ROC leaders are themselves not inclined to the asceticism they popularize among the oppressed classes, and this can only indicate that the highest ranks of ROC clergymen do not believe in God, said Lokh.

“We see the indecent luxury in which ROC hierarchs live. They do not fear their own God. They don’t fear Him, because they know for certain He doesn’t exist. This is the most obvious proof He really doesn’t exist!” the activist shouted to the applause of the crowd.

During breaks between speakers, the rally’s organizers asked protesters to carefully observe those in attendance in order to weed out provocateurs. The event’s moderator explained to ZakS.Ru that anti-clerical rallies have frequently been visited by people wanting to disrupt them. In addition, MP Vitaly Milonov’s public promise to interfere with the picket had forced protesters to be vigilant.

Semyon Borzenko, a member of the city committee of the unregistered United Communist Party’s regional branch, thrilled the crowd when he called for abolishing the federal law on transferring property to the ROC, which has led to the destruction of numerous museums. Borzenko also said atheists should campaign for the adoption of two law bills, drafted by local municipal deputy Irina Komolova during the previous sitting of the St. Petersburg Legislative Assembly. The first would protect the feelings of atheists, while the second would strip the ROC of its “totally unjustified tax breaks.” According to Borzenko, the “indecent luxury” mentioned by Ivan Lokh was a consequence of the fact the ROC did not pay taxes, unlike every other organization.

Nikolai Perov, leader of the regional branch of the Communists of Russia, focused his criticism on the “Zyuganovites,” who had welcomed the possible transfer of St. Isaac’s Cathedral to the ROC.

“It’s a crying shame that certain members of the communist movement, who sit in parliament, have retreated from the [Bolshevik] decree and Leninist principles. Shame on Zyuganov! Shame on [CPRF Petersburg Legislative Assembly member] Alexander Rassudov! Shame on [State Duma member and filmmaker] Vladimir Bortko! There’s not a single scientifically minded person left in the CPRF!” stated Perov.

Despite the concerns of organizers, the rally came off without any provocations or crackdowns on the part of law enforcement. Towards the end of the rally, human rights activist Dinar Idrisov (recently denounced by “soldier of Christ” and city parliament speaker Vyacheslav Makarov for insulting the feelings of believers) handed out pamphlets entitled “The Museum Belongs to the City.” Like a week ago, opponents of transferring St. Isaac’s to the ROC had their pictures taken, placards in hand, this time standing next to the monument to Nikolai Chernyshevsky.

Communists Propose Equating Feelings of War Veterans with Feelings of Religious Believers

A group of Communist Party MPs plans to submit a law bill to the State Duma that would criminalize insulting the feelings of war veterans and stipulate a punishment of up to three years of forced labor. As Gazeta.ru writes, if the draft law is adopted, Article 148 of the Criminal Code (violating the right to freedom of conscience and religion) would be amended.

The newly amended article, 148.1, is entitled “Insulting the feelings of Great Patriotic War [Second World War] veterans.” The Communists will send the bill to the government and the Supreme Court for review on May 10, immediately after the holidays.

There are three paragraphs in the new law. The first paragraph stipulates punishment for “public actions expressing clear disrespect for society and committed with the intent of insulting the feelings of Great Patriotic War veterans by deliberately distorting information about the Great Patriot War, or humiliating or belittling the heroism of the Armed Forces of the USSR.”

Violation of the law would be punishable by a fine of up to 300,000 rubles, or up to 240 hours of community service, or up to one year of forced labor.

The second paragraph stipulates criminal liability for “dismantling, moving, destroying or damaging Great Patriotic War monuments,” even if they are not listed as Great Patriotic War cultural heritage sites. In this case, a violation would be punishable by a fine of up to one million rubles, or up to 360 hours of community service, or up to one year of forced labor.

The maximum penalties are prescribed in paragraph three and cover the same actions, as listed above, if they are performed on May 9, or involve the abuse of office, or are committed by someone who has already been convicted of the same violation. In this case, the offender faces a fine of up to four million rubles, or up to 480 hours of community service, or up to three years of forced labor, and a ban on holding certain positions during the period in question.

Communist Sergei Obukhov, who is spearheading the initiative, coauthored the law on “insulting the feelings of religious believers,” adopted by the Duma in 2013 in the wake of the Pussy Riot trial.

In the explanatory note to the new law, Obukhov defends the need to protect the feelings of war veterans, drawing parallels with the adoption of law on insulting the feelings of religious believers. According to him, that law “does not extend to the belief in goodness and justice, the ideals for which the veterans of the Great Patriotic War fought.”

According to Obukhov, he and his colleagues have tried to draft the most non-repressive law possible, so the punishments stipulated do not include imprisonment. Obukhov calls the bill a “full-fledged legal mechanism for defending their truth about that terrible war as well as criminal protection of their honor and dignity.”

In November 2013, A Just Russia MP Oleg Mikheyev proposed punishing those who insulted the memory of the Great Patriotic War with up to seven years in prison or a fine of one million rubles. Mikheyev submitted a draft of amendments to the Criminal Code and Criminal Procedural Code to the State Duma.

Mikheyev proposed adding an article entitled “Insulting the memory of the Great Patriotic War” to the Criminal Code. The offense was described as follows: “Actions expressing clear disrespect for society and insulting the memory of the events, participants, veterans, and victims of the Great Patriotic War, and committed at the sites of Great Patriotic War monuments and the burial grounds of those involved in the Great Patriotic War.”

The draft law stipulated a fine of between 500,000 and one million rubles or the amount of the convicted offender’s income for a period of three to four years, or a prison term of up to seven years. Mikheyev explained this choice by analogy with Criminal Code Article 148 (insulting the feeling of religious believers), “insofar as both articles deal with the spiritual realm of human life, the realm of values.” As an example of “insulting the memory” of the war, he cited the articles of journalist Alexander Podrabinek.

In April 2014, Irina Yarovaya, head of the Duma’s security and anti-corruption committee, proposed criminalizing “desecration of days of Russian military glory and memorable dates” connected with the Great Patriotic War. The United Russia MP said the relevant amendments would be inserted into a draft law on “rehabilitating Nazism” during its second reading.

“We will propose equating liability for this crime with the liability for desecrating burial sites dedicated to the fight against fascism [sic] or victims of Nazism,” said Yarovaya.

Individuals accused of “desecrating days of military glory” were to face up to three years in prison, forced labor of up to five years, arrest for a period of three to six months, or five years in a penal colony.

Yarovaya said she had found a post on a social network containing a negative assessment of the May 9 holiday.

“I think such statements should be assessed not just morally or ethically, but from the viewpoint of criminal law,” Yarovaya said in this connection. “Because it is a deliberate crime aimed at desecrating the memory of the Great Patriotic War.”
